I. Introductions
Jon welcomed everyone and brief introductions were made. Jon sought agenda items to add. Jon
added a leadership update and Cindy added an update on her work with Lynn on dates for the
meeting and the state of the PIT count as part of the HUD update. Jon wanted to first speak about
the CSH Pay for Success Grant.
II. CSH Pay for Success Grant:
Jon described the PFS is a funding stream for services that could save money for payers that
attract private investors. The Corporation for Supportive housing is a contractor with the federal
government that looks for investors for supportive housing. Bishop street lost a grant request last
year, however there is a second round. CSH encouraged another submission as they were close to
being accepted last year. The plan would save money by diverting services form hospital stays to
supportive housing. Jon made a motion for the group to voice support; MOTION PASSED with
all in favor.
III. PIT Count:
Cindy Namer presented about PIT and a potential change in methodology to adopt this year. The
change consists of a combination “Night of Count” with a Service-Based count methodology. A
PIT count would be taken over a 3 day span, focusing on where individuals were on the first
night. Cindy passed out example application forms for sheltered and unsheltered individuals,
along with the “MCoC’s Resource Committee Recommendations Regarding the 2016 Point In
Time Survey” (see attached).
Ginny made a motion to adopt the 3-day methodology as presented and Jon seconded the motion.
MOTION PASSED with all in favor.
Aaron made a motion to adopt the PIT application forms as presented and Jon seconded the
motion. MOTION PASSED with all in favor.
Cindy presented the AHAR summary data (see attached). The data showed some significant
reductions when comparing FY2015 to FY2014.
IV. HUD Announcements and Discussion of Collaborative Application for 2017:
Aaron announced a HUD meeting on Thursday, March 10 in Concord and Tuesday April 5 in
Boston. The CoC Board has a conflict with the March 10th meeting. The planning grant was
executed and the process of transferring it to Maine Housing has begun. The group discussed a
May 4th meeting with Bob and Lynn Morrow from HUD for input on the transfer of the
collaborative applicant from the City of Portland.
