The Mayor confirmed with the Village Manager that this was the same process as in prior years. As Submitted Mayor Schwantz announced upcoming events: Sunday, April 12: 11:30 AM 11th annual Firefighters Chili Cook-Off Durty Nellies VILLAGE OF PALATINE Page 3 of 10 Minutes April 6, 2026 Yard Waste Collection During the week of March 30th, Groot began collecting bagged or bundled yard waste as part of their regular garbage and recycling routes. Yard waste collection will continue until the second full week of December. April is Distracted Driving Awareness Month The Palatine Police Department is partnering with the Illinois Department of Transportation, the Illinois State Police and more than 200 local law enforcement agencies to step up enforcement efforts across the state. Law enforcement will boost enforcement efforts, stopping anyone who is texting and driving. VI. Consider an Ordinance Approving a Special Use Transfer to Permit the Continued Operation of a Medical Office at 770 E. Dundee Road Council District: Four Director of Planning & Zoning Ben Vyverberg reviewed the Special Use Transfer for 770 W. Dundee Road, originally approved in 2014, and explained that Illinois Urgent Care, LLC has acquired the facility, and noted a slight reduction in weekend hours. He confirmed that no other changes were proposed, and noted staff recommended approval. Consider an Ordinance Granting a Final Planned Development to Permit an Expansion of the American Ukrainian Youth Association Center and Selfreliance Federal Credit Union at 136 E. Illinois Avenue into the Property at 746 S. Vermont Street and an Ordinance Rezoning the Properties at 746 S. Vermont Street (Zoned Manufacturing District) and 116 & 223 E. Illinois Avenue (Zoned R-1 Single-Family District) to Planned Development Council District: Two Director of Planning & Zoning Ben Vyverberg discussed the planned development and rezoning to permit the expansion of the American Ukrainian Youth Association Center and Selfreliance Federal Credit Union, noting the properties at 746 S. Vermont Street, 136 Illinois Avenue and 116 & 223 E. Illinois Avenue. He explained that 746 S. Vermont Street is planned to be repurposed for a youth center and credit union. Vyverberg explained that the request seeks final planned development approvals following the preliminary discussion held in 2025, noting the proposed reconfiguration of 746 S. Vermont property and parking updates. He also discussed the 223 E. Illinois Avenue property and referenced a one-year determination associated with it. Vyverberg noted minor updates to the floor plan and hours of operation, while confirming that the intended use remains consistent with the original preliminary plan. He added that the Planning & Zoning Commission recommended approval, and staff concurred. Councilman Lamerand commented on the lot at 223 E. Illinois Avenue, emphasizing the desire to retain it because other feasible locations are not available in the area. Village Manager Reid Ottesen stated that a zoning notice will be sent to nearby residents. Consider a Motion to Approve a Road Salt Purchase through the State of Illinois Purchasing Cooperative In the absence of Chairman Kozlowski, Vice-Chairman Helms opened the Infrastructure & Environment committee. Director of Public Works Matt Barry presented information on the road salt purchase planned for next winter, noting that the Village of Palatine is seeking competitive pricing through a state cooperative bid for 3,360 tons of rock salt. Consider a Motion to Approve an Ordinance Approving the Transfer and Reallocation of Volume Cap in Connection with Private Activity Bond Issues, and Related Matters Village Deputy Manager Hadley Skeffington-Vos discussed the approval of the Transfer and Reallocation of Volume Cap in connection to private activity bond issues, explaining that the State allocates tax-exempt bonding authority to the Village of Palatine for eligible industrial projects, and that any unused allocation is returned to the State. Skeffington-Vos also emphasized that the Village has been asked to participate in a program sponsored by the Town of Normal, which creates a mortgage certificate program to support first-time home buyers. RECOGNITION OF AUDIENCE Laura Hernandez, Resident, expressed a desire for immigrants not to be forgotten, shared a personal memento, and spoke about her concern regarding ICE. Melissa Ortega, 107 S. Greeley, discussed Flock and inquired about the availability of viewing locations of cameras. She also requested additional information regarding Flock data. Village Manager Ottesen noted that Deputy Manager Hadley Skeffington-Vos accessed and displayed Flock data on the website for reference and could share the information with residents after the meeting. Roman G. Golasch, 122 W. Palatine, referenced an incident that occurred outside of Palatine. XIV.
