Call to Order
The meeting was called to order at 3:01 PM by Chair Steve Huey.
A quorum was confirmed. Commissioners Steve Foster and Todd Thompson were
absent.
Approval of Minutes
3.1. Minutes from the April 22, 2025 Meeting
The minutes from the April 22, 2025 meeting were reviewed.
• Motion to approve: Murray Brian
• Seconded: Mike Reed
• Motion carried unanimously.

New Business
5.1. Snow Removal Equipment
The commission discussed the potential acquisition of a used snow plow
truck from Bloomington Airport.
• Specifications: 6x6 vehicle with 20-foot blade, automatic transmission,
pre-wetting system, ~20,000 miles, ~2,000 hours of use. Stored
indoors, never used with salt.
• Asking Price: $25,000, within the $30,000 budgeted in the capital
improvement plan.
• Storage: Likely at the city’s street department when not in use.
• Concerns raised: hydraulic system age, inspection for road legality,
parking space, and long-term storage. Members agreed the unit
represents good value compared to new equipment.
Motion: Proceed with recommending purchase of the Bloomington snow
plow truck, pending council approval.

5.2. T- Hangars
• Construction of the new T-hangars is complete; punch list finalized.
Formal acceptance paperwork is underway.
• Occupancy: Planned for July 1, 2025, with possible early access
mid-June after asphalt curing and striping.
• Tenant assignment: A scoring matrix will be used if multiple
applicants request the same hangar (criteria include fuel sales,
business impact, and employment).
• Rules adopted:
o Electricity accounts must be in tenant’s name.
o Generators prohibited.
o No drilling in walls, beams, or floors.
o Modifications must be performed by licensed electricians with
airport manager approval.
• Rent: Typical T-hangar $193/month plus utilities, with projected
annual revenue of $25,444.80.
• Event: Ribbon-cutting ceremony with council, Chamber of Commerce,
and community representatives planned for late June.
Manager Reports
6.1. T-Hangar Ramp construction progress
• Underdrain installed.
• Final rock/fabrication expected by May 29.
• Paving scheduled for the first week of June (two lifts).
• Final seeding and mulching planned for the week of June 9–14.
• Project remains on schedule for mid-June completion.
6.2. Fuel Tank RFP results
Bids received April 30, 2025:
• Illinois Oil Marketing: $976,568.11 (+$17,425 for probes)
• Brandt Construction: $913,000 (+$33,000 for probes)
Total project cost (incl. engineering and tank removal): approx.
$1,065,000.
Funding sources:
• $800,000 FAA/state grant
• $102,000 pavement project savings
• $75,000 fuel tax revenue
• $100,000 unbudgeted revenue
• $54,000 salary savings
Remaining shortfall: $15,000–$16,000.
A budget amendment will be presented at the June 9 City Council
meeting.
Construction scheduled for Fall 2025, with expected 1–2 weeks of fuel
service interruption.
