AMENDED AGENDA Queen Creek Town Council Regular Session Community Chambers, 20727 E Civic Parkway May 20, 2026 | 6:30 PM Notice of Regular Meeting and Possible Executive Session of the Town Council: Pursuant to A.R.S. §§ 38-431.02 and 38.431.03, notice is hereby given that the Town Council will hold a Regular Meeting at the date and time specified above. The Town Council may vote during the meeting to enter into Executive Session for legal advice and discussion with the Town Attorney(s) regarding any item(s) on the agenda. Please note that Executive Sessions are not open to the public. The Mayor or presiding officer may modify the order of Agenda Items and/or address items in a sequence deemed appropriate. The Town Council and staff may participate in the meeting in person, telephonically, or electronically. Physical access to the meeting space will be available one-hour prior to the meeting start time. Public Comment: Residents may submit public comments for any item listed under the consent agenda, public hearing, and final action. Members of the public may also submit comments within the jurisdiction of the Town Council for items not on the agenda during public comment. All comments for this Town Council meeting can be submitted in person or via email to PublicComment@QueenCreekAZ.gov. Emails received by 5:00 PM the day of the meeting, will be entered into the official record. Comments are limited to one per person, per Agenda Item. CONSENT AGENDA (Matters listed under the Consent Agenda are considered to be routine and will be enacted by one motion and one vote. Consideration and possible approval of the April 15, 2026 Town Council Budget Meeting and the May 6, 2026 Regular Meeting minutes. B. Consideration and possible approval of Expenditures over $75,000 and items that are of Public Policy and Interest, pursuant to Town Purchasing Policy. (FY25/26 Budget Items) 1. Team Fishel - New Fiber Installation, Repair, and Maintenance: $140,000 (Utilities/Information Technology) 2. E1 - Town Conference Room Audio/Visual System Replacement: $230,000 (Information Technology) 3. Microage - Police Department Storage Infrastructure: Request for an additional $225,000 in spending authority. Council previously approved $220,000 on June 5, 2025. This request will increase spending authority by $225,000, for a total of $445,000 (Information Technology) C. Consideration and possible approval of Resolution 1670-26 adopting the Economic Development Strategic Plan Update. 8. ITEMS FOR DISCUSSION (These items are for Town Council discussion only and no action or public comments will be taken.) A. Notification of financial terms of WIFA $90M Loan. B. Annual "Winter Average" Update to the Wastewater Monthly Bills C. Presentation: CIP Update 9. FINAL ACTION A. Consideration and possible approval of Delegation Resolution #1669-26 authorizing and directing the Town Manager and/or Capital Improvement Projects Department Director to take any and all action necessary; and to sign any and all documents, contracts, and/or agreements related to the new Queen Creek Police Department Headquarters and Associated Parking (CIP Project Nos. MF020 and MF021) in the amount of $11,318,915. (This is a FY 2025/26 budgeted item) B. Discussion and possible approval of the FY 2026-27 Town of Queen Creek Corporate Strategic Plan. C. Consideration and possible adoption of Ordinance 890-26, an Ordinance of the Common Council of the Town of Queen Creek, Arizona, amending the Queen Creek Town Code Chapter 9, Offenses, Article 9-7, Parking and Obstructions; Amending Article 9-8, Town Property, Parks and Recreation; Amending Article 9-10, Traffic; amending Article 9-11 Operation of Bicycles and Other Power-Driven Mobility Devices; amending Chapter 11, Traffic, Article 11, General; amending Chapter 11, Traffic, Article 11-1, General; amending Article 11-2, Permanent Traffic Control; amending Article 11-5, Operation of Bicycles and Other Power-Driven Mobility Devices; adding Article 11-14, Removal, Seizure, Impound, and Release; and amending Chapter 15, Parks and Recreation, by adding Article 15-5, Town Property; Providing for Penalties; and Declaring an Emergency. 10. PUBLIC HEARING CONSENT AGENDA A. Consideration and possible recommendation of approval on a new Series 009 Liquor Store License application submitted by Ryan Witner Anderson on behalf of Safeway Fuel #209 located at 22981 E Riggs Road, Queen Creek. 11. PUBLIC HEARINGS A. Public Hearing and possible action on the Circle K fuel station Conditional Use Permit (Case P25-0080) and Site Plan (Case P25-0081), a request by Brennan Ray of Ray Law Firm for Conditional Use Permit and Site Plan approval of a fuel service station and convenience store located on the northwest corner of Ocotillo and Meridian roads within the Avalon Meridian commercial center.
