Palatine Road Village Manager Reid Ottesen mentioned that this was discussed during Committee of the Whole. Wilson Street Village Manager Reid Ottesen reported that the Tap House will have a similar name, similar business operations, and another family member owning it. Rachel Sexton, 56 W. Wilson attended the meeting and spoke about the inception of a new LLC, zoning, licensing and that the business will operate similar to the prior owner. Village Manager Reid Ottesen conveyed his appreciation for Rachel’s contributions and highlighted the strong collaboration between them. Anderson Drive BACKGROUND: The St. Thomas of Villanova parish is requesting a one-day liquor license in conjunction with their parish picnic at 1141 E. Anderson Drive on Saturday, August 8, 2026. The event will be held from 12 PM to 9:30 PM and liquor will be served from 12:00 PM to 9:00 PM. KEY ISSUES: • A diagram of the serving area is attached. • All servers will be required to comply with the Police Department seminar regarding identifications. STOV Parish Picnic Map Page 6 of 37 Page 7 of 37 Page 8 of 37 IV.B Consider an Application for a Class E (Temporary) Liquor License for Tap House Grill for the Palatine Food Truck Event on August 16, 2026 and Waiver of Application Fee BACKGROUND: The Palatine Food Truck Event is the Village's substitute event for summer 2026 while Street Fest is canceled due to downtown construction. This event is hosted by the Village, featuring food trucks and music. To keep the event simple, low cost, and reduce the need for volunteers, the Village did not plan to sell alcohol at the event. However, to support business engagement during downtown construction, the Village coordinated with local establishments to allow them to sell alcohol. These establishments will plan, staff, and retain the revenues from alcohol sales. Tap House Grill (as the sponsoring establishment), along with Emmett's, are requesting a temporary liquor license for the sale of beer and seltzers at the first Palatine Food Truck Event to be held on Sunday, August 16, 2026, from 11 AM to 7 PM in municipal parking lots D and E. KEY ISSUES: • The local establishments on the north side of the tracks (Tap House and Emmett's) are teaming up together to provide the alcoholic beverages during the event through their distributor. • The liquor establishments are utilizing Towne and County Distribution to provide beer and seltzers for the event. The establishment's current staff will work at the event. • Tap House Grill is sponsoring the application and providing the insurance. • There is no cost to the Village to facilitate the alcohol sales. The establishments will keep the revenues. • It is expected that the distributor will provide cups and wristbands, but in the case that does not happen, the Village is prepared to provide those materials. Palatine Bank and Trust is a sponsor and those costs could be offset with sponsorship. • All servers will be required to comply with the Police Department seminar in regard to identifications, and precautions are planned to prevent problems with underage patrons. • A diagram of the event layout is attached. • The Village has agreed to waive the $50 application fee. Tap House Temp Liquor Page 10 of 37 Page 11 of 37 Page 12 of 37 IV.C Consider a Motion Granting a Temporary Amendment to Lamplighter Inn's Licensed Premises in Conjunction with the Proposed 'Pipes for Pits' Event on August 2, 2026 at Lamplighter Inn, 60 N. Bothwell Street BACKGROUND: Bombshell Bullies (Bully Breed Rescue) is partnering with Lamplighters Inn, 60 N. Bothwell, for the 'Pipes for Pits' event on Sunday, August 2, 2026. On this evening's Village Council agenda is a request for a waiver of the Village's sound amplification ordinance and a temporary closure of a portion of Bothwell Street to allow for this event. In conjunction with those requests, they have requested a temporary amendment to the licensed premises of Lamplighter Inn's existing liquor license on Sunday, August 2, 2026 (from 4 to 7 PM). KEY ISSUES: • The proposed event would be held from 4 to 7 PM on Sunday, August 2, 2026 on the east side of Lamplighter Inn (within Bothwell Street, between Wilson and Station Streets). The closure of Bothwell Street would occur from approximately 2:00 to 8:00 PM on Sunday, August 2. • The proposed event will include amplified sound from an acoustic music player and alcohol sales by Lamplighter Inn. • The Council has previously approved this event at Lamplighter Inn in 2025, 2024, 2023, 2022 & 2021. BUDGET IMPACT: N/A RECOMMENDATION: Action is at the discretion of the Commission. ACTION REQUIRED: A motion to approve a temporary amendment to the licensed premises of Lamplighter Inn's existing Liquor License to allow for the 'Pipes for Pits' event on Sunday, August 2, 2026. Pipes for Pits Page 13 of 37 Page 14 of 37 Page 15 of 37 Page 16 of 37 Page 17 of 37 Page 18 of 37 IV.D Consider a Motion Approving Applications for Liquor License Renewals for the 2026/2027 Liquor License Year BACKGROUND: Following initial issuance, Village of Palatine liquor licenses are renewed on an annual basis for a July through June license year. The Village Manager’s Office conducts a comprehensive review including a background check conducted by the Police Department. A listing of all current establishments requesting renewal of a Village of Palatine liquor license for the 2026/2027 year is attached as Exhibit A. KEY ISSUES: • All applications have been submitted and approved by the Police Department. • All owners and managers, with the exception of a few, have met the Palatine fingerprinting and Alcoholic Beverage Seller & Server (ABSS) permit requirements. Those establishments who still need to fulfill ABSS permit requirements are recommended to have their license renewal contingent upon Village Manager approval. BUDGET IMPACT: All applicants will be required to pay the annual liquor license fee associated with their classification(s). RECOMMENDATION: Based upon the application review and past year's operational history, the Village Manager recommends that the Liquor Commission approve the 2026/2027 licenses as attached. Northwest Highway BACKGROUND: On this evening's Village Council agenda is a request for a Special Use Transfer for 365 W. Northwest Highway, known as Hot Pockets. The petitioner, Prabhas Mokkapat wishes to apply for a Class D (Restaurant) liquor license. The Village has an available class D license due to the 100% ownership change of this restaurant, previously owned by Munir Rafidia. The petitioner will be present to answer any questions from the Commission. The permitted hours for a class D liquor license are Sunday - Wednesday 6 AM to 1 AM and Thursday - Saturday 6 AM to 2 AM. KEY ISSUES: • A copy of the application is on file in the Village Manager's Office. • The petitioner will be present Monday evening to answer any questions of the Commission. Palatine Road BACKGROUND: On this evening's Village Council agenda is a Special Use Transfer for 40 W. Palatine Road, Siri Thai Inc. (dba Siri Thai II). In May 2026, Village staff was notified of the passing of Wanwipa Soramuk and the transfer of her 100% ownership shares to her children, Andrew and Andreana Lanpouthakoun, divided evenly. Per the Village Code, any ownership transfer over 50% requires a new license to be issued. This transfer of ownership will be provided to the Illinois State Liquor Control Commission to update their state liquor license. KEY ISSUES: • As the stock has changed over 50%, the old license is invalidated and, per the Village Code, a new application was required to be submitted to the Palatine Liquor Commission. • Documentation showing the transfer was submitted and is on file in the Village Manager’s Office. • A new application was submitted and is on file in the Village Manager’s Office. • There is no change in the operation of the restaurant.
