The Committee on Streets and Services of the Council of the City of Philadelphia will hold a Public Hearing
on Wednesday, June 5, 2019, at 10:00 AM, in Room 400, City Hall, to hear testimony on the following

181004 An Ordinance amending Title 9 of The Philadelphia Code, entitled "Regulation of
Businesses, Trades and Professions," by amending Chapter 9-200, entitled
"Commercial Activities on Streets," by revising certain provisions related to street
vendors and sidewalk sales to prohibit the sale of fireworks by such vendors; all under
certain terms and conditions.
190098 An Ordinance establishing a parking regulation on 13th street, west side, Master street
to Jefferson street.
190119 An Ordinance establishing a parking regulation on 22nd street, west side, Aspen street
to Brown street.
190185 An Ordinance amending Section 12-701 of The Philadelphia Code, entitled “Bicycle
Lanes,” by authorizing the Department of Streets to designate a bicycle lane and to
remove a travel lane on Market Street and on John F. Kennedy Boulevard, all between
North 15th Street and North 20th Street, under certain terms and conditions.
190211 An Ordinance establishing parking regulations in the vicinity of: S. 13th street and
Dickinson street; Federal street and S. 7th street; Federal street and S. 10th street;
Annin street and S. 9th street; Iseminger street and Morris street; Cross street and
Marshall street; S. 13th street and Reed street.
190252 An Ordinance authorizing The Pennsylvania Commonwealth System of Higher
Education, DBA Temple University, C/O Kenneth Kaiser & Thomas McCreesh, to
install, own, and maintain non-standard lights in the Public Right-of-Way at 1901-47
North Park Avenue, along the Temple University Library property frontage, all under
certain terms and conditions.
190287 An Ordinance authorizing Noel Karasanyi, DBA The Barn, to install, own, and
maintain an open-air sidewalk café at 4901 Catherine Street, Philadelphia, PA 19143,
all under certain terms and conditions.
190288 An Ordinance authorizing Matthew Hopkins, AIMCO Development, to install, own,
and maintain various encroachments at 3900 Chestnut Street, Philadelphia, PA 19104,

190289 An Ordinance authorizing Yishai Kedar to own and maintain an existing exterior
stairway in the public Right-of-Way at 1501 North Front Street, Philadelphia, PA
19122, all under certain terms and conditions.
190304 An Ordinance authorizing the revision of lines and grades on a portion of City Plan No.
106 by establishing a curved corner at the intersection of the westerly side of
Thirty-Fourth Street and the northeasterly side of Mantua Avenue and establishing a
curb bump-out extending along the northeasterly curbline of said Mantua Avenue from
Thirty-Fourth Street to a point northwestwardly therefrom, under certain terms and
conditions.
190307 An Ordinance authorizing the revision of lines and grades on a portion of City Plan No.
271 by placing on the City Plan a cut-back area at the northwest corner of Second
Street and Germantown Avenue, under certain terms and conditions, including the
dedication to the City of the bed of the said cut-back area.
190309 An Ordinance amending Section 9-203 of The Philadelphia Code, entitled “Street
Vendors,” by prohibiting vending along certain portions of Spring Garden street; all
under certain terms and conditions.
190320 An Ordinance amending Section 9-213 of The Philadelphia Code, entitled “Farmers’
Markets,” by adding a permissible location, all under certain terms and conditions.
190321 An Ordinance amending Chapter 12-900 of The Philadelphia Code, entitled “Parking
Regulations and Penalties,” by adding a new Section 12-918.1, entitled “Parking for
Flexible-Park Auto Sharing Organizations,” to provide for exemption from certain
parking regulations for flexible-park auto sharing organizations, under certain terms and
conditions.
190354 An Ordinance amending Section 2 of an Ordinance (Bill No. 180285) approved on
June 6, 2018, entitled “An Ordinance authorizing the Trustees of the University of
Pennsylvania, (“Owner”) to install, own and maintain various encroachments at 1
Convention Avenue, Philadelphia, PA 19104 (“Property”), under certain terms and
conditions,” by extending the period of compliance with the terms and conditions stated
therein and making technical corrections.
190355 An Ordinance amending Section 12-701 of The Philadelphia Code, entitled
“Designation of Bicycle Lanes,” to authorize bicycle lanes on Richmond Street, from
Lewis Street to Berkshire Street; and making associated changes to parking regulations
within the same limits; all under certain terms and conditions.

190363 An Ordinance amending Section 12-701 of The Philadelphia Code, entitled
“Designation of Bicycle Lanes,” to authorize bicycle lanes in the First Councilmanic
District on North 10th Street, from Buttonwood Street to Callowhill Street, and on
Columbus Boulevard from Dilworth Street to Swanson Street; and making associated
changes to parking regulations within the same limits; all under certain terms and
conditions.
190364 An Ordinance establishing parking regulations in the vicinity of: Camac street and
Moyamensing avenue; McKean street and S. 10th street; Snyder avenue to S.10th
street; Sartain street and Mifflin street; S. Juniper street and Jackson street; Hoffman
street and S. 7th street; Wolf street and S. 11th street.
190365 An Ordinance establishing parking regulations in the vicinity of: S. 12th street and
Passyunk avenue; Emily street and S. 8th street; Dudley street and S. 7th street
through S. 9th street; Winton street and S. 11th street; S. 9th street and McKean
street; S. 13th street and Morris street.
190379 An Ordinance amending Section 2 of an Ordinance (Bill No. 170086) approved May
22, 2017, entitled “An Ordinance authorizing the revision of lines and grades on a
portion of City Plan No. 269 by relocating portions of the houselines and curblines of
Convention Avenue, from Thirty-Fourth Street to Health Sciences Drive, and placing
on the City Plan two rights of way for drainage purposes within the vicinity of the
intersection of Convention Avenue and Health Sciences Drive and authorizing
acceptance of the grant to the City of the said rights of way for drainage purposes, all
under certain terms and conditions, including the dedication to the City of the beds of
the areas proposed to be placed on City Plan as portions of Convention Avenue,” by
revising the terms and conditions stated therein and extending the period for compliance
therewith.

190405 An Ordinance authorizing Rene Woodlin to own and maintain an existing over-sized
balcony in the Public Right-of-Way at 1438 North 29th Street, Philadelphia, PA
19121, all under certain terms and conditions.
190410 An Ordinance amending Section 9-213 of The Philadelphia Code, entitled “Farmers’
Markets,” by adding a permissible location on South Broad Street, all under certain
terms and conditions.

190411 An Ordinance regulating the direction of movement of traffic on certain portions of 85th
and 86th Streets, Eastwick Avenue, and Harley and Luther Places, all under certain
terms and conditions.
190413 An Ordinance authorizing the Streets Commissioner and Procurement Commissioner,
on behalf of the City, to enter into an Intergovernmental Agreement with the
Philadelphia Municipal Authority through which the City will assume certain rights and
obligations under an agreement the Authority will enter into with Waste Management of
Pennsylvania, Inc. for the processing and marketing of recyclable materials, all under
certain terms and conditions.
190434 An Ordinance establishing a no truck parking regulation on Whitby Avenue between
52nd and 53rd Streets, both sides.
190445 An Ordinance amending Section 12-701 of The Philadelphia Code, entitled
“Designation of Bicycle Lanes,” to authorize bicycle lanes on Germantown Avenue,
from North 2nd Street to Master Street; and making associated changes to parking
regulations and establishing one-way traffic regulations within the same limits; all under
certain terms and conditions.
190449 An Ordinance amending Title 11 of The Philadelphia Code, entitled “Streets,” to
prohibit the construction of bay windows and balconies in and around the Point Breeze
and Grays Ferry areas of the City, under certain terms and conditions.
190450 An Ordinance authorizing the revision of lines and grades on a portion of City Plan No.
15-S by placing on the City Plan Alter Street from Seventeenth Street to Eighteenth
Street in order to conform more closely with existing conditions, under certain terms
and conditions.
190452 An Ordinance authorizing the revision of lines and grades on a portion of City Plan No.
44-S by relocating the southeasterly houseline and curbline of Tenth Street, from
Packer Avenue to a point southwestwardly therefrom and relocating the northwesterly
houseline and curbline of Darien Street, from Packer Avenue to a point
southwestwardly therefrom, thereby widening said Tenth Street and said Darien Street,
all under certain terms and conditions, including the dedication to the City of the bed of
the widened portions of Tenth Street and Darien Street being placed on the City Plan.

190453 An Ordinance amending Section 12-901 of The Philadelphia Code, entitled “Stopping,
Standing or Parking Prohibited at Certain Places,” to permit overnight truck parking on
South 11th Street between Catherine Street and Webster Street and to establish
parking regulations on the same portion of South 11th Street; all under certain terms
and conditions.
190456 An Ordinance granting permission to Esteban Ginez, owner and operator of Los
Potrillos Food Truck located in the right-of-way on the west side of the 4200 block of
G Street between E. Hunting Park Avenue and E. Bristol Street, to install, use and
maintain certain electrical wires, conduits and appurtenances in, under and over the
right-of-way on the 4200 block of G Street between E. Hunting Park Avenue and E.
Bristol Street, for the purpose of supplying electricity to said lunch truck, under certain
terms and conditions.
190457 An Ordinance authorizing 1201 North Franklin LLC dba The International Bar
(“Owner”) to install, own and maintain an open-air sidewalk café at 1624 North Front
Street, Philadelphia, PA 19122 (“Property”), under certain terms and conditions.
190458 An Ordinance authorizing Antonio Perez (“Owner”) to construct, own and maintain a
proposed exterior stairway at 1801 N. Hancock Street, Philadelphia, PA, 19122,
under certain terms and conditions.
190462 An Ordinance amending Title 11 of The Philadelphia Code, entitled “Streets,” to
authorize placement of wayfinding signs in the right-of-way, all under certain terms and
conditions.
190463 An Ordinance amending Title 12 of The Philadelphia Code, entitled “Traffic Code,” to
revise various provisions related to the on-street parking system, all under certain terms
and conditions.
190464 An Ordinance amending Section 11-203(3) of The Philadelphia Code, entitled “Sewer
and Water Pipe and Other Underground Service,” to authorize revision of the length of
time during which a permit to maintain a plumber’s ditch remains valid.
190465 An Ordinance amending Section 12-701 of The Philadelphia Code, entitled
“Designation of Bicycle Lanes,” to authorize a bicycle lane on North 2nd Street, from
Wood Street to Race Street; and making associated changes to parking regulations
within the same limits; all under certain terms and conditions.

190466 An Ordinance amending Chapter 12-2900 of The Philadelphia Code, entitled
“Contractor Parking,” to revise the permit fee and the applicable penalties, all under
certain terms and conditions.
190467 An Ordinance amending Section 12-2809 of The Philadelphia Code, entitled “Civil
Penalties and Costs,” by amending penalties for certain parking, standing or stopping
violations.
190468 An Ordinance authorizing the Streets Commissioner and Procurement Commissioner,
on behalf of the City, to enter into an Agreement with Covanta Sustainable Solutions,
LLC pursuant to which Covanta will receive municipal solid waste to be collected by
or on behalf of the City, and transfer and dispose that municipal solid waste, over a
four-year term, with three one-year renewal terms at the sole discretion of the City.
190469 An Ordinance authorizing the Streets Commissioner and Procurement Commissioner,
on behalf of the City to enter into an Agreement with Waste Management of
Pennsylvania, Inc. pursuant to which Waste Management will receive municipal solid
waste to be collected by or on behalf of the City, and transfer and dispose that
municipal solid waste, over a four-year term, with three one-year renewal terms at the
sole discretion of the City.
190423 Resolution authorizing City Council’s Committee on Streets and Services to hold public
hearings regarding accountability for the state of road surfaces in Philadelphia.
Immediately following the public hearing, a meeting of the Committee on Streets and Services, open to the
public, will be held to consider the action to be taken on the above listed items.
