PROCEEDINGS OF THE REGULAR MEETING
OF THE TRAFFIC SAFETY COMMITTEE OF THE CITY OF PEKIN, ILLINOIS,
HELD IN THE COUNCIL CHAMBERS OF CITY HALL

Call to Order
Approve Agenda
A motion was made by Trent to approve the agenda. The motion was seconded by
Simon, all approved.
Approval of Minutes
A motion was made by Trent to approve the April 4th, 2025, meeting minutes. The
motion was seconded by Simon, all approved.
Public Comments (Each speaker will be limited to 3 minutes)
-Citizen Larry Brees was present to request the committee explore options for slowing
down traffic on Sheridan Road, near Country Club Dr. He said he isn't sure what the
best option is, only that traffic takes this road extremely fast, when the speed limit is
30mph. John said he is aware this is a problem, and the Police Department will be
putting up a speed spy to collect data, and the committee will be discussing this at their
next meeting.
-Dan Shipman was present to discuss his desire for street parking on Park Avenue at
Garden Street. The Council has previously ruled on this area.
Unfinished Business
5.1. Streetlight Request - Velde Dr., from Plymouth Dr. to Arlington Cic.
The committee discussed this area and noted there is no right of way for a
light to be installed. Typically, the homeowner could reach out to Ameren
about installing a streetlight and adding the cost to their bill if the light is on
private property. It would be extremely costly for the city to install a streetlight
in this area. A motion was made by Trent to send a letter to the citizen who
requested a light to inform them of their options. The motion was seconded by
Simon, all approved.
5.2. Parking Issues - Autumn Drive.
The committee discussed this area and if a no parking from here to the corner
sign would be appropriate. The committee would like to have an Officer patrol
in this area to see if it is an ongoing issue. A motion was made by Trent to
install a sign if the PD feels like it would be a warranted solution. The motion
was seconded by Simon, all approved.
5.3. Parking Concerns - N. 5th St.
The committee reviewed the letters that were sent by citizens and the
consensus was to leave this area as is. Trent made a motion based on the
feedback to keep parking as is, but to take any new information into
consideration if needed. The motion was seconded by Simon, all approved.
New Business
6.1. No Right Turn on Red Light (Westbound Turn) - Stadium and Court St.
The committee discussed location options for this sign. Justin noted the timing
of the signals will need to be adjusted to allow for crosswalks. A motion was
made by Trent to implement the no right turn on red from Stadium to Court St.
The committee will verify with the City Attorney to see if the sign needs to be
approved by the Council. The motion was seconded by Simon, all approved.
6.2. Eliminate turn lane at Willow/14th St, Westbound lane turning
Southbound
The committee discussed closing off the left turn lane because it has been
difficult for emergency vehicles and garbage trucks to access this area. They
have to make wide turns and sometimes vehicles will think they are going
straight when they are going left, and it may cause accidents. Justin
suggested grinding off the markings and to restripe the center line, as well as
creating a sign to show the new traffic pattern. Trent made a motion to install
a sign and restripe the area. The motion was seconded by Brian, all
approved.
6.3. Accessible Parking Request - Court St. and 5th St.
The committee discussed the citizen's request for an accessible parking spot
at the corner of 5th and Court St. Trent made a motion to add an accessible
spot where the engineer feels is the best and ADA compliant. The motion was
seconded by Simon, all approved.
6.4. Updates to committee members
The committee reviewed the input from the clerk's office to add members to
the committee. Trent said he has someone for the citizen's representative and
John said he would put together a packet for the Mayor's approval of Officer
Melton and the new citizen rep.
Any Other Business to Come Before the Committee
-The committee discussed the area of Sheridan Rd. and Country Club drive for
speeding concerns. Several options were discussed and the committee will continue to
discuss at their next meeting. The committee recommended the Police Dept. put up the
covert speed spy to gather data.
-Brian called IDOT about the no truck route signage at Sheridan and N. 8th. He has not
heard back from them but will continue to follow up.
