CONSENT AGENDA
(All items under the Consent Agenda are considered to be routine in nature and will be enacted by one
motion. There will be no separate discussions of these items unless a Council Member so requests, in
which event, the item will be removed from the Consent Agenda and considered as the first item after
approval of the Consent Agenda.)
9. PETITIONS
9a. By the Lighting of the Park Celebration and Phillip Carlstrom requesting to close 5th St from Maine St
1
to Hampshire St, with barricades provided from 6pm – 6:30pm on November 29, 2025. Ward 7
9b. By the QND Foundation requesting to close Jackson St between 9th St and 10th St and 9th St south
to Harrison for the installation of new field lighting for QND from 7am – 5pm on December 8th – 10th.
They are requesting 8 barricades. Wards 6, 7
9c. Special Event Application from Friends of the Lorenzo Bull House, Quincy Art Center, and Quincy
Museum requesting permission to hold the Miracle on Maine Street event on Saturday, December 6th,
from 3:00pm to 7:00pm at Lorenzo Bull Park located at 1550 Maine St. Closure of Jersey Street from
16th St, west to the alley entrance, from 1:00pm to 7:00pm, and that the City provide barricades is
requested. “No Parking” signs placed along Jersey St from 16th St west to the alley on the morning of
December 6th are also requested. The applicant has submitted all required documentation, and
approval is recommended by the Department of Utilities & Engineering. Ward 4
9d. Revocable Permit for Encroachment of City Right-of-Way from Crystal Hudak, owner of property
located at 1615 Ohio St., requesting permission to place a ground plaque at the base of a newly planted
tree subject to certain conditions. Ward 6
10. RESOLUTIONS
10a. Insurance Committee and Personnel Committee recommending approval of Blue Cross Blue Shield
of Illinois health and dental insurance plans for 2026 for the City of Quincy employees at a 10.8%
increase.
10b. Airport Director recommending approval to execute an amended grant agreement with Federal
Aviation Administration and the State of Illinois for construction oversite of FAA owned approach lights
and navigational aids to rehabilitate runway 4-22 Phase 4. This project is to be 95% funded by the FAA’s
Airport Improvement Program, 2.5% by the State, and 2.5% by the City of Quincy, with the City’s
amended share being $26,250.
10c. Airport Director and Aeronautics Committee recommending approval of the quote in the amount of
$14,544.21 from Hughey & Phillips of Coral Springs, FL for the purchase of twelve (12) fixtures and
fifteen (15) couplings for runway light fixtures at the Regional Airport.
10d. Engineering Manager, Public Works Director, and Central Services Committee recommending
approval to enter into an agreement with the Illinois Department of Transportation for the use of Motor
Fuel Tax Funds in an amount of $140,000 for the modernization and replacement of traffic signals on
Broadway between 38th and 63rd Streets.
10e. Resolution for Improvement under the Illinois Highway Code to use Motor Fuel Tax Funds in the
amount of $175,000 for proposed modernization and replacement of traffic signs on Broadway between
38th and 63rd Streets.
11. ORDINANCES
11a. Adoption of an Ordinance entitled: Ordinance Authorizing Lease To American Tower
Corporation. (Cell tower, 2018 Jennifer Lane). Ward 3
11b. Second presentation of an Ordinance entitled: An Ordinance Granting A Special Use Permit For a
Planned Development (Landscaping business at 2126 S. 12th St). Ward 6
