JOURNAL OF THE CITY COUNCIL OF PHILADELPHIA Thursday, February 2, 2023 PRESENT: 16 - Councilmembers Oh, Squilla, Johnson, Jones, Council President Clarke, Bass, O'Neill, Brooks, Gauthier, Gilmore Richardson, Thomas, Driscoll, Lozada, Harrity, Vaughn and Phillips Council met, a quorum being present.
