City of Philadelphia Public Hearing Notice The Committee of the Whole of the Council of the City of Philadelphia will hold a Public Hearing on Monday, June 3, 2019, at 10:00 AM, in Room 400, City Hall, to hear testimony on the following items: 190152 An Ordinance to adopt a Capital Program for the six Fiscal Years 2020-2025 inclusive. 190153 An Ordinance to adopt a Fiscal 2020 Capital Budget. 190154 An Ordinance adopting the Operating Budget for Fiscal Year 2020. 190155 An Ordinance amending Chapter 19-1500 of The Philadelphia Code, entitled “Wage and Net Profits Tax,” by revising certain tax rates, under certain terms and conditions. 190317 An Ordinance amending Section 19-1301.1 of The Philadelphia Code, entitled “Homestead Exclusion,” to increase the amount of the homestead exclusion, under certain terms and conditions. 190318 An Ordinance amending Chapter 19-1300 of The Philadelphia Code, entitled “Real Estate Taxes,” by specifying tax rates for tax year 2020 and thereafter; by providing that each such tax year, Council shall enact a tax rate consisting of a “revenue neutral” tax rate intended to produce approximately the same level of tax revenues as were generated during the prior tax year, and any specified adjustment to the revenue neutral rate as deemed necessary that tax year; and by making technical amendments; all under certain terms and conditions. 190319 An Ordinance amending Section 19-1801 of The Philadelphia Code, entitled "Authorization of Tax," to further authorize the Board of Education of the School District of Philadelphia to impose a tax on real estate within the City of Philadelphia; to specify tax rates for tax year 2020 and thereafter; by providing that each such tax year, the tax imposed by the Board of Education shall be at a rate set by Council by ordinance, which shall consist of a “revenue neutral” tax rate intended to produce approximately the same level of tax revenues as were generated during the prior tax year, and any specified adjustment to the revenue neutral rate as deemed necessary that tax year; and by making technical amendments; all under certain terms and conditions. City of Philadelphia -1-  City of Philadelphia Public Hearing Notice Committee of the Whole Monday, June 3, 2019 at 10:00 AM 190164 Resolution providing for the approval by the Council of the City of Philadelphia of a Revised Five Year Financial Plan for the City of Philadelphia covering Fiscal Years 2020 through 2024, and incorporating proposed changes with respect to Fiscal Year 2019, which is to be submitted by the Mayor to the Pennsylvania Intergovernmental Cooperation Authority (the "Authority") pursuant to the Intergovernmental Cooperation Agreement, authorized by an ordinance of this Council approved by the Mayor on January 3, 1992 (Bill No. 1563-A), by and between the City and the Authority. Immediately following the public hearing, a meeting of the Committee of the Whole, open to the public, will be held to consider the action to be taken on the above listed items.
