I. The Mayor is the Presiding Chair and is responsible for maintaining an orderly
meeting. The Mayor calls the meeting to order and introduces each item on the
agenda.
II. The Town staff then provides a report to Council and answers questions from the
Council.
III. Citizens are encouraged to participate in the meeting process and are provided
several opportunities to address Council. Any speaker addressing the Council is
limited to three minutes per speaker - fifteen minutes per agenda item
A. If you wish to address the Council regarding a specific agenda item, please
complete a “Request to Address Council” card and give it to the Town Clerk
prior to the beginning of the meeting. This process is voluntary and allows
for citizens to be called to the speaker podium in alphabetical order.
Comments and questions from the public must be directed to the Presiding
Chair and Town Council Members (please do not address staff.) Town staff
is available to address citizen concerns Monday through Thursday at Town
Hall between the hours of 8am and 5pm.
In compliance with the Americans with Disabilities Act (ADA) Compliance, persons who need
special accommodations to participate in the Town Council meeting may contact the Town Clerk
at least three business days prior to the date of the meeting to provide time for any such
accommodation.

2a. Pursuant to Government Code section 54956.9(a), the Council will meet
with the Town Manager, and the Town Attorney relating to existing
condition: Town of Paradise v. Ernst & Young, LLP, United States District
Court – Eastern District of California Case No. 2:26-cv-00410.
2b. Pursuant to Government Code section 54956.8, the Council will meet with
Real Property Negotiators, Town Manager and Town Attorney, regarding
the following properties: APN: 053-272-045, 053-260-104, 053-250-009,
053-260-099, 053-272-095, 053-250-008, 053-272-059, 053-260-081, 053-
250-007, 050-082-023, 050-013-059, 053-250-092, 050-082-112, 053-260-
097, 054-220-044, 054-210-069, 054-220-004. The negotiators for the
property owner(s) are unknown at this time and TBD.
2c. Pursuant to Government Code section 54956.9(d)(2), the Town Council will
meet with the Town Manager and Town Attorney regarding potential
exposure to litigation - one (1) case.
2d. Pursuant to Government Code Section 54957(b)(1), the Town Council will
hold a closed session discussion to consider the evaluation of a public office
relating to the following position: Town Attorney.
