CITY CLERK PRESENTS AND READS THE FOLLOWING: 12. PETITIONS 9a. Application for Revocable Permit for Encroachment of City Right-of-Way from the Quincy Area Convention and Visitors Bureau requesting permission to display banners across 5th & Maine Streets at various times between May 4, 2026, and November 23, 2026 for various events. They request that the Central Services Department assist with the installation and removal of the banners. The Director of Public Works presents this request subject that the City is not responsible for damage to the banners. Ward 7 9b. Application for Revocable Permit for Encroachment of City right-of-way from Jonathon Schemerhorn requesting permission to install a sign over City right-of-way on property located 1 at 835 Maine Street. The Engineering Manager presents this request subject that the sign must be located at least 10 feet above the sidewalk and structurally sound, the sign must be properly lit according to City Code, and proper permits must be obtained from the Department of Inspection & Enforcement prior to the installation of the sign. Ward 7 13. REPORT OF THE TRAFFIC COMMISSION 10a. Recommending the referral to install a streetlight near the property line of 1519 and 1523 Oak Street be granted and that Ameren Illinois be notified of the additional lighting request. Ward 2 14. RESOLUTIONS 11a. Transportation Advisory Committee and the Transportation Director recommending approval to renew the service maintenance agreement with Routematch at a cost of $27,665.62 for the scheduling software maintenance. 11b. Public Works Director and Engineering Manager recommending approval of the proposal in the amount of $12,000.00 from Apex Land Survey of Palmyra, MO for topographic surveying services for North 12th Street between Chestnut and Locust Streets. 11c. Public Works Director recommending approval of the proposal in the amount of $22,500.00 from Countryside Lawn and Landscape LLC of Lewistown, MO for lawn maintenance services on City-owned properties and right-of-way throughout the city of Quincy. 15. Public Works Director and Engineering Manager recommending approval of the bid in the amount of $312,898.79 from Brown Electric of Quincy, IL for the replacement of traffic signal vehicle detection systems. 17. Second Presentation Of An Ordinance Entitled: An Ordinance Amending Title XI (Business Regulations) Of Chapter 125 (Taxicabs And Limousines) Of The Municipal Code Of The City Of Quincy Of 2015. 13b. Second Presentation Of An Ordinance Entitled: An Ordinance Vacating Undeveloped Alley. (Approximately 2,900 square foot (141 by 20 ) portion of undeveloped east/west alley, bounded by North 3rd Street, North 4th Street, Cherry Street and Cedar Street.) 13c. First Presentation Of An Ordinance Entitled: An Ordinance Amending Title XI (Business Regulations) Of Chapter 112 (Amusements) Of The Municipal Code Of The City Of Quincy Of 2015.
