Public Hearing Notice
The Committee on Streets and Services of the Council of the City of Philadelphia will hold a Public Hearing
on Monday, November 9, 2020, at 10:00 AM, in a remote manner using Microsoft® Teams. This
remote hearing may be viewed on Xfinity Channel 64, Fios Channel 40 or
http://phlcouncil.com/watch-city-council/, to hear testimony on the following items:
200182 An Ordinance amending Chapter 12-3000 of The Philadelphia Code, entitled “Use Of
An Automated Red Light Enforcement System To Prevent Red Light Violations,” by
authorizing the installation of red light enforcement systems at the intersection of 52nd
and Lancaster Avenue, all under certain terms and conditions.
200254 An Ordinance establishing a no truck parking regulation on both sides of Milnor Street,
from Bleigh Avenue to New State Road.
200375 An Ordinance authorizing the overnight truck parking for the commercial vehicle of
Vincent Cappello, owner and operator of Vinny’s Fruit and Produce, located in the
right-of-way on the north side of Dickinson Street between 9th and 10th Street, and
excepting Mr. Cappello from certain provisions of Section 9-203 of The Philadelphia
Code, entitled “Street Vendors,” and certain provisions of Section 12-901 of The
Philadelphia Code, entitled “Stopping, Standing or Parking Prohibited at Certain
Places,” all under certain terms and conditions.
200537 An Ordinance amending Section 2 of an Ordinance (Bill No. 180560) approved July
10, 2018, entitled “An Ordinance authorizing the revision of lines and grades on a
portion of City Plan No. 250 by striking from the City Plan and vacating the legally
open portion of Montour Street from Adams Avenue to Foulkrod Street, under certain
terms and conditions,” by extending the period for compliance with the terms and
conditions stated therein.
200539 An Ordinance authorizing the revision of lines and grades on a portion of City Plan No.
299 by striking from the City Plan Parker Avenue from a point approximately
one-hundred fifty-six feet southwest of Matthias Street to its terminus southwestwardly
therefrom and reserving and placing on the City Plan a right-of-way for various utility
purposes within a portion of Parker Avenue being stricken and authorizing acceptance
of the grant to the City of the said right-of-way, under certain terms and conditions.
200561 An Ordinance amending Chapter 12-3000 of The Philadelphia Code, entitled “Use Of

Spring Garden Street, all under certain terms and conditions.

200562 An Ordinance authorizing Maitreyi Roy, DBA John Bartram Association, to own and
maintain an existing metal bench on the southeast corner at the intersection of South
54th Street & Lindbergh Boulevard, Philadelphia, PA 19143, all under certain terms
and conditions.
200572 An Ordinance establishing a no truck parking regulation on both sides of E. Godfrey
Avenue from Tabor Avenue to Whitaker Avenue.
200591 An Ordinance amending Section 9-212 of The Philadelphia Code, entitled
“Newsstands,” by expanding the allowable items newsstands can sell and offer, all
under certain terms and conditions.

• Callback telephone number where you can be reached
• Identify the bill number or numbers that will be addressed
Speakers who submitted the above information within the required time frame will be telephoned during the
public hearing and invited to the remote hearing. They will be given additional instructions by the Committee
Chair once they are connected.
Immediately following the public hearing, a meeting of the Committee on Streets and Services, open to the
public, will be held to consider the action to be taken on the above listed items.
