RUDIAK, CHAIR DEFERRED PAPERS 2016-0614 Resolution authorizing the Mayor and the Director of the Department of Finance to execute a quit claim deed or deeds, and any other necessary or appropriate documents, agreements, and instruments conveying AS IS all of the City’s right, title and interest, if any, in designated City-owned properties to the Urban Redevelopment Authority of Pittsburgh (“URA”) for consideration of $1.00 each, contingent upon the Mayor and Director of the Department of Finance first entering into a Cooperation Agreement or Agreements with the URA setting forth the rights and obligations of the City and the URA relating to these initial conveyances and further setting forth the rights and obligations of the City and the URA relating to the subsequent disposition of these properties to third parties. A motion was made that this matter be Affirmatively Recommended as Amended. The motion carried. RECOMMITTED PAPERS 2016-0664 Ordinance amending the City Code at Title One: Administrative, Article III: Organization, Chapter 111: Departments Generally, so as to update the code to reflect current practices and processes. NEW PAPERS City of Pittsburgh Page 1 Standing Committee Meeting Minutes - Final September 14, 2016 2016-0741 Resolution further amending Resolution No. 816 of 2015, effective January 1, 2016, as amended, entitled “adopting and approving the 2016 Capital Budget and the 2016 Community Development Block Grant Program; and approving the 2016 through 2021 Capital Improvement Program” by increasing funds for the HOME program to reflect an adjustment made by Housing and Urban Development (HUD). A motion was made that this matter be Affirmatively Recommended. The motion carried. 2016-0742 Resolution amending Resolution 244 of 2016 authorizing the Mayor and the City Solicitor to enter into a Professional Services Agreement with Curtin & Heefner, LLP, 250 N. Pennsylvania Ave., P.O. Box 217, Morrisville, PA 19067, for professional legal services and expert advice regarding Building Owners and Managers by increasing the total cost from Ten Thousand Dollars and No Cents ($10,000.00) to Twenty Thousand Dollars and No Cents ($20,000.00). A motion was made that this matter be Affirmatively Recommended. The motion carried. 2016-0743 Resolution amending Resolutions 525 of 2015 and 245 of 2016 authorizing the Mayor and the City Solicitor to enter into a Professional Services Agreement with Campbell, Durrant, Beatty, Palombo and Miller, P.C. for professional legal services and expert advice for collective bargaining and/or interest arbitration, as well as expert legal services with regard to separate collective bargaining matters involving other City unions by increasing the total cost from Two Hundred Forty-Seven Thousand Dollars and No Cents ($247,000.00) to Three Hundred Forty-Seven Thousand Dollars and No Cents ($347,000.00). A motion was made that this matter be Affirmatively Recommended. The motion carried. 2016-0744 Resolution providing for the issuance of a warrant in the total sum of Two Thousand Two Hundred Seventy-Two Dollars and Ninety Cents ($2,272.90) in favor of Michael E. Zobrak, Labor Arbitrator, 1217 Pleasant Street, Aliquippa, PA 15001-9425 for arbitration services. A motion was made that this matter be Affirmatively Recommended. The motion carried. INVOICES A motion was made to Approve. The motion carried INTRA DEPARTMENTAL TRANSFERS None PUBLIC SAFETY SERVICES COMMITTEE, MR. LAVELLE, CHAIR DEFERRED PAPERS 2016-0646 Resolution authorizing the Mayor and the Director of Public Safety to enter on behalf of the City of Pittsburgh into a one-year Professional Services Agreement or Agreements with Family Life Empowerment Community Development Corporation for the purpose of implementation of the Pittsburgh Group Violence Intervention Street Outreach Program, total cost not to exceed $150,000.00. A motion was made that this matter be Held in the Committee on Public Safety Services, due back by 9/28/2016. The motion carried. NEW PAPERS 2016-0739 Resolution authorizing the Mayor, Director of the Department of Public Safety, and the Chief of Police, on the behalf of the City of Pittsburgh, to enter into a grant agreement with the Commonwealth of Pennsylvania, Department of Transportation, Division of Highway Safety, Police Traffic Services Grant (Federal Fiscal Year 2017), for the purpose of receiving grant funds in the amount of one hundred ninety thousand dollars ($190,000.00) that will be used for Driving Under the Influence enforcement and outreach activities. A motion was made that this matter be Affirmatively Recommended. The motion carried. HUMAN RESOURCES COMMITTEE, MRS. HARRIS, CHAIR NEW PAPERS City of Pittsburgh Page 3 Standing Committee Meeting Minutes - Final September 14, 2016 2016-0738 Resolution amending Resolution No. 38 of 2012 providing that the City of Pittsburgh enter into a Professional Services Agreement(s) and/or Contract(s) with Discovery Benefits, Inc. for professional services in connection with the administration of the City of Pittsburgh’s COBRA employee benefit continuation services by increasing the total cost from $44,500.00 to $56,400.00, and extending the contract one (1) calendar year through 2017. A motion was made that this matter be Affirmatively Recommended. The motion carried. URBAN RECREATION COMMITTEE, MR. O'CONNOR, CHAIR NEW PAPERS 2016-0740 Ordinance amending and supplementing the City of Pittsburgh Code, Title Four (“Public Places and Property”), Article XI (“Parks and Playgrounds”) by amending Chapter 473 with respect to camping in parks. A motion was made that this matter be Held in the Committee on Urban Recreation , due back by 9/28/2016. The motion carried. INTERGOVERNMENTAL AFFAIRS COMMITTEE, MR.
