Dear Honorable Mayor and Council Members,
We are writing to respectfully request that the Mayor and Council consider adopting an
ordinance regulating or prohibiting the planting of invasive running bamboo within Ramsey.
Our family is currently dealing with a significant bamboo encroachment problem caused
by a neighboring property owner who planted running bamboo only a few feet from our
shared property line. The bamboo has spread onto our property and continues to send up
new shoots despite repeated efforts to remove them.
Running bamboo spreads through an extensive underground rhizome system that is highly
invasive and extremely difficult to eradicate. Removing visible shoots does not eliminate
the plant because the root system remains active underground and continues to spread.
Complete removal often requires excavation and specialized remediation, resulting in
substantial expense for affected property owners.
We are concerned that the continued spread of this bamboo may eventually damage our
foundation, landscaping, fencing, and other improvements on our property. In addition,
two other nearby homeowners are experiencing similar encroachment issues from the
same bamboo planting. This illustrates how a single uncontrolled planting can negatively
impact multiple neighboring properties and create ongoing disputes between residents.
Many municipalities throughout New Jersey have adopted ordinances addressing running
bamboo due to the property damage, maintenance costs, and neighborhood conflicts it
can cause. These ordinances often prohibit new plantings, require proper containment
measures, and place responsibility for containment, removal, and any associated costs on
the property owner who planted the bamboo when it spreads beyond their property line.
Such provisions help ensure that neighboring property owners are not unfairly burdened
with the expense and effort required to address a problem they did not create.
We respectfully ask the Mayor and Council to review this issue and consider introducing an
ordinance that would regulate or prohibit invasive running bamboo, require proper
containment of existing bamboo plantings, and hold the property owner who planted the
bamboo responsible for removing it and restoring affected neighboring properties when
encroachment occurs.
We would be grateful for the opportunity to discuss this matter further if the Council
decides to review this issue. We would also welcome the opportunity for Council members
or municipal officials to visit our property, as well as the properties of the two other
affected neighbors, to observe firsthand the extent of the problem. We will be providing
photographs documenting the bamboo encroachment, either with this email or in a
separate submission.
Thank you for your time, attention, and consideration of this important quality-of-life and
property-rights issue affecting Ramsey residents. We appreciate your service to our
community and hope you will consider taking action to protect homeowners from the
costly and ongoing impacts of invasive running bamboo.

Hello,
As a follow up, as you can see from the photographs, the bamboo has already spread extensively
onto our property. There is now a strip of more than three feet along our property line that we are
unable to use or maintain normally because of the constant emergence of bamboo shoots and
underground rhizomes. We never wanted this bamboo on our property, yet we are forced to spend
time and effort digging out roots and shoots on an ongoing basis. Many of these rhizomes extend
several inches below the surface and can run for many feet underground, making removal
extremely difficult. Despite our continued efforts, new shoots regularly appear. We are also
increasingly concerned about the potential impact on our home's foundation and other
improvements if the bamboo continues to spread unchecked.
I apoligize for the delay from my first email and I appreciate the Mayor’s response. We have our late
night with Mayor and Council so I was called into meetings. Once again, thank you all for listening.

To the Mayor and Members of the Governing Body:
We are writing regarding the proposed invasive plant ordinance. While we support efforts
to address the spread of invasive plants such as bamboo, we are concerned that the
ordinance, as drafted, does not adequately protect private property owners whose
neighboring properties are affected.
Section 3-33.5 places responsibility on the invasive plant owner to prevent encroachment
onto adjoining and neighboring properties. However, Section 3-33.6, entitled "Removal,"
provides a specific enforcement and cost-recovery process only when invasive plants
invade Borough-owned property.
Under the proposed ordinance, if invasive plants spread onto Borough property, the
Borough may issue notice, require removal, perform the work if necessary, and assess
costs against the invasive plant owner. No similar enforcement mechanism appears to
exist when invasive plants spread onto a neighboring private property.
As a result, the ordinance creates an obligation for the invasive plant owner but does not
clearly establish a remedy for adjacent property owners who suffer encroachment. The
ordinance should be amended to provide equivalent protections for neighboring property
owners, including a clear process for notice, enforcement, required removal, and recovery
of costs where invasive plants have spread from one private property onto another.
Without such provisions, the ordinance appears to give greater protection to Borough-
owned land than to the private property owners who may be directly impacted by invasive
plant encroachment.
We respectfully request that the governing body consider revising the ordinance to address
this gap before adoption.

Sometime during the late night of 5 July or very early a.m. on 6th July 2026, my car
parked in my driveway was broken into.
Estimate of items taken ~ $720. Main expensive items were:
- Rearview mirrow mounted Falcon Zero 3.5-inch LCD dashcam w/fore/aft cameras,
32gb SD card; $200
- Garmin nuvi 7-inch portable dashboard mounted GPS; $300
- Engine Fault Code Reader; $70.
Smaller items: Dashboard Friction Mount for Garmin GPS, Tire pressure digital gauge,
Cigarette Lighter Splitters (2),

Note:
- Car doors locked
- Driveway motion sensors lights "ON" at night anyone entering driveway and remain on
with movement.
- Cameras and home security signs posted
- MBR overlooks driveway.
I telephoned (@1326) the RPD for an officer (Post 1 or Detective) to investigate at my
residence but after going through a number of menu selections ("Detective 1, Detective
2, Detective 3,") plus other options and unable to speak to an officer, I gave up and
decided to appear at RPD HQ.
Entering the building foyer, no one was at the clear window and no means of making a
contact. Someone began speaking from the adjoining two-way glass section requesting
to know my problem, no idea who I was speaking with or a robot activated voice. A non-
uniformed female appeared at the clear window, asked what I needed, informed me that
a "road cop" will be notified to appear and take my report. Maybe 10 minutes, one
appeared (Badge #187), we entered building, interview room @1400, (noted there
appeared to be officers in various rooms), report taken, officer then requested to exam
my vehicle (parked in Borough Hall lot) -- done. (CAD 26-13962)
With 6-automobile break-ins along Nottingham Road, (between East Crescent Ave and
Rt17S), the residencies appear to be a target rich environment for criminal activity.
There is always a danger if a resident observing a vehicle break-in confronts the
individual(s), or worse, the danger a resident will face in a home invasion.
Ramsey is reported to be an extremely safe suburb with crime rates over 75% lower
than the national average.

AN ORDINANCE AMENDING THE CODE OF THE
BOROUGH OF RAMSEY, COUNTY OF BERGEN,
STATE OF NEW JERSEY AND MORE
PARTICULARLY CHAPTER 3 THEREOF ENTITLED
POLICE REGULATIONS SO AS TO ESTABLISH
SECTION 3-33 CONTROL OF INVASIVE PLANTS
BE IT ORDAINED by the Governing Body of the Borough of Ramsey, Bergen County,
New Jersey that the Code of the Borough and more particularly Chapter 3 thereof entitled
Police Regulations be and hereby is amended and supplemented so as to establish Section
3-33 CONTROL OF INVASIVE PLANTS.
SECTION 1. 3-33 Control of Invasive Plants
3-33.1 Purpose.
The purpose of this legislation is to preserve and protect private and public property from
the damaging spread of invasive plants species, protect indigenous plant materials from
the spread of invasive plant species, and maintain the general welfare of the residents of
the Borough of Ramsey.
3-33.2 Definitions.
“Invasive plants” mean all nature and non-nature vines and vegetation that grow out of
and are competitive, persistent and pernicious. These plants may damage trees,
vegetation or structures. Examples include but are not limited to bamboo (spreading or
running type), ragweed, multi flora rose and kudzu-vine.
“Invasive plant owner” means any property owner or resident who has planted and/or
grows invasive plants or who maintains invasive plants on the property, or who permits
invasive plants to grow or remain on the property even if the invasive plants have spread
from an adjoining property. Any property owner or resident at which invasive plants are
found on the property will be considered an invasive owner, except any property owner
or resident who:
• Did not plant or grow or cause invasive plants to be planted or grown on his
property; and
• Has provided satisfactory proof to the Borough that, within a reasonable period of
time after discovering the encroachment of invasive plants onto the property from
an adjoining or neighboring property, he advised the owner of such property of
his objection to the encroachment of the invasive plants; and
• Has initiated steps for the removal of the invasive plants from the property,
including remedies of law.
“Borough” means the Borough of Ramsey, County of Bergen, State of New Jersey.
3-33.3 Applicability.
For purposes of this section, invasive plants found growing upon a property shall
constitute presumptive evidence that the invasive plants were planted and/or grown by
and/or with the consent of the invasive plant owner.
3-33.4 Prohibition.
Upon the effective date of this provision the planting or growing of invasive plants shall
be prohibited within the Borough. Any person who thereafter plants or grows, or causes
to be planted or grown, invasive plants within the Borough shall be deemed to be in
violation of this section and shall be subject to such penalties as are set forth hereunder.
3-33.5 Regulation.
Any invasive plants that have been planted or otherwise permitted to grow on any
property within the Borough prior to the effective date of this section may remain on such
property subject to compliance with the subsection.
a. Invasive plants shall not be planted, maintained or otherwise be permitted to exist
within 40 feet of the edge of the pavement or traveled portion of any public
roadway in the Borough; and
b. Any invasive plant owner whose property contains invasive plants shall remove
and abate the growth of the invasive plants within 40 feet of the edge of the
pavement or traveled portion of a public road in the Borough; and
c. Each invasive plant owner shall be responsible to ensure that the invasive plants
planted or growing on the property prior to the effective date of this section do not
encroach or grow upon any adjoining or neighboring property or properties,
including all public property and Borough right-of-ways; and
d. Each invasive plant owner shall be required to take such measures as are
reasonable expected to prevent such invasive plats or growing onto adjoining or
neighboring properties. Such measures shall include, but not be limited to,
installation of sheathing comprised of metal or other material impenetrable by
invasive plants at a sufficient depth within the property line or lines where the
running invasive plants are planted or are growing to prevent the growth or
encroachment upon adjoining or neighboring property by the invasive plants.
3-33.6 Removal.
a. In the event the invasive plants growing on an invasive plant owner’s property
invades or grows on an adjoining or neighboring property that is owned or eld on
behalf of the Borough, the Borough shall notify the invasive plant owner in
writing that the invasive plants have invaded the Borough property and that the
invasive plant owner is responsible for the removal of said plants from the
Borough property. This notice shall be sent by certified mail, return receipt
requested and by regular mail to the latest address of the invasive plant owner on
file with the Borough and a copy of the notice shall also be posted at the invasive
plant owner’s property.
b. In the event that the invasive plant owner does not remove or contract for the
removal of the invasive plants from the Borough property, or does not make an
arrangement with the Borough for removal of such invasive plants within thirty
(30) days from the date of the Borough first provided notice pursuant to the
above, the Borough, at its discretion, may remove or arrange for the removal of
such invasive plants from the Borough property. The invasive plant owner shall
be liable and responsible to the Borough for all costs incurred in removing the
invasive plants from the Borough property. Such costs may be assessed against
the property of the invasive plant owner.
3-33.7 Replanting prohibited.
Any invasive plant either or caused to be planted or existing on a property prior to the
effective date of this section may not be replanted or replaced in kind once such said
invasive plant is or has become, for any reason, dead, destroyed, uprooted or otherwise
removed.
3-33.8 Inspections.
All places and premises in the Borough shall be subject to inspection by the Borough
Property Maintenance Officer. Such inspection shall be made if the Property
Maintenance Officer has reason to believe that any section of this chapter is being
violated.
3-33.9 Violations and penalties.
a. Whenever an invasive plant as defined by this chapter is found on any plot of
land, lot or any other premises or place, a violation shall be given to the owner, in
writing, as set forth above, to remove or abate the same within such time as shall
be specified therein.
b. The cost of abatement shall be born by the invasive plant owner.
c. If the invasive plant owner fails to comply with such notice within the time
specified therein, the enforcing official may remove or otherwise control the
invasive plant species and the Borough may thereafter recover the cost of such
removal from the invasive plant owner and place a lien on the property to recover
the cost of invasive plant removal.
d. In addition to the changes set forth above, any invasive plant owner violating any
of the provisions of this section shall for each offense upon conviction in the
Municipal Court of the Borough, pay a fine not to exceed $1,000 and costs of
court or be sentenced to the county jail for a term of not more than thirty (30)
days. Each and every day in which the invasive plant owner shall be in violation
of this ordinance shall constituted a specific offense.
SECTION 2. Repealer.
All Ordinances or parts of Ordinance inconsistent or in conflict with this
Ordinance are hereby repealed as to said inconsistencies and conflicts.
SECTION 3. Severability.
If the provisions of any section, part of any section, or clause or phrase of this
Ordinance is for any reason held to be invalid or unconstitutional, said decision shall not
affect the remaining provisions of this Ordinance. The Governing Body of the Borough
of Ramsey declares that it would have passed the Ordinance and each section and
subsection thereof, irrespective of the fact that any one or more of the subsections,
sentences, clauses or phrases may be declared unconstitutional or invalid.
SECTION 4. Effective Date.
This Ordinance shall take effect immediately upon passage and publication as
required by law.

AN ORDINANCE AMENDING CHAPTER 10 OF THE CODE OF THE BOROUGH OF
RAMSEY, BERGEN COUNTY, NEW JERSEY AND MORE SPECIFICALLY
SECTION 10-23 COMPENSATION
BE IT ORDAINED, by the Mayor and Council of the Borough of Ramsey, Bergen County, New
Jersey that Chapter 10 of the Code of the Borough of Ramsey and more specifically Section 10-23 thereof
entitled Compensation be and hereby is amended and supplemented as follows:
SECTION 1. 10-23.5 Compensation of Borough Administrator
The Borough Administrator shall receive a salary to be fixed by resolution of the Council which
salary shall be within the range of $160,000 to $205,000.
SECTION 2. 10-23.6 Compensation Ranges
The compensation ranges of all titles contained in Section 10-23.6 shall be as follows:

SECTION 3. 10-23.8 Retroactive Provision
The Borough Council, upon adoption of this Ordinance shall fix the compensation of the
officers and employees of the Borough of Ramsey which shall be retroactive to January 1, 2023.
SECTION 4. Repealer.
All Ordinances or parts of Ordinance inconsistent or in conflict with this Ordinance are
hereby repealed as to said inconsistencies and conflicts.
SECTION 5. Severability.
If the provisions of any section, part of any section, or clause or phrase of this Ordinance
is for any reason held to be invalid or unconstitutional, said decision shall not affect the
remaining provisions of this Ordinance. The Governing Body of the Borough of Ramsey
declares that it would have passed the Ordinance and each section and subsection thereof,
irrespective of the fact that any one or more of the subsections, sentences, clauses or phrases may
be declared unconstitutional or invalid
SECTION 6. Effective Date
This Ordinance shall take effect immediately upon passage and publication as required by
law.

WHEREAS, the New Jersey Department of Environmental Protection Fish & Wildlife
Division has made grant funding available via the Community Based Deer Management Grant
Program; and
WHEREAS, the Borough of Ramsey as the Lead Agency for the Northwest Bergen
Cooperative Pricing System which encompasses 13 towns, had applied for and received approval
from the State of New Jersey for grant funding for a Deer Density Study for the 13 towns in a
collective amount of $28,990.72; and
WHEREAS, it is acknowledged that said grant program requires no matching funds be
provided by the Borough and the collective towns of the Northwest Bergen Cooperative Pricing
System taking part in the Deer Density Study.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF
THE BOROUGH OF RAMSEY AS THE LEAD AGENCY FOR THE NORTHWEST
BERGEN COOPERATIVE PRICING SYSTEM THAT:
1. Hereby authorize and approve the project for the Deer Density Study on behalf of
the Northwest Bergen Cooperative Pricing System; and
2. Hereby acknowledge that the Borough and the Northwest Bergen Cooperative
Pricing System will be entering into an agreement with the State of New Jersey and
will be accepting the receipt of grant funds in the amount of $28,990.72 for the Deer
Density Study; and
3. Hereby agree to comply with all applicable Federal, State, and municipal laws,
rules and regulations in its performance pursuant to the agreement; and
4. Authorize Borough Administrator, Bruce Vozeh, to execute said agreement on
behalf of the Governing Body of the Borough of Ramsey as well as the authority to
independently execute any amendments to said agreement.

WHEREAS, the Borough of Ramsey is a municipal corporation of the State of New
Jersey with its principal offices located at 33 North Central Avenue, Ramsey, Bergen County,
New Jersey; and
WHEREAS, there exists a need for professional engineering services to provide design
and construction for Abbey Court Guide Rail improvements without competitive bid procedure
contract pursuant to the provisions of N.J.S.A. 19:44A 20.4 or 20.5 as appropriate; and
WHEREAS, the Borough solicited proposals for said professional services; and
WHEREAS, said authority has recommended award of said contract to Boswell
Engineering, 330 Phillips Avenue, South Hackensack, New Jersey 07601; and
WHEREAS, funds are available for said project; and
WHEREAS, Boswell Engineering has completed and submitted a business entity
disclosure certification which certifies that Boswell Engineering has not made any reportable
contribution to a political or candidate committee in the Borough of Ramsey in the previous one
(1) year and that the contract will prohibit Boswell Engineering from making any reportable
contribution through the term of this contract; and
WHEREAS, the Local Public Contract Law N.J.S.A. 40A:11-1 et. seq. requires that the
resolution authorizing the award for “Professional Services” without competitive bids must be
publicly advertised.
NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Borough
of Ramsey, Bergen County, New Jersey, pursuant to N.J.S.A. 40A:9-1 et. seq. as follows:
1. Boswell Engineering, 330 Phillips Avenue, South Hackensack, New Jersey, a
professional engineering firm of the State of New Jersey, is hereby retained by the
Borough of Ramsey to provide professional services for Abbey Court Guide Rail
improvements in the amount of $11,500 as set forth in the proposal of Boswell
Engineering attached hereto; and
2. This contract is awarded without competitive bid process as a “Professional Service”
under the provisions of the Local Contract Law because the services performed are by
a person authorized to practice a recognized professional as an engineer of the State
of New Jersey and such services are not subject to competitive bidding.

BE IT ORDAINED by the Borough Council of the Borough
of Ramsey, in the County of Bergen, State of New Jersey, as
follows:
Section 1. The Borough of Ramsey, in the County of
Bergen, State of New Jersey (the "Borough") is hereby authorized
to undertake the construction phase of the Fire
Department/Rescue Squad/Office of Emergency Management Station
Complex Project to be located on South Island Avenue in, by and
for the Borough. Said improvement shall include all work,
materials and appurtenances necessary and suitable therefor. It
is hereby determined and stated that said public building to be
constructed will be of "Class B" or equivalent construction as
defined in Section 22 of the Local Bond Law (Chapter 2 of Title
40A of the New Jersey Statutes Annotated, as amended; the "Local
Bond Law").
Section 2. The sum of $15,050,000 is hereby
appropriated to the payment of the cost of making the
improvement described in Section 1 hereof (hereinafter referred
to as "purpose"). Said appropriation shall be met from the
proceeds of the sale of the bonds authorized and the down
payment appropriated by this ordinance. Said improvement shall
be made as a general improvement and no part of the cost thereof
shall be assessed against property specially benefited.
Section 3. It is hereby determined and stated that
(1) said purpose is not a current expense of said Borough, and
(2) it is necessary to finance said purpose by the issuance of
obligations of said Borough pursuant to the Local Bond Law, and
(3) the total estimated cost of said purpose is $15,050,000, and
(4) $720,000 of said sum is to be provided by the down payment
hereinafter appropriated to finance said purpose, and (5) the
estimated maximum amount of bonds or notes necessary to be
issued for said purpose is $14,330,000, and (6) the cost of such
purpose, as hereinbefore stated, includes the aggregate amount
of $200,000 which is estimated to be necessary to finance the
cost of such purpose, including architect's fees, accounting,
engineering and inspection costs, legal expenses and other
expenses, including interest on such obligations to the extent
permitted by Section 20 of the Local Bond Law.

Section 4. It is hereby determined and stated that
moneys exceeding $720,000, appropriated for down payments on
capital improvements or for the capital improvement fund in
budgets heretofore adopted for said Borough, are now available
to finance said purpose. The sum of $720,000 is hereby
appropriated from such moneys to the payment of the cost of said
purpose.
Section 5. To finance said purpose, bonds of said
Borough of an aggregate principal amount not exceeding
$14,330,000 are hereby authorized to be issued pursuant to the
Local Bond Law. Said bonds shall bear interest at a rate per
annum as may be hereafter determined within the limitations
prescribed by law. All matters with respect to said bonds not
determined by this ordinance shall be determined by resolutions
to be hereafter adopted.
Section 6. To finance said purpose, bond anticipation
notes of said Borough of an aggregate principal amount not
exceeding $14,330,000 are hereby authorized to be issued
pursuant to the Local Bond Law in anticipation of the issuance
of said bonds. In the event that bonds are issued pursuant to
this ordinance, the aggregate amount of notes hereby authorized
to be issued shall be reduced by an amount equal to the
principal amount of the bonds so issued. If the aggregate
amount of outstanding bonds and notes issued pursuant to this

ordinance shall at any time exceed the sum first mentioned in
this section, the moneys raised by the issuance of said bonds
shall, to not less than the amount of such excess, be applied to
the payment of such notes then outstanding.
Section 7. Each bond anticipation note issued
pursuant to this ordinance shall be dated on or about the date
of its issuance and shall be payable not more than one year from
its date, shall bear interest at a rate per annum as may be
hereafter determined within the limitations prescribed by law
and may be renewed from time to time pursuant to and within
limitations prescribed by the Local Bond Law. Each of said bond
anticipation notes shall be signed by the Mayor and by a
financial officer and shall be under the seal of said Borough
and attested by the Borough Clerk or Deputy Borough Clerk. Said
officers are hereby authorized to execute said notes in such
form as they may adopt in conformity with law. The power to
determine any matters with respect to said notes not determined
by this ordinance and also the power to sell said notes, is
hereby delegated to the Chief Financial Officer who is hereby
authorized to sell said notes either at one time or from time to
time in the manner provided by law.
Section 8. It is hereby determined and declared that
the period of usefulness of said purpose, according to its

reasonable life, is a period of thirty years computed from the
date of said bonds.
Section 9. It is hereby determined and stated that
the Supplemental Debt Statement required by the Local Bond Law
has been duly made and filed in the office of the Borough Clerk
of said Borough, and that such statement so filed shows that the
gross debt of said Borough, as defined in Section 43 of the
Local Bond Law, is increased by this ordinance by $14,330,000
and that the issuance of the bonds and notes authorized by this
ordinance will be within all debt limitations prescribed by said
Local Bond Law.
Section 10. Any funds received from private parties,
the County of Bergen, the State of New Jersey or any of their
agencies or any funds received from the United States of America
or any of its agencies in aid of such purpose, shall be applied
to the payment of the cost of such purpose, or, if bond
anticipation notes have been issued, to the payment of the bond
anticipation notes, and the amount of bonds authorized for such
purpose shall be reduced accordingly.
Section 11. The capital budget is hereby amended to
conform with the provisions of this ordinance to the extent of
any inconsistency therewith and the resolutions promulgated by
the Local Finance Board showing full detail of the amended
capital budget and capital program as approved by the Director,

Division of Local Government Services, is on file with the
Borough Clerk and is available for public inspection.
Section 12. The Borough intends to issue the bonds or
notes to finance the cost of the improvement described in
Section 1 of this bond ordinance. If the Borough incurs such
costs prior to the issuance of the bonds or notes, the Borough
expects to reimburse itself for such expenditures with the
proceeds of such bonds or notes in the maximum principal amount
of bonds or notes authorized by this bond ordinance.
Section 13. The full faith and credit of the Borough
are hereby pledged to the punctual payment of the principal of
and the interest on the obligations authorized by this
ordinance. Said obligations shall be direct, unlimited and
general obligations of the Borough, and the Borough shall levy
ad valorem taxes upon all the taxable real property within the
Borough for the payment of the principal of and interest on such
bonds and notes, without limitation as to rate or amount.
Section 14. This ordinance shall take effect twenty
days after the first publication thereof after final passage.

SECTION 3. Defense by Affidavit in Certain Cases.
For any reason not listed on this Schedule or on a Local Schedule, a court appearance is
required, unless the court authorizes a defense by affidavit in accordance with the
provisions of R. 7:12-3. For offenses involving traffic accidents resulting in personal
injury, a court appearance is also required.
SECTION 4. Chapter 7. Traffic
7-4 PENALTIES.
Unless another penalty is expressly provided by New Jersey Statute, every person
convicted of a violation of a provision of this chapter or any supplement thereto shall be
liable to a penalty of not more than a minimum fine of $75.00 to $150.00.
SECTION 5. Chapter 8. Municipal Parking Lots and On-Street Parking Areas
8-9 PENALTIES.
For a violation of any of the provisions of this chapter, an offender shall be liable to a
penalty of a minimum fine of $75.00 to $150.00 or imprisonment for a term not
exceeding 15 days, or both. In addition to the aforementioned penalty, if any vehicle is
parked in any municipal parking lot or on-street parking areas in violation of any of the
provisions of this chapter, the Police Department may cause such vehicle to be removed
to such place as is designated by the Borough Director of Public Safety. The owner or
operator of any vehicle so removed shall pay the reasonable cost and expense of such
removal and storage which may result therefrom, and any person desiring to reclaim such
vehicle may do so by paying the expense of such removal and storage.
SECTION 6. Repealer.
All Ordinances or parts of Ordinance inconsistent or in conflict with this Ordinance are
hereby repealed as to said inconsistencies and conflicts.
SECTION 7. Severability.
If the provisions of any section, part of any section, or clause or phrase of this Ordinance
is for any reason held to be invalid or unconstitutional, said decision shall not affect the
remaining provisions of this Ordinance. The Governing Body of the Borough of Ramsey
declares that it would have passed the Ordinance and each section and subsection thereof,
irrespective of the fact that any one or more of the subsections, sentences, clauses or
phrases may be declared unconstitutional or invalid.
SECTION 8. Effective Date.
This Ordinance shall take effect immediately upon passage and publication as required by
law.
