Focused Workshop Format
• Upcoming UDC workshops will shift to a more focused format centered on
high-priority and policy-driven topics
City Council and Planning and Zoning Joint Workshop - Jul 13 2026
• Rather than attempting to cover full chapters or numerous topics, workshops
will focus on one, possibly two items to allow for deeper discussion and
clearer policy direction
• Several upcoming workshops will be led by staff, with Design Workshop not
in attendance
• This approach provides more direct discussion with the Steering Committee
and allows project funds to be prioritized toward advancing the draft UDC
rather than consultant travel and workshop attendance

• Currently hotels are reviewed with the same commercial development standards as
an office or retail building

• Goal: Craft Hotel and Lodging Standards that encourage high-quality development
while recognizing the economic feasibility of new hotel investments in Pearland.
• Discussed Hotel Standards at previous Joint Workshops
– June 9, 2025, September 22, 2025, and December 15, 2025

Comments Received to Date
• Agreement for higher quality hotel standards that fit the vision of Pearland's growth.
• New standards only applicable to new hotel developments.

• Not require a new CUP when change of ownership occurs in existing hotel.
• Create a happy medium with COP standards while allowing the market to make
decisions.
• Review City of Frisco and City of Grapevine hotel standards.
• Update should include new definitions, minimum number of rooms, prohibiting motel,
requiring a generator, prohibiting hourly hotels.

Hotel or Motel facilities are required to provide at least four (4) of the following features clearly designated on the
approved site plan:

• A full-service restaurant with full kitchen facilities and which provides services to the general public;
• A warming kitchen intended for the preparation, staging and sale of food by a caterer brought to the
establishment from off-site to serve foodservice options including the offering of prepared and packaged
foods;
• A minimum 4,000 square foot meeting or conference room space.
• A full-service indoor gym exercise facility with fitness equipment.
• Spa and wellness area a minimum of 1,000 square feet providing services such as haircare, skin treatment,
massages, other body treatments, and meditation;
• Outdoor flexible space a minimum 2,500 square feet intended for dining, entertaining or relaxation, including
but not limited to: a patio with sitting area and furniture, outdoor dining, or outdoor exercise area; and
• Outdoor recreation and play space a minimum of 2,500 square feet, such as a playground with permanent
playground equipment, basketball court, volleyball court, tennis court, pickleball court, etc.

City of Grapevine
Boutique hotel. A building or arrangement of buildings on one lot, in which there are a minimum of 13
guestrooms, but not exceeding 125 guestrooms designed to blend into a community and reflect the visual
design aesthetics tied to the local area around them. These lodging facilities are smaller in size, have a unique

character, focus attention on design aesthetics, are located in distinct districts, offer high levels of services,
provide authentic cultural and historic experiences, and exceptional guest services.
Hotel or motel. A building or arrangement of buildings on one lot, in which there are 13 or more guestrooms
used, designed and occupied as a temporary lodging place of individuals with or without meals, in which the
rooms are individually rented. Access to guestrooms shall be restricted exclusively to interior corridors. These
corridors shall be accessed via the main lobby of the building or entryways individually equipped with some
form of security-controlled access system.
