2025 Neighborhood Services Annual Report
NEIGHBORHOOD CONSERVATION PROGRAM
The Neighborhood Conservation Program provides support and resources to voluntary
neighborhoods based on location. The program consists of 39 eligible neighborhoods north of
127th Street. HOAs are not eligible. In 2025, 23 neighborhoods were active in the program, with
two additional neighborhoods receiving help to become organized. Through the NCP,
Neighborhood Services staff supported approximately 26,309 persons in 11,797 households.
NEIGHBORHOOD SUPPORT
Any NCP neighborhood can receive assistance and resources for projects that build capacity and
connectedness, including: free facility rentals, lawn game loans, event signage, maps, meeting
facilitation, and more. The biggest form of neighborhood support comes through the NCP mailer
program, where leaders can share information about block parties or meetings, hold officer
elections, or send a general newsletter. Staff often create the designs, and coordinate the
production and distribution for up to six mailers per year per neighborhood.

NCP GRANT PROGRAM
NCP grants are available for projects that focus on increasing involvement in neighborhood
activities, building organizational capacity, improving neighborhood conditions, and connecting
residents to one another. Resident leaders apply for these competitive grant funds.
In 2025, a total of 50 grants were disbursed in 22 neighborhoods, totaling more than $35,000.
NCP GRANT PACKAGES
The NCP Grant Package Program was launched in 2024 to lessen the burden of event planning for
volunteer-strapped neighborhoods. Participating neighborhoods could have a food truck event or
a dumpster event, with Neighborhood Services staff coordinating many of the event details.
Interest in the program continues to grow, from 18 in 2024 to 28 in 2025.

NEIGHBORHOOOD LEADERSHIP SUMMIT
In March Neighborhood Services partnered
with the City of Olathe for the 2025
Neighborhood Leadership Summit. Over 70
resident leaders and volunteers from Overland
Park, Olathe, and some additional Johnson
County municipalities gathered at Matt Ross
Community Center for the engaging event.

HOA BOARD LEADER CERTIFICATE PROGRAM
In September, 50 homeowners association leaders came together to attend
the HOA Board Leader Certificate Program, hosted by Neighborhood
Services and Community Associations Institute. The workshop provided a
comprehensive look at the roles and responsibilities of community
association leaders; how to communicate with residents; hiring qualified
managers and business partners; developing enforceable rules; and more.

NEIGHBORHOOD ENGAGEMENT COMMITTEE
The Neighborhood Engagement Committee (formerly Neighborhood Executive Committee)
allows resident leaders an opportunity to network, discuss issues of common interest, and learn
more about municipal and county services. The NEC is based on membership, with requirements
to join and maintain active status. In 2025, the NEC had a total of 51 voting members: 23 voluntary
neighborhoods, 25 homeowners associations, and three mayoral-appointed members.

Safe Streets Plan Presentation Crown Room
Learn about Overland Park’s efforts to reduce traffic-related serious injuries
and fatalities through the development of the OP Safe Streets Plan, funded
by the Federal Highway Administration’s Safe Streets and Roads for All
program. This plan will guide strategies, policies, and projects to improve
mobility and safety for everyone who walks, bikes, rolls, rides, or drives in
Overland Park. Project team members will provide an overview of the Plan’s
goals and where the planning process is headed next. Come prepared to

Solid Waste Study Update Vista Room
Learn more about the City’s efforts to improve trash and recycling services
for residents. Lara will discuss the results of the Comprehensive Solid Waste

trash, recycling, and leaf and brush services. Come prepared to discuss your
current neighborhood challenges and needs.
