Peaks Island Council WORKSHOP MINUTES Wednesday, September 24, 2025, 6:15 p.m. Hybrid ZOOM/in-person meeting in the Community Center NEXT Regular Monthly PIC Meeting October 22, 2025 CALL TO ORDER: 6:21 p.m. ROLL CALL Present: Laura Glendening, Karsten Rees Absent: Jess Burton, Fred Somers, Scott Mohler, Shelagh Reiser, Norm Proulx Number of Audience Members (AM) in attendance: 8 in person, no zoom APPROVAL OF MINUTES No quorum so unable to approve minutes from August 27th PIC meeting. ANNOUNCEMENTS No announcements. TREASURER’S REPORT No Treasurer’s Report. PUBLIC COMMENT (beginning of meeting) COMMITTEE REPORTS & UPDATES • Executive Committee – No update. • Environmental and Sustainability and Parks and Rec Committee Mary Ann Mitchell said that PEAT received a mini grant and will use the money to host a celebration after the exercise equipment at Trott Littlejohn Park has been installed. Mitchell said it will take a year to install and bring to fruition an on-island compost project behind the area at Trott Littlejohn Park that was once used as a skate park. Once installed, compost will not have to be transported off the island. Mitchell said that Cultivating Community has made a change to the waiting list for the community garden plots. The waiting list for getting a plot in the island garden will be a separate list. • Ferry Service PIC September 24, 2025 Meeting Minutes, DRAFT. Page 1 Glendening said that ferry ridership numbers were provided by CBL board member Jean Hoffman, and the report is available on the drive and can be used by the Island Assessment Committee. • Housing and Zoning Committee – ReCode Zoning survey Rees said the Housing and Zoning committee met to discuss proposed amendments to the land use code. The committee also met with the Planning Department. The Planning Department provided feedback about the implications of implementing the PIC Housing and Zoning Committee amendments. The Committee will seek approval from the PIC before bringing the amendments before the City Council. • Island Assessment – Mary Ann Mitchell said the committee is trying to assemble a working group. So far, the group is Patty and Bill Zimmerman, Tanya Seredin, Steve Mohr, Jess Burton and Fred Somers. • Paper Roads No update. • Parking Reiser sent update via email and Glendening shared it with the group. The City Parking division has installed clear signage at Thames Street parking lot to prevent confusion about where islanders can park. Discussions continue with city regarding reducing the number of weeks that there is no parking due to the street cleaning schedule. The committee met with the new owners of the CBL garage. New owners said there are no changes to rules and regulations. The winter- only parking option will continue. • Golf cart No update. • Election Committee The election committee, Rees, Glendening and Jerzy Sylvester, will meet after this meeting to discuss Candidates’ Night. OLD BUSINESS None discussed without a quorum. NEW BUSINESS None discussed without a quorum. PUBLIC COMMENT AM asked for update about stairs going to the public beach at ferry beach. Glendening said that is a question for Bill Patnaude and it will be on the agenda for the PIC meeting in October. AM said that the handrail at the boat is in disrepair and a safety hazard for people with mobility issues who rely on it. PIC September 24, 2025 Meeting Minutes, DRAFT. Page 2 AM said that uneven sidewalks on the way up from the boat also present a safety hazard. Rees said he would contact Bill Patnaude with those questions. Rees said that he emailed the neighborhood prosecutor that was assigned to work on removing the boat on ferry beach and he has not heard back from them.
