The Committee on Rules of the Council of the City of Philadelphia will hold a Public Hearing on
Wednesday, June 12, 2019, at 10:00 AM, in Room 400, City Hall, to hear testimony on the following
items:
180905 An Ordinance to amend the Philadelphia Zoning Maps by changing the zoning
designations of certain areas of land located within an area bounded by Powelton
Avenue, 38th Street, Filbert Street, and Sloan Street, all under certain terms and
conditions.
180973 An Ordinance to amend the Philadelphia Zoning Maps by changing the zoning
designations of certain areas of land located within an area bounded by 15th Street,
Carpenter Street, Grays Ferry Avenue, 34th Street, the Schuylkill Expressway, 28th
Street, Porter Street, Dover Street, Passyunk Avenue, and Wolf Street. As well as
amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," to revise
certain provisions of Chapter 14-500, entitled "Overlay Zoning Districts," by creating
an overlay district entitled "/PGO, Point Breeze and Grays Ferry Overlay," all under
certain terms and conditions.
190181 An Ordinance to amend the Philadelphia Zoning Maps by changing the zoning
designations of certain areas of land located within an area bounded by 32nd Street,
Market Street, 31st Street (extended), Chestnut Street, 30th Street, and Arch Street
(extended), excluding all portions of the railyard currently owned by Amtrak, all under
certain terms and conditions.
190232 An Ordinance to amend the Philadelphia Zoning Maps by changing the zoning
designations of certain areas of land located within an area bounded by Kensington
Avenue, Hilton Street, Jasper Street, and Madison Street.

190233 An Ordinance continuing the East Passyunk Avenue Business Improvement District
(“District”) beyond its termination date, in an area that generally includes both sides of
East Passyunk Avenue from the south side of Federal Street to the east side of South
Broad Street, certain blocks of streets that intersect that portion of East Passyunk
Avenue, both sides of South Broad Street from the north side of McKean Street to the
north side of Snyder Avenue, and the west side of South Broad Street from the south
side of Mifflin Street to the north side of McKean Street for which the East Passyunk
Avenue Business Improvement District, Inc., a Pennsylvania nonprofit corporation, is
the Neighborhood Improvement District Management Association for the District;
approving a final plan and report for the District, including a list of proposed
improvements and their estimated cost, and providing for assessment fees to be levied
on property owners within the District; authorizing the Director of Commerce, on
behalf of the City, to execute an agreement with the East Passyunk Avenue
Improvement District, Inc. relating to the District; and authorizing the East Passyunk
Avenue Improvement District, Inc. to assess certain property owners within the District
a special property assessment fee to be used in accordance with the approved final
plan; all in accordance with the provisions of the Community and Economic
Improvement Act, and under certain terms and conditions.
190250 An Ordinance amending Chapter 14-516 of the Philadelphia Zoning Code, entitled
“West Overlay District,” all under certain terms and conditions.
190253 An Ordinance amending Title 14 of The Philadelphia Code, entitled “Zoning and
Planning,” by providing for Adult Care, clarifying Day Care as Child Care, and related
changes, under certain terms and conditions.
190254 An Ordinance to amend the Philadelphia Zoning Maps by changing the zoning
designations of certain areas of land located within an area bounded by Knights Road,
the Poquessing Creek, and Woodhaven Road.
190256 An Ordinance amending the Philadelphia Zoning Maps by changing the zoning
designations of certain areas of land located within an area bounded by Cresheim
Valley Drive, the SEPTA Chestnut Hill East Railroad, Mount Airy Avenue, Chew
Avenue, Johnson Street, Emlen Street, Carpenter Lane, and the SEPTA Chestnut Hill
West Railroad; and amending Title 14 of The Philadelphia Code, entitled “Zoning and
Planning,” to revise certain provisions of Chapter 14-503, entitled “/NCA,
Neighborhood Commercial Area Overlay District,” by amending the provisions of the
“Germantown Avenue” /NCA overlay district, all under certain terms and conditions.

City Overlay”, Section 14-701 of the Zoning Code, entitled “Dimensional Standards”
and Section 14-702 of the Zoning Code entitled “Floor Area, Height, and Housing
Density Bonuses” under certain terms and conditions.
190444 An Ordinance to amend the Philadelphia Zoning Maps by changing the zoning
designations of certain areas of land located within an area bounded by Race Street,
17th Street, Vine Street, and 18th Street.
190447 An Ordinance to amend the Philadelphia Zoning Maps by changing the zoning

“District”), a business improvement district encompassing certain existing and future
hotel properties within the boundaries of the City of Philadelphia (the “City”), and
continuing the Philadelphia Hospitality Improvement Levy District Corporation (“PHiL
DC”) to serve as the neighborhood improvement district management association for
the District; approving a new plan for the District, including a list of proposed programs
and services related to the development and promotion of the hotel and tourism
industry in the City and County of Philadelphia and their estimated cost; providing for
special assessment fees to be levied on eligible hotel property owners within the District
to fund such programs and services; authorizing the Director of Commerce, on behalf
of the City, to execute an agreement with PHiL DC relating to the District; and
reauthorizing PHiL DC to assess eligible property owners within the District and collect
or cause to be collected special assessment fees to be used in accordance with the
approved plan; all in accordance with the provisions of the Community and Economic
Improvement Act, and under certain terms and conditions.
