RUDIAK, CHAIR DEFERRED PAPERS NEW PAPERS 2016-0664 Ordinance amending the City Code at Title One: Administrative, Article III: Organization, Chapter 111: Departments Generally, so as to update the code to reflect current practices and processes. SPONSORS: MRS. KAIL-SMITH A motion was made that this matter be AMENDED. The motion carried. A motion was made that this matter be Affirmatively Recommended. The motion carried. 2016-1036 Resolution realigning a total of $4,235,000 $4,240,500 between various accounts within the 2016 Operating Budget. This transfer is necessary for the 2016 close in order to meet expenditures for the remainder of the fiscal year. A motion was made that this matter be AMENDED. The motion carried. A motion was made that this matter be Affirmatively Recommended. The motion carried. INVOICES A motion was made to Approve. The motion carried. INTRA DEPARTMENTAL TRANSFERS NONE PUBLIC SAFETY SERVICES COMMITTEE, MR. LAVELLE, CHAIR NEW PAPERS 2016-1033 Resolution authorizing the Mayor and Director of the Department of Public Safety to enter into a five-year Professional Services Agreement or Agreements with one or more vendors for the continued implementation of the City’s Spay and Neuter program as administered by the Department of Public Safety (Animal Control Division) at a cost not to exceed Two Hundred Fifty Thousand Dollars and No Cents ($250,000.00) and providing for the payment thereof. A motion was made that this matter be Affirmatively Recommended. The motion carried. 2016-1034 Resolution amending Resolution No. 13 of 2015 authorizing the Mayor and the Director of the Department of Public Safety to enter into an amended Professional Services Agreement or Agreements with John R. Stepusin, DVM d/b/a Affordable Care Veterinary Clinic, Inc (“Stepusin”) to provide licensed veterinary services to the City’s Bureau of Animal Care & Control at a cost not to exceed One Hundred Twenty-Five Thousand Five-Hundred Sixty-Eight Dollars and Ten Cents ($125,568.10). (d/b/a SST, Inc.) for the continuation of the City’s subscription of gunshot-detection hardware and software at an overall cost not to exceed Four Hundred Sixty-Four Thousand Dollars and No Cents ($464,000.00). A motion was made that this matter be Affirmatively Recommended. The motion carried. 2016-1038 Ordinance supplementing the Pittsburgh Code, Title VI Conduct, Article 1 Regulated Rights and Actions, to add a new Section 628 Sexual Orientation or Gender Identity or Expression Conversion Efforts prohibiting the practice of conversion therapy for LGBTQIA+ minors within the City of Pittsburgh. SPONSORS: MR. GILMAN AND MR. KRAUS A motion was made that this matter be Affirmatively Recommended. The motion carried by the following vote: Aye: 8 - Rev. GROSS, CHAIR DEFERRED PAPERS 2016-0602 Ordinance supplementing the Pittsburgh Code of Ordinances, Title Two--Fiscal, Article V--Special Funds, to add a new Chapter 232, “Housing Opportunity Fund”, to stabilize communities and protect the public welfare by creating the Pittsburgh Housing Opportunity Fund (the “Fund”), to create a budget obligation for the Fund, to establish the purposes for which monies in the Fund may be used; and to create a Housing Opportunity Fund Governing Board and Advisory Board.
