BUDGET COMMITTEE
CITY OF PRYOR CREEK, OKLAHOMA
TUESDAY, JUNE 9, 2026 AT 5:30 PM
The Budget & Personnel Committee of the City of Pryor Creek, Oklahoma met in regular session on the above
date and time in the Council Chamber upstairs at City Hall, 12 North Rowe Street in Pryor Creek, Oklahoma.
Notice of these meetings was posted on the East bulletin board located outside to the South of the entrance
doors and the City website at www.pryorcreek.org. Notice was also emailed to the Council members.
1. CALL MEETING TO ORDER.
Choya Shropshire called the meeting to order at 5:30 p.m. Members present: Choya Shropshire and Lori Bradshaw.
Members absent: Charles Tramel.
Others present: Mayor Zac Doyle, Kemmie Shropshire and Joshua Lee.
1a. PETITIONS FROM THE AUDIENCE.
None.
1b. DISCUSSION AND POSSIBLE ACTION TO APPROVE THE MINUTES OF THE MAY 12, 2026
MEETING.
Motion was made by Bradshaw, second by Shropshire to approve the minutes of the May 12, 2026
meeting. Voting yes: Bradshaw and Shropshire. Voting no: none. Motion passed.
2. MAYOR’S REPORT.
2a. TAX REPORTS.
Mayor Doyle reported that sales tax revenue has maintained the positive trend, with average monthly sales
tax income approximately $30,000.00 higher than the previous year. He stated that use tax income saw an
even larger increase in average monthly income, approximately $40,000.00 over last year. He also reported
small increases to both tobacco tax and hotel/motel tax income over the previous year.
2b. REVIEW OF FINANCIAL STATUS.
Mayor Doyle stated that the year's financials look promising as they near the end of the fiscal year. He
stated that the city is expected to overshoot the accountant's estimated surplus of $500,000.00.
2c. GENERAL FUND BUDGET REVIEW.
Mayor Doyle reported that several recent development purchases are expected to drive increased sales and
use tax revenue in the coming year.
2d. DISCUSSION REGARDING THE 2026-2027 FISCAL YEAR BUDGET PROCESS.
Mayor Doyle stated that the budget has remained healthy this fiscal year, and he will attempt to maintain
the status quo with the new fiscal year while addressing some areas that have been underfunded in the
interim.

3. ACTION ITEMS:
3a. DISCUSS, POSSIBLY RECOMMEND COUNCIL ACTION REGARDING A HOTEL/MOTEL
GRANT APPLICATION FROM PRYOR AREA ARTS AND HUMANITIES COUNCIL FOR
MISSOULA CHILDREN’S THEATRE, TO BE HELD JUNE 8-JUNE 12, 2026, IN THE AMOUNT
OF $2,500.00.
Motion was made by Bradshaw, second by Shropshire to recommend Council action regarding a
Hotel/Motel Grant application from Pryor Area Arts and Humanities Council for Missoula Children’s
Theatre, to be held June 8-June 12, 2026, in the amount of $2,500.00. Voting yes: Shropshire and
Bradshaw. Voting no: none. Motion passed.
3b. DISCUSS, POSSIBLY RECOMMEND COUNCIL ACTION REGARDING THE CREATION,
REVISION OR RECLASSIFICATION OF CERTAIN JOB DESCRIPTIONS FOR CITY
PERSONNEL.
Motion was made by Bradshaw, second by Shropshire to recommend Council action regarding the creation,
revision or reclassification of certain job descriptions for city personnel. Voting yes: Bradshaw and
Shropshire. Voting no: none. Motion passed.
4. UNFORESEEABLE BUSINESS.
There was no unforeseeable business.
5. ADJOURN.
Motion was made by Bradshaw, second by Shropshire to adjourn at 5:37 p.m. Voting yes: Shropshire and Bradshaw.
