RUDIAK, CHAIR DEFERRED PAPERS 2016-0593 Ordinance amending the Pittsburgh Code of Ordinances, Title Two: Fiscal; Article X: Business Related Fees; Chapter 271: Nonresidents Sports Facility Usage Fee, to clarify defined terms, to require the disclosure of any contracts or agreements a publicly funded venue has made with a performing entity, and institute a fine or penalty to the venue for non-compliance. A motion was made that this matter be Held in the Committee on Finance and Law , due back by 10/5/2016. The motion carried. 2016-0664 Ordinance amending the City Code at Title One: Administrative, Article III: Organization, Chapter 111: Departments Generally, so as to update the code to reflect current practices and processes. NEW PAPERS City of Pittsburgh Page 1 Printed on 9/9/2016 Standing Committee Meeting Minutes - Final September 7, 2016 2016-0722 Resolution authorizing the Mayor and the Director of the Department of Finance to enter into an agreement with MuniServices to purchase a subscription service for taxpayer location services as well as training for Finance staff to improve their methods for taxpayer discovery and collection service. Total cost will be a one-time payment not to exceed Seventy Thousand Dollars ($70,000) plus a 32.4% contingency fee of all revenue that MuniServices individually brings in to the City that tax year. This contingency fee is a one-time finder’s fee for each new account and will not be applied to following years. A motion was made that this matter be Affirmatively Recommended. The motion carried. 2016-0723 Resolution providing for the creation of an escrow trust fund for the Three Taxing Bodies Property Escrow Account and setting conditions for the deposit and expenditure of such funds. This fund is meant to provide for J D Edwards (ERP system) tracking and accounting of escrow monies for property sales. A motion was made that this matter be Affirmatively Recommended. The motion carried. 2016-0724 Resolution authorizing issuance of a warrant in the amount of $19,251.64, in favor of Giant Eagle, Inc., ATTN: LuAnn Nelson, 101 Kappa Drive, Pittsburgh, PA 15238 in settlement of a claim for damage to an electric supply pole at the Get-Go at 3247 E. Carson Street from a City PW dump truck backing into it and for lost fuel sales and product at the store during emergency repairs to the pole on or about October 7, 2015. A motion was made that this matter be Affirmatively Recommended. The motion carried. 2016-0728 Resolution further amending Resolution No. 74, effective February 29, 2012 entitled “Providing for an Agreement or Agreements, or use of existing Agreements and/or a Contract or Contracts, or use of existing Contracts, and for the purchase of materials, supplies, equipment, and/or services for various projects in connection with the City Council Neighborhood Needs Program; and providing for the payment of the costs thereof”, by transferring $30,000 to the Poise Foundation. LAVELLE, CHAIR NEW PAPERS 2016-0719 Ordinance authorizing the City of Pittsburgh (“City”) to enter into an Intergovernmental Cooperation Agreement with the Borough of Mount Oliver (“Borough”) with regard to the City providing emergency medical services to the Borough pursuant to the General Local Government Code, 53 Pa. C.S. §§2301 et seq. A motion was made that this matter be Affirmatively Recommended. The motion carried. PUBLIC WORKS COMMITTEE, MRS. KAIL-SMITH, CHAIR NEW PAPERS 2016-0726 Resolution authorizing the Mayor and the Director of the Department of Public Works to enter into a Green Infrastructure Mini-Grant Agreement and a Project and Maintenance Agreement with the Pittsburgh Water and Sewer Authority and The Pittsburgh Parks Conservancy in connection with the installation and maintenance of a Green Infrastructure Project at the Westinghouse Memorial Pond in Schenley Park. The motion carried. 2016-0718 Resolution providing for a Professional Service Agreement with Jeffrey Ruder, Esq. for legal services for the enforcement of City Code Chapter 659.03 Unlawful Housing Practices in an amount not to exceed Twenty-Five Thousand Dollars ($25,000.00).
