the opinion of PHWA’s legal counsel. These facts and circumstances arise out of a
three-party agreement between the City of Port Hueneme, the City of Oxnard, and the
Calleguas Municipal Water District relating to water credits or pumping allocations.

arrival.

2026-2027
Recommendation: Review and adopt the proposed FY 2026-27 PHWA Operating &
Capital Improvement Project (CIP) Budget and the proposed Fixed & Variable Water
Rate components.
Finance Director Ashley Chaparro presented the report. Questions followed. There were

5. PUBLIC HEARING AND ADOPTION OF 2025 URBAN WATER MANAGEMENT PLAN
RESOLUTION
Recommendation: At the close of the Public Hearing, adopt the attached 2025 Urban
Water Management Plan Resolution for management of the PHWA water resources.
Agency Secretary Georgianna Alvarez affirmed Proof of Publication and a complete set
of reports and exhibits were on file in the Office of the Agency Secretary.
Public Works Director Fred Camarillo provided a brief overview. Jake Comer of West &
Associates Engineering, Inc. gave a combined presentation on the Urban Water
Management Plan and the Water Shortage Contingency Plan, noting that the
presentation would address both public hearing agenda items. Questions followed.
The public hearing was opened at 4:37 p.m. There were no public comments. The public
hearing was closed at 4:37 p.m.
A motion was made by Vice Chair Lopez, seconded by Member Hernandez, to adopt
Resolution No. 2026-01, adopting the 2025 Urban Water Management Plan for
management of the PHWA water resources.

Recommendation: At the close of the Public Hearing, adopt the attached 2025 Water
Shortage Contingency Plan Resolution for management of the PHWA water resources.
Agency Secretary Georgianna Alvarez affirmed Proof of Publication and a complete set
of reports and exhibits were on file in the Office of the Agency Secretary.
Public Works Director Fred Camarillo provided a brief overview. The presentation was
provided under the preceding public hearing item as part of a combined presentation
addressing both plans. Questions followed.

RECOMMENDATION:
Receive and file the Port Hueneme Water Agency’s Register of Disbursements for the

BACKGROUND:
Cash disbursements are made weekly based on the submission of all required documents
supporting the invoices submitted for payment. Prior to payment, Finance Department
staff reviews all disbursement documents to ensure that they meet the approval
requirements adopted in the Municipal Code and the City’s Purchasing Policies and
Procedures Manual. The summary table below represents the Register of Disbursements

RECOMMENDATION:
It is recommended the Board receive and file this report.
BACKGROUND/ANALYSIS:
This operational update provides information on the performance of the Port Hueneme
Water Agency (PHWA) Treatment Facility for June 2026.
The total water demand for PHWA was 325 acre-feet, indicating an increase from the
May 2026 figure of 315 acre-feet. In contrast, during June of 2025, the demand was 348
acre-feet.
The PHWA treatment facility was taken offline and placed in bypass on November 26,
2025, to allow for the start of the Water Tank Rehabilitation Project. Since that time, all
PHWA customers have been supplied directly by United Water Conservation District
(UWCD). The facility remained in bypass mode throughout May, and consequently, no
Silt Density Index (SDI) measurements were collected during this reporting period.
PHWA is expected to continue operating in bypass mode until the completion of the
Water Tank Rehabilitation Project, which is currently projected for August 2026.
The United Water Conservation District (UWCD) supplied 99% of the water, with the
Calleguas Municipal Water District (CMWD) providing the remaining 1%.
PHWA's water quality consistently meets all State and Federal regulatory standards,
ensuring the delivery of safe and compliant water to its consumers.

Water Supply/Allocation Update:
United Water Supply (Water Year):
• Allocation: Under the Sustainable Groundwater Management Act, our
allocation for this water year is 3,901 acre-feet.
• Utilization: As of June 30, 2026, which marks the ninth month of the water
year, PHWA has purchased 2,464 acre-feet or 63% of our allocated water.
Calleguas Water Supply (Calendar Year):
• Allocation: Our State Water Project Allocation for the calendar year is 1,850
af/yr.
• Utilization: As of June 30, 2026, which marks the sixth month of the calendar
year, PHWA purchased 2 acre-feet of our allocated water.
Shortage Alert:
• Water Supply Stability: At this time, our staff does not foresee any impending
water supply shortages for PHWA.
FISCAL IMPACT:
None. This item does not require an expenditure of funds.
