Human Relations Committee 333 S. Tanner Street Rantoul, IL 61866 Phone 217-892-6856 Meeting Agenda Tuesday, February 17, 2026 6:00 p.m. HUMAN RELATIONS COMMITTEE REGULAR MEETING 1. Call to Order 2. Roll Call of members a. Present: Jeremy Dixon, Larissa Smith (came in 6:10 p.m.), Atha Winston, Debbie Sage, Dave Wesner, Jayla Eison, and Niki Pettit b. Absent: Tracy Williams and Nelson Cuevas 3. Approval of Minutes from Previous Meetings a. January 12, 2026 • Niki Pettit – 1st • Atha Winston – 2nd 4. Public Participation • None 5. Items from members a. Up coming event • African Heritage at JW Eater • Feb. 27th, 6pm to 8pm • Village of Rantoul will have a table and will put out the pamphlets b. Who does the following: • Snow removal on roads – Pheasant Ridge • Sidewalks unsafe for people because they are snow covered • Snow covered areas has been getting addressed, but if you hear more, then let the Mayor know • It is on the owner to shovel the snow o Why wouldn’t their maintenance staff shovel the snow? o Owners don’t live here o Maybe, we place an ordinance as others are doing, where owners of these complexes must in the town • What happens if residents are not able to shovel snow? o Is it in their lease? o What does their lease state? o It is more on the management to do? • Trash in neighborhoods – South Pointe • Trash pick up is on the owners of South Pointe • People who don’t live at South Pointe are putting their trash in those dumpsters as well • Possible have someone from South Pointe police the trash area • If residents of South Pointe see that someone is dumping, maybe, they call the police and let them know • If person at the complex is dumping trash and not putting it in the dumpster, then issue a violation o Possible issue a violation with the owner o Possible have more pick up days  If they have more pick-up days, that might cost the tenants more money because it will cost the owners more money for multiple pick ups  It could affect those who are on fixed income • There just needs to be some sort of level of accountability c. Online form • Would like to create an online form for civilians to be able to fill out o Think about what questions to ask on the form and what to be on the form • What happens if we have a tied vote? o Possible have the Chairperson removed to have an odd number o Could have the Chairperson only vote if there is a tie o Possible be able to hold off on the count to the next meeting if there is a tie if someone is absent, so they have the opportunity to vote • Attendance when it comes to committee members o If you are not able to attend, you will need to let Debbie Sage know as soon as possible and the reason  By letting Debbie know as soon as possible, she can determine if the meeting will have a quorum or not o What happens if a person misses multiple times?  Debbie will reach out to that person  If the person is no longer interested, then she will let the Mayor know and update the committee members  It will be up to the Mayor find a replacement 6. Items to be reviewed a. Brochure final review • Approval o Nikki Pettit – 1st o Larissa Smith – 2nd • Would like to have one that is translated to Spanish • Hand out to different areas in Rantoul such as: Multi Cultural Center, Youth Center, Churches, and Schools b. Review of Bylaws and Ordinance, are there any updates that you want to make? • Review – within 7 days of filing a complaint Page | 2 o When would that 7 days count? It would be up to the committee on when they would like to have the start date. o Talked about sending the complaint by certified mail and regular mail • Dave will update changes to be consistent by the next meeting 7.
