2019-1578 NOW, THEREFORE, BE IT RESOLVED that the City Council or Pittsburgh
does hereby oppose the U.S. Environmental Protection Agency (EPA) and U.S.
Army Corps of Engineers (Corps) proposed Revised Definition of “Waters of the
United States” and further resolve that the EPA and the Corps preserve a broad
definition of “Waters of the United States” that includes Clean Water Act protections
for headwater, ephemeral, and intermittent streams, and wetlands, as defined by the
2015 Clean Water Rule.
