A motion was made that this matter be Held in Committee to the Committee on Public Safety Services, due back by 7/8/2015. The motion carried PUBLIC WORKS COMMITTEE, MRS. KAIL-SMITH, CHAIR DEFERRED PAPERS 2014-0915 Ordinance amending the Pittsburgh Code, Title 4 - Public Places and Property, Article I, Public Rights -of -Way, CHAPTER 416: - OBSTRUCTIONS, by adding a new section at 416.05 (a) et seq. requiring no less than a ten (10) day notice of a pending major street obstruction permit to be provided to the City Council; written notice to businesses and or residents within the impacted area; and providing for a waiver of said requirements in the event of an emergency. The motion carried NEW PAPERS 2015-1737 Resolution authorizing the Mayor and the Director of the Department of Public Works, on behalf of the City of Pittsburgh, to enter into a Grant and Maintenance Project Agreement with the Allegheny County Conservation District and to receive a grant in the amount of $39,816.47 from the Allegheny County Conservation District for the purpose of funding the Buttonwood Street Low Volume Road project within the City. BURGESS, CHAIR NEW PAPERS 2015-1728 Resolution amending Resolution no. 158 of 2013 providing that the City of Pittsburgh enter into a Professional Services Agreement(s) and/or Contract(s) with Community College of Allegheny County (CCAC) for the purpose of providing customized applicant preparation training for Public Safety position applicants and services associated with Civil Service exam preparation and training; by increasing the total cost from $24,960.00 to $29,020.00, a $4,060.00 increase in 2015. A motion was made that this matter be Affirmatively Recommended. The motion carried 2015-1729 Resolution providing the authorization to make all legitimate expenditures for payments and agreements or agreements with various agencies to supplement a summer youth employment program to youth residing in the City of Pittsburgh, wages and fringe benefits for supervisor/participant/administrative staff, workers’ compensation, unemployment compensation, participant physicals, transportation, copier and supplies, and administrative expenditures necessary to implement the 2015 Learn and Earn Summer Youth Employment Program; and providing the periodic transfer of funds to be used in the 2015 Learn and Earn Summer Youth Employment Program for payment of cost thereof, cost not to exceed $50,000.00. A motion was made that this matter be Affirmatively Recommended. GROSS, CHAIR NEW PAPERS 2015-1731 Resolution authorizing the Mayor and Director of City Planning to execute relevant agreements to receive grant funding to produce a safety video in support of a Bicycle and Pedestrian Marketing Program in the City and further providing for an agreement and expenditures not to exceed one hundred thousand ($100,000.00) dollars for this stated purpose. The City’s funding share of this grant agreement or agreements is in the amount of twenty-five thousand dollars ($25,000.00) and shall be payable from the 2013 Bicycle and Transportation Planning bond account. The State Government’s (PennDOT) share of this grant agreement or agreements is seventy-five thousand dollars ($75,000.00) and shall be deposited into the City’s Grants Trust Fund. A motion was made that this matter be Held in Committee to the Committee on Land Use and Economic Development, due back by 6/29/2015. The motion carried 2015-1732 Resolution providing for the implementation of the Residential Parking Permit Program Area “KK” in the South Side Flats community (Council District #3) pursuant to Pittsburgh Code Chapter 549. A motion was made that this matter be Affirmatively Recommended. The motion carried 2015-1733 Resolution directing and authorizing the Department of Permits, Licenses and Inspections, in conjunction with the Office of Management and Budget, to perform a cost analysis of creating an in-house demolition division.
