Mr. Gillespie made a motion to approve agenda as presented, Mr. Gropman seconded the motion.

CITIZEN COMMENTS ON PUBLIC MATTERS:

WORK SESSION
Mrs. Fancon shared state code regarding Recreational Cannabis stores. Planning Commission will need
to discuss where the appropriate locations of the stores can be, along with limit hours of operation and site
development standards.
Mr. Gillespie asked how many stores we could have.
Aphi responded we do not know at this point, as we are still waiting on guidelines from the state.
Rob Gropman asked how Roanoke was able to charge a flat fee for vape shops.
Staff responded we were not sure how they were able to impose it.
Mr. Gillespie asked if we knew where Blacksburg was in the process.
Mrs. Fancon shared that the Planning Commission is working on a draft.
She also clarified the Homestay section of the proposed Zoning Ordinance. She shared as they requested,
it would be allowed by home occupied residences within residential districts. If someone had single-
family house within business district, you could still allow as home occupation.
The Homestay will be in with the current work for the zoning update. Bart asked if we could clarify the
primary resident. He gave an example of someone who is a homeowner, but lives with a significant
partner and uses home as Air Bnb full time.
Staff stated they would not be allowed to do so year-round.
Mr. Gillespie asked once we implement, would existing Air BnB’s have comply with current zoning.
Staff responded that they would have to.
Staff will look at the business district for ways to implement Air Bnb’s.
Dr. Pearce asked if there was a current draft so they can look at the full document.
Aphi shared should be ready July 2nd.
STAFF REPORT – Staff reminded the commissioners of the July 13 work session City Council at
6:00pm.
