Special Event Application from Horizons Soup Kitchen, requesting permission to hold the Race Against Hunger 5K Run and Walk on Saturday, April 11, 2026 beginning at Clat Adams Park, proceeding north on Bonansinga Drive to north of Cedar Street, turn left to Quinsippi Island towards the marina, turn around and proceed back along the race route, to Bonansinga Drive and proceed south to Clat Adams Park. They request the closure of Bonansinga Drive and Broadway to Cedar (north of entrance to Quinsippi Island) from 5:00 a.m. until 10:00 a.m. and that the City provides barricades and cones. The applicant has submitted all required documentation, and approval is recommended by the Department of Utilities and Engineering. Wards 1, 2 9. SALES TAX REPORT: December, 2025 - $1,555,187.44 10. Transportation Director recommending approval of the resolution authorizing Quincy Transit Lines to apply for the Downstate Operating Assistance Grant. 11b. Transit Committee, the Director of Administration, and the Transportation Director recommending approval of the resolution authorizing execution and amendment of Section 5311 Grant agreement. 11c. Transit Committee, the Director of Administration, and the Transportation Director recommending approval of the resolution authorizing the acceptance of the “Special Warranty” included in the 5311 Federal grant opportunity. 11d. Information Technology Director recommending approval of the quote from SHI International Corp. totaling $158,858.83 for the purchase of updated core switches. 11e. Public Works Director and Utilities Committee recommending approval of the low bid from Sterling Water Technologies of Columbia, TN, for the purchase of approximately twenty (20) tons of monosodium phosphate at the cost of $3,196.35 per ton. 11f. Resolution Authorizing Mayor To Inform DCEO Of Quincy’s Intent To Establish A Star Bond District prior to the June 1, 2026 deadline. 12. ORDINANCES 12a. Adoption Of An Ordinance Entitled: An Ordinance Amending title VII (Traffic Code) Of Chapter 82 (Parking Schedules) Of The Municipal Code Of The City Of Quincy Of 2015. (Removing “No Parking” on west side of 18th Street between College and a point 150’ south.) Ward 2 12b. Adoption Of An Ordinance Entitled: An Ordinance Amending title VII (Traffic Code) Of Chapter 82 (Parking Schedules) Of The Municipal Code Of The City Of Quincy Of 2015. (Amend school no parking zones.) 12c. First Presentation Of An Ordinance Entitled: An Ordinance Amending Title XI (Business Regulations) Of Chapter 125 (Taxicabs And Limousines) Of The Municipal Code Of The City Of Quincy Of 2015. 12d. First Presentation Of An Ordinance Entitled: An Ordinance Vacating Undeveloped Alley.
