MAYOR'S REPORT A. As Submitted Mayor Schwantz announced upcoming events: Monday, February 23: 9 AM Ben Franklin Memorial Firefighters Memorial (corner of N. Brockway and W. Slade Streets) Palatine Fire Department will be hosting a brief ceremony to honor the service and sacrifice of Palatine volunteer firefighters John Wilson, Richard Freeman, and Warren Ahlgrim, who lost their lives fighting a fire at the Ben Franklin Store in 1973. Wednesday, March 4: 8 AM – 9 AM State of the Village, sponsored by the Palatine Area Chamber of Commerce Village Hall Council Chambers VI. COMMITTEE OF THE WHOLE A. POLICE POLICY & CODE SERVICES COMMITTEE DOUG MYSLINSKI, CHAIR 1. Consider an Ordinance Approving a Special Use Transfer to Permit the Continued Operation of a Medical Office (Dental) at 787 E. Dundee Road Council District: Four Director of Planning & Zoning Ben Vyverberg explained that the Medical Office (Dental), at 787 E. Dundee Road, is changing ownership and staff recommends approval. Vyverberg said that the original special use permit would transfer from Bright Direction “Tidy” Dental to Bright Orthodontics Palatine. Vyverberg noted that the parking variation remains the same as it was in 2015. Consider an Ordinance Granting a Variance from Chapter 16 Rights-of-Way of the Village's Code of Ordinances to Allow Verizon to Install a Light Pole at the Corner of Quentin Road and Glencoe Road Council District: One Village Engineer George Ruppert reported on Verizon’s installation of a light pole at Quentin and Glencoe Roads. Ruppert noted updated code requirements, the small cell mandate, and that the project will come at no cost to the Village. INFRASTRUCTURE & ENVIRONMENT COMMITTEE KOLLIN KOZLOWSKI, CHAIR In the absence of Chairman Kozlowski, Vice-Chairman Helms opened the Infrastructure & Environment Committee. 1. Consider a Motion to Award a Contract for the Kerry Court and Sterling Avenue Roadway Rehabilitation Improvements Project Assistant Public Works Director Brandon Saccone spoke about the bids and recommended awarding the annual road resurfacing contract to Builders Paving, LLC of Hillside, IL, in the amount of $938,865, noting that the project is under budget and funded through MFT. Saccone mentioned that this work involves reconstruction on Kerry Court from Cedar Street (North) to Cedar Street (South) and additionally from Dundee Road to Northwest Highway on Sterling Avenue. Councilman Helms asked for clarification about the builders' company, and Saccone responded that there are two companies — Builders Paving and Builders Asphalt. RECOGNITION OF AUDIENCE Laura Hernandez, Resident, requested clarity on current plans and voiced concerns related to ICE. Melissa Ortega, District 2, requested clarification on plans, expressed discomfort regarding the previous meeting, and voiced concerns related to ICE. She also requested a meeting with Ms. Hernandez and the Mayor. An audience member addressed Mayor Schwantz during the discussion, making a direct comment. Judy Janes, Resident, requested updates on the committee meeting, the formation of the task force, and potential solutions. Jennifer, a volunteer patron, discussed concerns about the Flock system and requested greater transparency. Justin O’Rourke, Resident, thanked the Council and others for open communication and requested community solutions. Tony Vargas, Resident, mentioned the work of the Palatine Community Services and supports their efforts. XIV.
