SCHELLING MEMORIAL BOARD ROOM RANTOUL MUNICIPAL BUILDING, 333 S. TANNER, RANTOUL, IL A Regular Study Session of the Board of Trustees of the Village of Rantoul was held at at 6:00 P.M. Mayor Hall called the proceeding to order. Roll Call The Clerk called the roll, finding the following members were physically present: Mayor Hall, Trustees Workman, Crider, Wilson, Graham, Robertson and Haines – 7. The following representatives of Village departments were also present: Scott Eisenhauer, Administrator; Tony Brown, Police Chief; Chad Smith, Fire Chief; Angela Schultz, Comptroller; Andy Graham, Assistant Recreation Director; Chad Isley, Assistant Public Works Director; Chris Milliken; Community Planning and Development; Brian Hunt, Community Development; Debbie Sage, Human Resources; Tana Ward, Executive Assistant, Audio/Visual; Hank Gamel, Deputy Clerk and Janet Gray, Village Clerk Mayoral Proclamation A. The Mayor read a Children’s Mental Health Awareness Day /Month Proclamation and declared May 5, 2026 as Children’s Mental Health Awareness Day in Rantoul. B. Katrina Roberts accepted the Proclamation from the Mayor and addressed the Board regarding the Family First Advocacy Program. Family First Advocacy is committed to building a system of care for children with complex behavioral health needs. C. Presentation A. The Administrator reviewed the Village’s redesigned web site, myrantoiul.com. Approval of Agenda Trustee Crider moved to approve the agenda. Trustee Workman seconded the motion. On a roll call vote: YEAS: Crider, Wilson, Graham, Robertson, Haines and Workman - 6. NAYS: None – 0. The motion carried 6-0. Public Participation Mayor Hall opened the public comment portion of the meeting per the Open Meetings Act. No individuals registered with the Village Clerk prior to the meeting. 1 Page 6 of 42 Items from the Mayor A. Mayor gave a statement regarding Real Estate Tax bills that were recently mailed. There was a discrepancy related to how a portion or a bond for the Electric Department was applied. The Village has made the decision to refund residents for the portion of the tax bill that is above the intended levy., Our priority is to make sure that every resident is treated fairly and that this issue is corrected in a responsible manner. We will continue to keep the community informed as more details become available. B. Appointment of Village Administrator C. Appointment of Chief of Police D. Appointment of Fire Chief E. Trustee Crider asked about the street repairs that are being done on Veteran’s Parkway. The Assistant Public Work’s Director said this is where heavy equipment ran over the payment and the Contractor is repairing those areas. She also asked if information had been distributed regarding free swim lessons for the youth. The Administrator said it had been posted but that he would have it posted again. B. Trustee Robertson asked when the Village was going to try out the street patching machine. The Assistant Public Work’s Director said he is trying to schedule that. The Administrator said he would let the Trustee’s know when a demonstration was scheduled. Items from Clerk A. Minutes of the April 7, 2026 Fiscal Year 2026-27 Budget Hearing B. Minutes of the April 7, 2026 Board Study Session C. Minutes of the April 14, 2026 Board Meeting D. Minutes of the April 17, 2026 Area Disposal Service, Inc Public Hearing Minutes The Clerk stated that the minutes of the April 17, 2026 Public Hearing were the minutes of the Village Board portion of the meeting and not the official record. The Hearing Officer will provide that record to the Board of Trustees. These minutes will go to the Board for approval. Items from Human Resources A. The Village Applicant Demographics Report was listed in the Board Packet. B. Career Opportunities – the Village is still looking for a swim team coach. The practices are in the early morning and they begin in June through the end/middle of July. The Village will have second interviews this week with three Public Works Director candidates. There is one lineman position to be filled. Otherwise the Electric Department is fully staffed. 2 Page 7 of 42 Items from Comptroller No items to report. The Department requested the approval of a Resolution approving the Community Development Block Grant 2026 Annual Action Plan. This is an annual request for funds from the US Department of Housing and Urban Development. This Village is expected to receive $313,967.00 this year. B. The Department requested the approval of an Ordinance approving Rezoning Petition #ZP26-1, and amending the Official Zoning Map, for the property commonly known as 426 East Congress Avenue. The request is to rezone the property from R-4 Multi Family Residential to C-2 General Commercial. The current owner AHRMA is requesting this change to continue operation with an opportunity to expand. They have owned the property for the last 20 years. The Planning and Zoning Commission recommended the approval of this request. C. The Department is requesting the approval of an Engineering Agreement with Hutchison Engineering, Inc. in the amount of not-to-exceed $44,495.00 for Infrastructure Design of Community Development Block Grant funded Infrastructure Improvements. This grant would be used for infrastructure improvements on the property near Champaign Ave. and Charles Dr. where there are room for ten lots that could be developed with single family homes. D. Chris Milliken gave an update on the Downtown Reconstruction & Streetscaping Project. They are working on Tanner Street and hope to get it done by the end of May. Items A – C will go to the Board for approval. Items from the Parks and Recreation No items to report. Items from Public Works A. The Department requested approval to purchase of various materials for the Electric Department proposed Prospect Substation Project from Fletcher- Reinhardt Company in the amount of $137,180.44, with a $8,230.00 Contingency Fund. B. The Department requested approval for an Engineering Agreement for the Power Plant Substation Transformer Replacement with BHMG Engineers, Inc. in the amount of $75,200.00. These items will go to the Board for approval. 3 Page 8 of 42 Items from Administrator A. The Administrator requested the approval of a Development Agreement between Village of Rantoul and Combe Laboratories, Inc. Combe has been looking for a site to consolidate another of their plants. They have chosen Rantoul for that site. They will be investing over $30 million in that expansion. They have asked the Village to extend the property tax abatement from the usual 5 year to 10 years. The Administrator agreed to this request based on the investment Combe will be making. This item will go to the Board for approval. Items from Counsel No items to Report Announcements A. Village of Rantoul Clean-up Day is Saturday, May 16 from 8:00 am to Noon. Residents must Provide a Copy of Utility Bill. B. Residential Electronics Collection Event is Saturday May 16 at Parkland College. Register at ecycle.simplybook.me or call 217-384-3708 . C. Senior Luncheon is Thursday, May 21 at 11:30 am at the Rantoul Recreation Building. Call 217-893-5703 to RSVP. D. Kids Summer Stem Camp is June 1 - July 31 at the Rantoul Youth Center. Cost is $100/week. Call 217-893-5700 to register. E. Forum Fitness Center Youth Membership is Free for ages 14-16 Years. It is for one 3-month Membership per year. Invocation & Pledge of Allegiance Pastor Chris Maldonado of New Hope Community Church opened the meeting in prayer. Following the invocation, Trustee Wilson led the audience in recitation of the Pledge of Allegiance. His project was the beautification of the St. Christopher Beautification Project. Mayoral Proclamation A. The Mayor read a Proclamation name May 23, 2026 as International GM1 Gangliosidosis Awareness Day in Rantoul. The Mayor presented the Proclamation to Connor Rosenbeck and Ashley Thornton, parents of Ezra Rosenbeck, who has this disease. Mrs. Thornton addressed the Board and thanked the Mayor for bringing awareness to this disease. B. Community Development Resolution No. 305 A RESOLUTION APPROVING THE COMMUNITY DEVELOPMENT BLOCK GRANT 2026 ANNUAL ACTION PLAN Trustee Graham moved to pass Community Development Resolution No. 305. Trustee Haines seconded the motion. On a Roll Call vote: YEAS: Graham, Robertson, Haines, Workman, Crider and Wilson – 6. NAYS: None – 0. The motion carried 6-0. 3 Page 14 of 42 D. Other Business A. The Mayor review the process the Village would follow to rebate the over payment on the recent Real Estate bills. Once the first payment is made the County Treasurer will notify the Village and a check will be issued to the property owner. See the attached flyer. B. The Exchange Club will have their Flag Garden again this year recognizing service members. Each flag cost $5.00 and the funds go toward education scholarships. C. The Village was awarded the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association for the financial report for the fiscal year ended April 30, 2025. The Mayor congratulated Angie Schultz, Comptroller and her department for their hard work. E. Public Announcements A. Village of Rantoul Clean-up Day is Saturday, May 16 from 8:00 am to Noon. The revised structure will provide for clearer assignment of responsibilities, establish a defined second-in-command position, and allow Lieutenants to maintain greater oversight of daily patrol operations and departmental functions. The position of Chief of Police shall be appointed by the president of the Village, by and with the consent of the board of trustees. The chief of police need not be appointed from among those appointed police officers of the police department, and need not be a resident of the village at the time of appointment. c. The position of deputy chief of police, which shall be a rank immediately below that of chief of police, shall be exempt from the jurisdiction of the board of fire and police commissioners, shall be appointed from among the full-time police lieutenants then employed by the Village, and such appointment shall be made in accordance with article III of chapter 24 of this Code. Any police lieutenant appointed to the position of deputy chief of police shall serve at the discretion of the chief of police, and if removed from such position by the chief of police, shall revert to the rank of police lieutenant. d. The position of police lieutenant, which shall be a rank immediately below that of deputy chief of police, shall be exempt from the jurisdiction of the board of fire and police commissioners, shall be appointed from among the full-time, police sergeants then employed by the village and such appointment shall be made in accordance with article III of chapter 24 of this Code. All other sub-sections of Section 18-21 shall be renumbered accordingly. The Village of Rantoul currently has eight wells for the raw water supply to the Water Treatment Plant. On average, the plant uses two to three wells at a time. Three of the wells have higher amounts of ammonia and are used sparingly. Well 10 is inoperable at this time. The pump and motor were new in 1996. This work will include a new pump, motor, electric, and well piping.
