Call to Order. Committee Chair, Lyle Covino, called the meeting to order at 4:01 pm. II. Review Minutes a. Approve January 12, 2026, Special Meeting Minutes Upon a motion by Sara Hilliard, seconded by Jeramy Hooper, the Committee unanimously approved the January 12, 2026, meeting minutes. III. General Business a. Review of Current Bicycle and Pedestrian Improvement Projects on the Village Manager Doug Willardson provided an update on current projects: • The brick walkway installation along Dogwood Road is almost complete. • Sod installed along Pine Vista Drive which sidewalk construction was completed in Fall 2025. • No. 6 Phase 2 sidewalk project is currently under construction. • Flashing pedestrian crosswalk signals have been ordered—three units for installation along Linden Road. The Committee discussed progress and general coordination of these efforts. b. Review of Bicycle and Pedestrian Projects in the Five-Year Strategic Operating Plan The Committee reviewed planned projects as outlined in the Five-Year Strategic Operating Plan (reference handout, page 5). Discussion included prioritization, funding considerations, and sequencing of future sidewalk and greenway improvements. IV. Page 2 of 2 Page 4 of 26 Review of the 2055 Metropolitan Transportation Plan process ADDITIONAL AGENDA DETAILS: FROM: Doug Willardson, Village Manager CC: Bicycle & Pedestrian Advisory Committee; DATE OF MEMO: 07/08/2026 MEMO DETAILS The Sandhills Metropolitan Planning Organization (SMPO) is developing its 2055 Metropolitan Transportation Plan (MTP), which will serve as the region's long-range transportation blueprint through the year 2055. The plan covers Pinehurst, Southern Pines, Aberdeen, Whispering Pines, Pinebluff, Taylortown, Foxfire, and portions of Moore County. The MTP identifies long-term transportation needs and establishes priorities for future investments in roads, sidewalks, bicycle facilities, greenways, transit, and other transportation improvements. Projects generally must be included in the MTP to be eligible for future federal transportation funding. As the Village's Bicycle and Pedestrian Advisory Committee, your input is especially valuable during this planning process. Staff encourages Committee members to review the proposed transportation projects and consider providing comments related to: • Missing sidewalk and greenway connections. • Bicycle network gaps and opportunities. • High-priority pedestrian safety improvements. • Difficult roadway crossings. • Opportunities to improve connectivity between neighborhoods, parks, schools, downtown, and regional destinations. • Projects that should be considered for future regional funding. Community Workshop The Sandhills MPO will host a Community Workshop on Monday, August 24, 2026, from 3:00 p.m. to 6:00 p.m. at Assembly Hall, 395 Magnolia Road, Pinehurst. This drop-in meeting will provide an opportunity to review and provide feedback on the region's proposed transportation project lists and learn how transportation projects are prioritized. Committee members are encouraged to attend and share their perspectives on bicycle, pedestrian, greenway, and connectivity improvements. Committee members are also encouraged to explore the interactive project website, review the project information, and submit comments directly through the online engagement portal. The interactive map allows users to identify specific locations and provide detailed feedback that will be considered as the plan is finalized. Page 10 of 26 The Universe of Projects The Universe of Projects is a comprehensive list of all proposed transportation projects submitted for consideration within the Sandhills 2055 MTP. Technical Coordinating Committee Meeting Page 20 of 26 Update on the SMPO Bicycle and Pedestrian Plan ADDITIONAL AGENDA DETAILS: FROM: Doug Willardson, Village Manager CC: Bicycle & Pedestrian Advisory Committee; DATE OF MEMO: 07/08/2026 MEMO DETAILS The Sandhills Metropolitan Planning Organization (SMPO) has selected RS&H to prepare the region's Bicycle & Pedestrian Master Plan. The consultant was chosen through a competitive qualifications-based selection process conducted in accordance with NCDOT requirements. The project is anticipated to begin later this summer and be completed by June 30, 2027. The Master Plan will establish a long-range vision for improving walking and bicycling throughout the SMPO planning area. The study will focus on identifying gaps in the existing bicycle and pedestrian network, recommending new sidewalks, greenways, bicycle facilities, and crossings, and prioritizing projects for future implementation and funding opportunities. As the Village's Bicycle & Pedestrian Advisory Committee, your knowledge of existing conditions and future needs will be an important part of this effort. Committee members will have opportunities to review draft recommendations, identify priorities, and provide input throughout the planning process. Staff will coordinate with RS&H to ensure the Committee is engaged at key milestones. ATTACHMENTS None Page 21 of 26 Update on Active Multi-Modal Construction Projects ADDITIONAL AGENDA DETAILS: FROM: Doug Willardson, Village Manager CC: Bicycle & Pedestrian Advisory Committee; DATE OF MEMO: 07/08/2026 MEMO DETAILS Airport Road Greenway Connector The Airport Road Greenway Connector continues to move forward. The project will construct approximately 7,000 linear feet of a 10-foot-wide shared-use path between Forest Creek Drive and McKinnon Road, completing an important regional connection for pedestrians and bicyclists. The consultant selection process has been completed, with design expected to begin in September. Once completed, the facility will improve access between Pinehurst, Southern Pines, and surrounding neighborhoods. Neighborhood No. 6 Sidewalk Improvements Construction of the Neighborhood No. 6 sidewalk project has been completed, significantly improving pedestrian connectivity throughout the neighborhood and providing safer access to parks, schools, and surrounding residential areas. Two related projects remain. Design continues on the planned pedestrian crossing of US 15-501, which will provide a safer connection across the highway. In addition, the Village continues to seek a contractor to construct the planned pedestrian bridge. Due to the specialized nature of the work, staff has had difficulty identifying interested contractors. Rattlesnake Trail Sidewalks Design of the Rattlesnake Trail sidewalk project has been completed and the project has been bid. Construction is expected to begin in September. The project will fill an important gap in the Village's sidewalk network and improve pedestrian safety and accessibility along the corridor. Chinquapin Road / Magnolia Road Improvements The remaining work on the Chinquapin Road/Magnolia Road project is focused on repairs to the downtown brick sidewalks. Staff anticipates this work will be completed in the coming weeks. Traffic Circle Improvements Village staff continues to work closely with NCDOT on long-term improvements to the Traffic Circle. The Village has emphasized the importance of providing safe accommodations for pedestrians and bicyclists. As a result, NCDOT has incorporated a multi-use path into the proposed concept plans. Page 22 of 26 Linden Road Crosswalk Enhancements The Village is moving forward with installation of Rectangular Rapid Flashing Beacons (RRFBs) at the Linden Road pedestrian crossings to improve visibility and safety for pedestrians. The RRFB equipment has been ordered, and staff is currently working through the NCDOT encroachment permit process while securing an electrical contractor and installation contractor so construction can begin as soon as approvals are received. Once completed, these enhancements will provide motorists with a highly visible warning that pedestrians are crossing and improve safety along this heavily traveled corridor. Staff will continue to provide updates as these projects progress and additional bicycle and pedestrian improvements move forward throughout the Village. ATTACHMENTS None Page 23 of 26 Discuss NCDOT Pedestrian Improvement Funding Opportunity ADDITIONAL AGENDA DETAILS: FROM: Doug Willardson, Village Manager CC: Bicycle & Pedestrian Advisory Committee; DATE OF MEMO: 07/08/2026 MEMO DETAILS The North Carolina Department of Transportation (NCDOT) has announced a Pedestrian Safety Call for Projects that will be open from July 13 through August 28, 2026. The program is intended to fund relatively simple, high-impact pedestrian safety improvements in smaller urban and rural communities that can be implemented quickly and require little to no right-of-way acquisition. Examples of eligible projects include marked crosswalks, curb ramps, pedestrian signal improvements and WALK phases at signalized intersections, visibility enhancements at crossings, and improved pedestrian crossings at unsignalized or midblock locations. This funding opportunity is particularly attractive because NCDOT will provide the required local match, prepare cost estimates for selected projects, and administer project delivery. As a result, local governments are not required to provide matching funds or develop project cost estimates as part of the application. Selected projects are anticipated for construction funding in June 2027 or June 2028, depending on project readiness. Village staff will review potential candidate projects that could improve pedestrian safety in Pinehurst and determine whether one or more applications should be submitted. Committee members are encouraged to share locations where relatively small improvements could have a meaningful impact on pedestrian safety and accessibility. NCDOT will also host an informational webinar on Tuesday, July 28, 2026, at 10:00 a.m. for interested applicants. ATTACHMENTS 1. Project submissions will be reviewed based on funding program eligibility and scoring criteria. For selected projects, NCDOT will provide the required non-federal match and administer the projects. Please see the announcement from NCDOT below. If your jurisdiction has crosswalks, pedestrian signals, or curb ramps that can be implemented quickly, this funding opportunity may be worth considering. It appears that all SMPO member jurisdictions are eligible. NCDOT will also host a webinar on July 28, and registration is required (see link below). Scott E-mail from NCDOT: The NCDOT is excited to announce an open Call for Projects focused on pedestrian safety. The Call for Projects will open on July 13th and runs through August 28th, 2026. This call for projects is specifically focused on improvements in smaller urban and rural areas that can be obligated relatively quickly and require little to no right-of-way acquisition. Eligible pedestrian safety projects include a range of pedestrian-focused improvements, such as: Marked crosswalks, curb ramps, visibility enhancements or traffic control at crossings Marked crosswalks, curb ramps and pedestrian WALK phasing at signalized intersections Improved crossings at unsignalized or midblock locations Important aspects of this effort: Cost estimates are not needed at the time of project submission. NCDOT will develop estimates for selected projects. Local matching funds are not needed for selected projects. NCDOT will administer and deliver selected projects. Selected projects will target construction fund obligation dates of June 2027 or June 2028: Projects that are ready for obligation by June 2027 will target that funding cycle. Projects submitted during the 2025 open call for pedestrian safety projects that were not selected to move forward should be resubmitted during this open call to ensure consideration.
