CONSENT AGENDA
(All items under the Consent Agenda are considered to be routine in nature and will be
enacted by one motion. There will be no separate discussions of these items unless a
Council Member so requests, in which event, the item will be removed from the
Consent Agenda and considered as the first item after approval of the Consent
Agenda.)
8. PETITIONS
8a. Special Event Application requesting permission to hold the Quincy University’s
Homecoming Parade Thursday, October 2, 2025. Parade starts at 5:30 p.m. at 18th Street to
Oak Street, turning east on Oak Street to 20th Street. The closure of 20th Street, College
Avenue to Elm Street (8:00 a.m. to 9:00 p.m.); 18th Street, Oak to Lind Street and Oak Street,
18th to 20th Streets (5:30 p.m. to 6:00 p.m.), and barricades are requested. The applicant has
submitted all required documentation, and approval is recommended by the Department of
Utilities & Engineering. Ward 2

8b. Special Event Application requesting permission to hold the Veteran’s Day Parade on
Saturday, November 8, 2025 starting at 10:00 a.m. at 12th and Maine Street and proceeding
west to 5th Street. Maine Street, 5th to 18th (barricades placed at all intersecting streets) will
be closed from 6:00 a.m. until 12:00 p.m. (noon) and “No Parking” signs will be placed on both
sides of Maine Street, 5th to 12th Streets by the close of business day on Friday, November
7th. The applicant has submitted all required documentation, and approval is recommended
by the Department of Utilities & Engineering. Wards 4,7
8c. By Quincy Public Schools Foundation requesting permission to conduct a raffle and have
the bond requirement waved from now through November 7, 2025. The City clerk
recommends approval of the permit.

10. RESOLUTIONS
10a. Public Works Director, Purchasing Agent, and Central Services Committee
recommending approval to go into an agreement with GovDeals.com for the sale of unused
vehicles and equipment.
10b. Public Works Director, Engineering Manager, and Central Services Committee
recommending approval of the invoice in the amount of $12,500.00 from R.W. Reichert
Trucking Services, LLC for the purchase and delivery of twenty-four (24) truckloads of topsoil
for the cap’s vegetated cover.
10c. Public Works Director, Engineering Manager, and Central Services Committee
recommending approval of the quote in the amount of $18,880.00 to go into a one (1) year
pavement rating subscription contract with Vaisala of Boulder, CO to identify and rate
pavement conditions, assess pavement marking conditions, and catalog road signage from
smart phone video footage.

11. RESOLUTION
11a. Chief of Police and the Police Aldermanic Committee recommending approval of a two-
year contract with Flock Safety for the lease-purchase of the 20 fixed location license plate
reader cameras in the amount of $128,750.00, of which $66,250.00 will be paid from the
police department’s FY 2026 budget for the year one contract cost.

12a. Adoption of an Ordinance entitled: An Ordinance Establishing And Imposing Certain
Business District Taxes In The City Of Quincy 54th Street Business District. Ward 3
12b. Second presentation of an Ordinance entitled: An Ordinance Granting A Special Use
Permit For A Planned Development. (1603 Center Avenue, operate a maternity house for up
