Grove Avenue, Rantoul, Illinois Present: Brian Schurter – Commission Member Jose Igartua – Commission Member Chief Tony Brown – Rantoul Police Department Deputy Chief Rodney Sullivan – Rantoul Police Department Deputy Chief Justin Bouse-Rantoul Police Department/Recording Secretary Jack Anderson 1. Call to Order a. Commissioner Schurter called the meeting to order at 1:09 p.m. 2. Approve Minutes a. Commissioner Igartua made a motion to approve the minutes of the regular meeting held Wednesday, October 21, 2020. Commissioner Schurter seconded the motion. Voice vote with two “aye” votes and zero “no” votes. Motion passed. 3. Public Comments a. Jack Anderson advised the “Public Comments” section should be moved ahead of the “Approval of Minutes” section on the agenda. This should be done in the event the public has comments in regards to the previous meeting’s minutes. 4. Old Business a. A discussion by the commissioners and police personnel present was had in regards to the rules and regulations being amended so police applicants who fail to show up for the written test or oral board interview in front of the Commission not be allowed to test for one (1) year from the date of application submission. A further discussion as to the removal of applicants from the final elibility list was had by the commissioners and police personnel present. The specific language that will be added or amended to the rules and regulations will be brought to the commission at their July 2021 meeting. Item tabled to July 2021 meeting. 5. New Business 1 a. A discussion in regards to the removal of two (2) names from the police applicant eligibility was had by the commissioners and police personnel present. Chief Brown advised one applicant failed to turn in their background investigation packet after given several deadlines to do so and after several phone calls reminding him. The second applicant failed to show up for the police administration interview. There were attempts to contact the applicant to reschedule the interview that went unreturned. Commissioner Schurter made a motion to strike the two (2) names from the police applicant eligibility list. Commissioner Igartua seconded the motion. Voice vote with two “aye” votes and zero “no” votes. Motion passed. 6. Other Business a. Commissioner Schurter asked about the status of hiring new police officers. Chief Brown and Deputy Chief Sullivan advised two conditional offers have been extended at this time. The main issue is a lack of available police academies in the state to get the new officers through training. b. The next quarterly meeting of the Rantoul Board of Fire and Police Commissioners is scheduled for Wednesday, July 21, 2021, at 1:00 p.m. in the conference room of the Rantoul Police Department. 7. Adjournment a. A motion was made by Commissioner Igartua to adjourn the meeting. Commissioner Schurter seconded the motion. Voice vote with two “aye” votes and zero “no” votes. Motion passed. Discussion and possible approval of changing the Fire and Police Commission Rules and Regulations to reflect that if new applicants fail to show/call for their scheduled testing, they will have to wait one year before they can be eligible to test again. 5.
