D. PUBLIC COMMENT (City residents/business owners only) -
The Chair will recognize each City resident or City business owner who signed up by calling
their name. Speakers may address the City Council on any agenda item or any matter under the
City's jurisdiction. Speakers are allotted one, four-minute opportunity to make their comments.

F. CONSENT AGENDA -
Agenda items considered routine are marked with an asterisk (*) and will be considered for
adoption by one motion with no separate discussion. A councilmember can request an item be
removed from the consent agenda and the item will be considered in its normal sequence. The
Mayor will announce those items adopted under the consent agenda.

G. FROM THE CITY MANAGER -
1. FCM #26-028: Accepting the bid from Raymond Excavating Co., in the amount of
$328,498.00 for the Connor Street Conversion project. (Street, Water, Sewer Funds)
2. FCM #26-029: Accepting the proposal from BS&A Software in the amount of
$301,235.00 to upgrade of the City's existing software modules to the BS&A Cloud
platform. (Data Processing Fund)
H. RESOLUTIONS -
1. RES #26-088: Authorizing Twenty-Two (22) payments.
2. RES #26-089: Approving the contract with the Michigan Department of
Transportation for the Water Street Road Reconstruction Project from 10th Street to
13th Street. (Major Street & Sewer Fund)
3. RES #26-090: Supporting the Planning Commission's adoption of the Comprehensive
Master Plan for the period of 2026-2030 as required under the Michigan Enabling Act
of 2008.
*4. RES #26-091: Resolution acknowledging and celebrating the 250th Anniversary of
the United States of America.
*5. RES #26-092: Amending the schedule of fees include Virtual Currency Machines
and associated devices.
*6. RES #26-093: Approving the scheduling of a public hearing for August 10, 2026 to
hear comments on the CAPER for program year 2025.
*7. RES #26-094: Approving the appointment of Raven Wright to the Beautification
Commission to fill a vacancy with a term to expire January 30, 2029.
*8. RES #26-095: Confirming and approving single lot special assessment for a large
brush and branch pickup in the right-of-way.
*9. RES #26-096: Confirming and approving single lot special assessments for fines,
assessments, and/or the cost of removing blight, blighting factors and/or causes of
blight, as well as the abatement of nuisances.
I. ORDINANCES -
1. ORD #26-005: FIRST READING: An ordinance to amend Chapter 52, Zoning,
Article III, District Regulations, Division 1, Generally, Section 52-162, Map, of the
Port Huron Code of Ordinances, to rezone the property generally described as 1011
Pearl Street, from a C1 zoning district (General Business District) to an R1 zoning
district (Single- and Two-Family Residential District).

J. MISCELLANEOUS BUSINESS -
1. City Council will enter into a closed session to discuss the City Manager's Annual
Performance Review pursuant to Section 8(a), of the Open Meetings Act.
K. PUBLIC COMMENT (Non-residents) -
The Chair will recognize each non-resident who signed up by calling their name. Speakers may
address the City Council on any agenda item or any matter under the City's jurisdiction.
Speakers are allotted one, four-minute opportunity to make their comments.
L. ANNOUNCEMENTS -
1. The next regular City Council meeting will be held on August 10, 2026.
