Consider a Motion to Approve the Farmers' Market to Utilize the Village Train Station Parking Lot (B) for the 2026 Summer Farmers' Market and 2026-2027 Winter Farmers' Market Council District: Six In the absence of Chairman Langer, Vice-Chairman Lamerand opened the Administration, Technology & Community Health Committee. Village Manager Reid Ottesen discussed the upcoming farmers' market season and the transition of its nonprofit sponsorship from Sister Cities to the Knights of Columbus for the 2026–2027 season. VILLAGE OF PALATINE Page 2 of 9 Minutes March 9, 2026 Marg Duer, after dedicating 36 years to the market committee, spoke about passing her responsibilities on to Barb Rozny, entrusting the work she’s cherished for so long to caring hands. Barb Rozny, 412 N. Seminary Ave, Park Ridge, 25 years as a market vendor, expressed enthusiasm for managing the market and working together with the Knights of Columbus. David Heiden, Knights of Columbus, Council 4977, expressed appreciation for this new opportunity within the farmer's market. Councilman Lamerand conveyed the council’s appreciation for the farmers market’s organization and efforts. Consider a Motion Authorizing the Village Manager to Approve Reimbursements to the Palatine Park District for Contractual Grass Mowing Services Director of Public Works Matt Barry explained the partnership with the Palatine Park District, which allows for more cost-effective grass-maintenance bidding. Barry highlighted the bid submissions, the savings achieved, and the request to extend the agreement through 2027–2028. He also noted that Yellowstone Landscaping was the low responsive bidder. Consider a Motion to Extend the Contract for the Village's Landscape Maintenance Program Director of Public Works Matt Barry presented the contract extensions for landscaping maintenance, noting that the 2023–2025 agreement had expired and recommending a new extension for 2026–2028 with Brian Edwards. He highlighted recent building removals and additions, along with updates to maintenance and irrigation costs, and mentioned that Year 1 came in under budget. Consider a Motion to Award a Contract for the 2026 Supplemental Street Resurfacing Project Director of Public Works Matt Barry discussed that the 2026 road-maintenance budget produced a surplus after bids, and staff recommended using these savings to resurface additional streets. The savings are proposed to be used in a two-part plan that includes resurfacing nine streets in-house, adding five competitively bid contractual streets, and using Downtown TIF District funds to advance 2027 work and improve overall road conditions. Councilman Kozlowski asked for clarification on the project savings, and Barry explained that the savings are recommended to be held in abeyance as a contingency or would be carried over and applied to the following year. RECOGNITION OF AUDIENCE Jack Conneely, 263 W Boardwalk Drive, discussed the waste pickup contract and noted that, if Groot is not finalized, Lake Shore Recycling Services could serve as an alternative for composting. He highlighted Lake Shore’s greater experience, asked whether other vendors had been considered, and referenced comparable cities already using this provider. Rita, 348 N Waynes Ct, stated that she is recommending additional bids and more detailed information, and she suggested LRS as a potential vendor. Rita then read a letter from another resident, Barb Figlewicz, a member of the Palatine Garden Club, expressing support for comprehensive composting. Laura H. Bayside Drive, expressed concern about ICE, mentioned recent emails with the Mayor, and requested face-to-face communication and future meetings. She suggested tips for active listening to the Council. Roman Golasch, 122 W. Palatine commented that communication is a two-way street. John Guifoil, 736 N. Police Department's Community Engagement and Planning Division Update Police Chief William Nord and Deputy Police Chief David Brandwein presented an update on the Police Department’s Community Engagement and Planning Division. Nord described how the division’s origin was formed under former Police Chief David Daigle and the Village Manager Reid Ottesen, to strengthen relationships with residents. He further highlighted current grant opportunities that emphasize community-based law enforcement initiatives. Brandwein outlined the community’s social-worker resources, noted a tenant-protection initiative with Officer Murphy, and mentioned an upcoming virtual community resource forum. Brandwein discussed recent 911 responses involving ICE, provided updates on upcoming beat meetings, and shared information about unmarked police vehicles. Nord summarized the beat-meeting schedule and discussed the use of Flock cameras. Police Commander Chris Stearns explained what Flock cameras are and how they operate, and Nord followed with examples of ALPR camera usage along with quarterly accomplishments. Nord mentioned the staff assisting in this division: Mike Campbell, Joe Murphy, Mike Murphy, Frank Jerz, Nick Heuertz. Councilman Myslinski thanked the Palatine Police Department for the information and explanation and urged residents to take advantage of the virtual community forum. In addition to fresh produce and food products, the Market employs ten residents and encourages participation by civic groups and local musicians. KEY ISSUES: • The Palatine Farmers’ Market Committee requests approval for the 2026 Summer Market dates every Saturday (May 2 - October 31) from 7 AM to 1 PM in the Palatine Train Station Parking Lot B. The Market's layout will be consistent with last year’s. The Market includes over 30 vendors with increased organic products, a wider variety of local products, and a knife sharpener. The four green boxes on the map represent proposed additional vendors for 2026. • The Farmers’ Market requests approval of the following 2026-2027 Winter Walk- Up Market dates: November 7, 14 and 21, December 5, 12 and 19 of 2026; and January 16, February 6 and 20, March 6 and 20, April 3 and 17 of 2027. They are requesting an additional day in November and December to take advantage of holiday shopping. The Winter Market hours have previously been held from 9 AM to noon. They are requesting to extend their hours from 9 AM to 1 PM. The market will be located in Parking Lot B. • The Farmers’ Market is also seeking approval to place three (real estate sized) signs and three flag signs at key intersections on Saturdays between 6 AM and 2 PM. • To ensure that the Village collects all Sales and Food and Beverage Tax, vendors will be provided with all applicable State and Village forms for remittance. Many of these locations are within residential neighborhoods or along major thoroughfares serving Palatine. The Village worked with the Palatine Park District to coordinate a joint-bid for contractual mowing services. KEY ISSUES: • On Monday, February 16, 2026, six bids were received and opened by the Palatine Park District. • The low responsive and responsible bidder was Yellowstone Landscape, Incorporated of Wauconda, Illinois. • The weekly cost for the Village's portion of the work has decreased by 16.0% compared to last year. The estimated cost of this contract is $46,214.86 (30 weeks at $1,539.49 per week plus a firebreak that is cleared once per year at $30.16). • The term of the contract would be for the 2026 mowing season, with options to renew for two additional one-year periods for 2027 and 2028. Advisory pricing for 2027 and 2028 was requested in the bid and Yellowstone proposed a 3% increase in 2027 and a 3% increase in 2028. BUDGET IMPACT: Funds in the amount of $72,000 have been appropriated in the Public Works Operating Budget to accommodate these services. Awarding to this contractor will result in savings of over $25,000 from our budgeted amount. RECOMMENDATION: Staff recommends authorizing the Village Manager to approve reimbursements to the Palatine Park District for Contractual Grass Mowing Services for the 2026 mowing season. Each agency has previously conducted separate bids and in 2019, 2022, and 2025 coordinated a joint-bid to achieve greater economies of scale. Apex Landscaping was awarded the contract last year, but due to poor performance, an extension was not sought and a new bid was conducted this year. The Park District took the lead in this solicitation. On Monday, February 16, 2026, six bids were received and opened by the Park District, ranging from a high of $333,949.00 to a low of $163,869.94. The low bidder did not provide an acceptable bid bond and was disqualified. Yellowstone Landscape, Incorporated of Wauconda, Illinois was the low responsive and responsible bidder with a total bid of $169,760.28 and a Village area price of $41,135.88. The Park District assumed a 28 week mowing season when assembling the bid, which generally begins in April and ends in late October or early November, with the option to add or subtract weeks depending on the weather. Based on the five year history for the 2021 to 2025 seasons, we averaged 31 weeks of mowing at $2,151.87 per week, for an average season cost of $66,707.95. The bid received from Yellowstone Landscape is $1,539.49 per week, a decrease of 16.0% compared to last year. The proposed contract includes two optional one-year renewal periods. The Yellowstone bid includes a 3% increase for 2027 and 3% increase for 2028, for a weekly cost of $1,585.67 in year two and $1,633.24 in year three. The Park District awarded the contract to Yellowstone Landscape at their regularly scheduled Board meeting on Monday, February 23, 2026. They have agreed to pay the full cost to the selected contractor on a monthly basis and seek reimbursement from the Village for our areas. Page 39 of 82 VII.B.2 Consider a Motion to Extend the Contract for the Village's Landscape Maintenance Program BACKGROUND: For more than ten years, the Village has hired outside contractors for landscape maintenance services at various campuses. In previous years, the Village had awarded separate contracts for landscape maintenance services in the downtown business area, the train station and Gateway Center, the Police Headquarters, and the Village Hall. In 2018, Staff consolidated the four contracts into one request for proposals and shifted from an hourly contract to a lump sum. The scope of services included grass mowing, bush trimming, flower bed preparation and maintenance, fertilization and weed control, watering, and irrigation system certification and maintenance from April through November. This contract was awarded to Brian Edward Landscaping, Incorporated of Palatine, Illinois with renewal options for up to two additional two-year periods through 2022. KEY ISSUES: • In 2023, Brian Edward Landscaping agreed to an extension for up to two additional three-year periods. The 2023 to 2025 seasons were the first renewal period. This would be the second and final three-year renewal period for the 2026 to 2028 seasons. • An extension to the contract was discussed with price escalations. The vendor proposed an initial cost of $92,733 which would be an increase of 3% to the base contract from the last year of the previous extension. Annual increases for labor are requested at 3% per year. • The cost for the downtown area reduced by $1,640 per season to remove 150 West Wilson Street from the scope of work since it now belongs to the Palatine Park District. Additionally, with the Fire Administrative Headquarters move to Fire Station 82, pricing was requested to add this facility to the contract. The vendor proposes a season cost of $6,990 to add this building to the contract. • In the two years leading up to the last solicitation, the supplemental manual watering cost resulted in total cost of maintenance of approximately $106,000 per year. Through a systematic improvement effort in the last ten years, irrigation has been added to numerous portions of the area to be maintained. • Irrigation maintenance, storage, testing, and certification is proposed for the 26 irrigation locations for a seasonal cost of $23,616. This rate would not be escalated during the 3 year contract period. • In the past, the effort made by Brian Edward Landscaping has been outstanding in that few, if any, real complaints were received from the public. Page 42 of 82 VII.B.3 Consider a Motion to Award a Contract for the 2026 Supplemental Street Resurfacing Project BACKGROUND: The 2026 budgeted amount for our contractual roadway maintenance programs is $4,675,000. After the bid openings for our resurfacing and rehabilitation projects, a surplus of $755,000 remains. Based on the needs of the pavement system as a whole, it is recommended that these project savings be directed towards resurfacing additional lane miles of Village roadway. Staff reviewed segments tentatively scheduled for resurfacing in 2027 and selected segments with a preference towards advancing the system's condition pursuant to the Village Council's direction in the Ten-Year Road Program adopted for 2020. The supplemental streets selected would improve streets most in need of improvement, reducing our backlog and improving our system average. The savings are proposed to be used in a two-part approach. First, expanding in-house resurfacing will allow an additional nine streets to be resurfaced using $215,000. Secondly, an additional five streets, all slated to be resurfaced in 2027, would be advanced to our contractual street resurfacing program competitively bid and awarded to Builders Paving LLC using $430,000. These five streets are all extensions of limits currently slated to be resurfaced. The unit prices offered in the contractor's recent bid would be utilized. The project will be managed in the same way and have no perceived disconnect to the monitoring public. In addition, $69,000 is proposed to be used to resurface the two Gateway Driveways on Colfax Street funded from the Downtown TIF District. KEY ISSUES: • Awarding the proposed supplemental effort results in an additional 14 sections of roadway to be improved from the original 2026 plan. This results in streets contemplated for resurfacing in the future years of our 5-year capital plan to be considered for improvement earlier in next year's program. • Extending our maintenance onto these streets is considered preferable to Village Staff as it addresses a need and is in a dollar amount less than the balance of resurfacing funds available due to our competitive results. • The remaining $160,000 balance of capital budget savings is recommended to be held in abeyance as a contingency for other capital needs which may arise or return to fund balance. The water main replacement on Quentin Road will be from Medford Drive to Euclid Avenue (approximately 2,200 feet). The water main replacement on Maple Street will be from Kenilworth Avenue to Daniels Road and Daniels Road from Maple Street to Rose Street (approximately 780 feet). The water main replacement on Rose Street will be from Daniels Road to Kenilworth Avenue (approximately 200 feet). The water main replacement on Kenilworth Avenue will be from Rose Street to Smith Street (approximately 700 feet). Work is tentatively scheduled to commence in April with construction to be substantially completed by late June for the Quentin Road location and by late September for the remaining locations. KEY ISSUES: • Utilizing construction engineering services is recommended to meet procedural requirements, assure quality construction, and allow for the necessary intermittent attention needed during this construction project. • A qualification-based selection process was used for construction engineering. • Doland Engineering demonstrated their ability to perform construction engineering on behalf of the Village in 2025 for water main replacement projects. Project Understanding We have reviewed the Final Engineering Plans and contract bid documents, including special provisions for the 2025 Water Main Improvements Contract 1 and Contract 2. We have visited the site and performed a thorough inspection of all areas involved, taking special note of areas of concern for construction. This information, combined with our conversations with Village staff and our experience with prior construction engineering work for the Village of Palatine, gives us a complete understanding of this project and the expectations of the Village for a successful completion. Upon reviewing all the information, we find the main components of the project to be: • Watermain Installation for new 8”, 10”, 12” and 16” main • Connections to existing 6”, 8”, 10”, 12” and 16” water main systems at project limits • Bored and jacked 18” and 24” casing pipes for water main installation • Service connections to new water main • Water valves in vaults for system isolation • Storm Sewer replacements for water main quality pipe (or casing) as necessary to accommodate separation requirements • Sanitary Sewer replacements for water main quality pipe (or casing) as necessary to accommodate separation requirements • Roadway pavement, curb & gutter and sidewalk removal and replacement for open cut installations • Landscape restoration Page 68 of 82 B. Project Approach We approach construction engineering projects with a very detailed eye from start to finish; this secures the success of the project. Upon reviewing the plans and specifications there are several areas we have identified as key concerns that will require special attention to ensure the successful execution of the construction operations. There are traffic control and vehicular access issues to be cognizant of for the safety of pedestrians and motorists alike. Of particular concern on this project is the traffic control along Quentin Road where boring operations will impact access to Lukas Avenue, Peregrine Drive, Sandpiper Court and Partridge Drive along with the open cut traffic impacts at the commercial shopping center entrance and at Medford Drive. proximity of the work to Lincoln Elementary School and Eagle Pool and Park. The work along Quentin Road is required to be completed by July 1 which will require the contractor to work in the spring semester of Fremd High School. This will necessitates clear communication on traffic closures to the motoring public and to the school specifically due to the close proximity to Fremd High School. The Maple, Daniel, Rose and Kenilworth water main work has very tight working space on these residential streets which will create logistical challenges for material storage and maneuverability of equipment. Furthermore, this residential work has two walking path connections to the playground at Paddock School, so pedestrian safety will be imperative. Therefore, coordination and scheduling will be of the highest importance throughout the project. Approaching the project with a preemptive view will aid in scheduling, safety, and budget adherence. Project Coordination: Involving all parties in the coordination and scheduling of the project from the beginning is essential to its success. There are several public entities whose transportation and access needs will be impacted by this project: • Fremd High School • Palatine Police Department • Palatine Fire Department • Paddock School Page 69 of 82 We would like to give the Village, its safety providers (fire and police departments), an opportunity to discuss the project and the potential impact it may have on their organizations. We would like to forward the contractor’s schedule, and all schedule updates, to the Police and Fire Departments to keep them informed and to allow them to provide us with any of their concerns related to the construction schedule. Utility Coordination: It is imperative that a full review of all existing utilities and their crossing locations are verified prior to construction. We will work with the Contractor, as needed, for any exploratory excavations to determine elevations of utilities that may be in conflict. If needed, coordination with the utility companies will begin immediately so that any adjustments to the construction schedule can be made to ensure that there are no delays in the progress of the project. Traffic Control and Patterns: With improvements in close proximity to schools, shopping center and several high-traffic intersections, there will inherently be sensitivity to temporary intersection closures; traffic control and signage will be critical to ensuring safety and continued flow of traffic. It will be imperative that the appropriate signage is in place and verified on a daily basis. In addition to hauling trucks, there will be many material delivery trucks throughout the construction that will also need to be coordinated with the Contractor and our staff. The storing of materials will need to be determined prior to delivery and no materials will be allowed in areas that reduce sight distance or create a safety issue for both pedestrian and vehicular traffic. Page 70 of 82 Project Construction Services We will perform construction observation and inspection services throughout the project duration on behalf of the Village of Palatine. Our RE services will be performed by professional and technical staff as warranted by the work being undertaken and all work will be under the direct supervision of a licensed professional engineer. The following tasks will be performed by our staff: 1) Pre-Construction Services  Ascertain the standard practices of the Village and become familiar with the contract documents  Prepare conformed bid documents  Prepare project files, Quantity and IDR Books 2) Construction Services On-site representation to accurately document and record by measure and/or computation all quantities used on the construction project and to ensure that project details and specifications are being implemented and followed. In addition to fresh produce and food products, the Market employs ten residents and encourages participation by civic groups and local musicians. KEY ISSUES: • The Palatine Farmers’ Market Committee requests approval for the 2026 Summer Market dates every Saturday (May 2 - October 31) from 7 AM to 1 PM in the Palatine Train Station Parking Lot B. The Market's layout will be consistent with last year’s. The Market includes over 30 vendors with increased organic products, a wider variety of local products, and a knife sharpener. The four green boxes on the map represent proposed additional vendors for 2026. • The Farmers’ Market requests approval of the following 2026-2027 Winter Walk- Up Market dates: November 7, 14 and 21, December 5, 12 and 19 of 2026; and January 16, February 6 and 20, March 6 and 20, April 3 and 17 of 2027. They are requesting an additional day in November and December to take advantage of holiday shopping. The Winter Market hours have previously been held from 9 AM to noon. They are requesting to extend their hours from 9 AM to 1 PM. The market will be located in Parking Lot B. • The Farmers’ Market is also seeking approval to place three (real estate sized) signs and three flag signs at key intersections on Saturdays between 6 AM and 2 PM. • To ensure that the Village collects all Sales and Food and Beverage Tax, vendors will be provided with all applicable State and Village forms for remittance. Village staff will periodically check to confirm payments are being made. • One of the conditions of the Knights of Columbus is that no political organization or individual participate in the market. • The Village will require a certificate of insurance covering the Village. Many of these locations are within residential neighborhoods or along major thoroughfares serving Palatine. The Village worked with the Palatine Park District to coordinate a joint-bid for contractual mowing services. KEY ISSUES: • On Monday, February 16, 2026, six bids were received and opened by the Palatine Park District. • The low responsive and responsible bidder was Yellowstone Landscape, Incorporated of Wauconda, Illinois. • The weekly cost for the Village's portion of the work has decreased by 16.0% compared to last year. The estimated cost of this contract is $46,214.86 (30 weeks at $1,539.49 per week plus a firebreak that is cleared once per year at $30.16). • The term of the contract would be for the 2026 mowing season, with options to renew for two additional one-year periods for 2027 and 2028. Advisory pricing for 2027 and 2028 was requested in the bid and Yellowstone proposed a 3% increase in 2027 and a 3% increase in 2028. BUDGET IMPACT: Funds in the amount of $72,000 have been appropriated in the Public Works Operating Budget to accommodate these services. Awarding to this contractor will result in savings of over $25,000 from our budgeted amount. RECOMMENDATION: Staff recommends authorizing the Village Manager to approve reimbursements to the Palatine Park District for Contractual Grass Mowing Services for the 2026 mowing season. Palatine Park District Grass Mowing Services Memorandum Page 76 of 82 IX.C Consider a Motion to Extend the Contract for the Village's Landscape Maintenance Program BACKGROUND: For more than ten years, the Village has hired outside contractors for landscape maintenance services at various campuses. In previous years, the Village had awarded separate contracts for landscape maintenance services in the downtown business area, the train station and Gateway Center, the Police Headquarters, and the Village Hall. In 2018, Staff consolidated the four contracts into one request for proposals and shifted from an hourly contract to a lump sum. The scope of services included grass mowing, bush trimming, flower bed preparation and maintenance, fertilization and weed control, watering, and irrigation system certification and maintenance from April through November. This contract was awarded to Brian Edward Landscaping, Incorporated of Palatine, Illinois with renewal options for up to two additional two-year periods through 2022. KEY ISSUES: • In 2023, Brian Edward Landscaping agreed to an extension for up to two additional three-year periods. The 2023 to 2025 seasons were the first renewal period. This would be the second and final three-year renewal period for the 2026 to 2028 seasons. • An extension to the contract was discussed with price escalations. The vendor proposed an initial cost of $92,733 which would be an increase of 3% to the base contract from the last year of the previous extension. Annual increases for labor are requested at 3% per year. • The cost for the downtown area reduced by $1,640 per season to remove 150 West Wilson Street from the scope of work since it now belongs to the Palatine Park District. Additionally, with the Fire Administrative Headquarters move to Fire Station 82, pricing was requested to add this facility to the contract. The vendor proposes a season cost of $6,990 to add this building to the contract. • In the two years leading up to the last solicitation, the supplemental manual watering cost resulted in total cost of maintenance of approximately $106,000 per year. Through a systematic improvement effort in the last ten years, irrigation has been added to numerous portions of the area to be maintained. • Irrigation maintenance, storage, testing, and certification is proposed for the 26 irrigation locations for a seasonal cost of $23,616. This rate would not be escalated during the 3 year contract period. • In the past, the effort made by Brian Edward Landscaping has been outstanding in that few, if any, real complaints were received from the public. Page 77 of 82 BUDGET IMPACT: Funds have been appropriated in the 2026 Operating Budget to accommodate this contract and are anticipated to be included in the 2027 and 2028 Operating Budgets. RECOMMENDATION: Staff recommends that the contract with Brian Edward Landscaping for the Landscape Maintenance Program be extended for 2026-2028 in the initial total annual amount of $116,349. Final costs will include irrigation maintenance as directed. ATTACHMENTS: None Page 78 of 82 IX.D Consider a Motion to Award a Contract for the 2026 Supplemental Street Resurfacing Project BACKGROUND: The 2026 budgeted amount for our contractual roadway maintenance programs is $4,675,000. After the bid openings for our resurfacing and rehabilitation projects, a surplus of $755,000 remains. Based on the needs of the pavement system as a whole, it is recommended that these project savings be directed towards resurfacing additional lane miles of Village roadway. Staff reviewed segments tentatively scheduled for resurfacing in 2027 and selected segments with a preference towards advancing the system's condition pursuant to the Village Council's direction in the Ten-Year Road Program adopted for 2020. The supplemental streets selected would improve streets most in need of improvement, reducing our backlog and improving our system average. The savings are proposed to be used in a two-part approach. First, expanding in-house resurfacing will allow an additional nine streets to be resurfaced using $215,000. Secondly, an additional five streets, all slated to be resurfaced in 2027, would be advanced to our contractual street resurfacing program competitively bid and awarded to Builders Paving LLC using $430,000. These five streets are all extensions of limits currently slated to be resurfaced. The unit prices offered in the contractor's recent bid would be utilized. The project will be managed in the same way and have no perceived disconnect to the monitoring public. In addition, $69,000 is proposed to be used to resurface the two Gateway Driveways on Colfax Street funded from the Downtown TIF District. KEY ISSUES: • Awarding the proposed supplemental effort results in an additional 14 sections of roadway to be improved from the original 2026 plan. This results in streets contemplated for resurfacing in the future years of our 5-year capital plan to be considered for improvement earlier in next year's program. • Extending our maintenance onto these streets is considered preferable to Village Staff as it addresses a need and is in a dollar amount less than the balance of resurfacing funds available due to our competitive results. • The remaining $160,000 balance of capital budget savings is recommended to be held in abeyance as a contingency for other capital needs which may arise or return to fund balance. BUDGET IMPACT: Funds are available in the 2026 Capital Improvement Program to accomplish this work. Page 79 of 82 $40,000 of the originally planned $200,000 Capital Improvement funds would be planned for use. $160,000 of the Capital Improvement balance is not planned to be used as part of this additional effort. $119,000 of TIF funds would be used to accelerate the most in-need portions of the downtown maintenance plan as already budgeted in 2026 but not initially included in the original bid. RECOMMENDATION: Staff recommends the approval of the 2026 Supplemental Street Resurfacing including $215,000 in additional in-house resurfacing and additional contractual resurfacing with Builders Paving LLC in an amount of $499,000. The water main replacement on Quentin Road will be from Medford Drive to Euclid Avenue (approximately 2,200 feet). The water main replacement on Maple Street will be from Kenilworth Avenue to Daniels Road and Daniels Road from Maple Street to Rose Street (approximately 780 feet). The water main replacement on Rose Street will be from Daniels Road to Kenilworth Avenue (approximately 200 feet). The water main replacement on Kenilworth Avenue will be from Rose Street to Smith Street (approximately 700 feet). KEY ISSUES: • On Tuesday, March 3, 2026, six bids were received ranging from a high of $3,960,798.50 to a low of $3,398,720.00. • The low responsive and responsible bidder was Performance Construction & Engineering, LLC of Plano, Illinois in the amount of $3,398,720.00. • The Engineer's estimate was $3,705,670.75. • The low bid is approximately 10% under the project budget. BUDGET IMPACT: Funding is available in the Water Fund of the 2026 Capital Improvement Program to accommodate this work. The low bid is approximately $450,000 below the $3,850,000 budget for this project. RECOMMENDATION: Staff recommends that the contract for the 2026 Water Main Improvements Project be awarded to Performance Construction & Engineering. BUDGET IMPACT: Funding is available in the Water Fund of the 2026 Capital Improvement Program to accommodate this work.
