Order of Business The presiding officer shall determine the order of the agenda and all questions of parliamentary procedure at the meeting. Items on the agenda may be taken out of order. The public body may combine two or more agenda items for consideration; remove an item from the agenda; or delay discussion relating to an item on the agenda at any time. Items scheduled to be heard at a specific time will be heard no earlier than the stated time but may be heard later. Public Comment Public comment is limited to three (3) minutes per person. Unused time may not be reserved by the speaker, nor allocated to another speaker. No action may be taken on a matter raised under general public comment until the matter is included on a subsequent agenda as an action item. Business Items B.1 Review, discussion, and possible approval of the below invoices. The City will pay the invoices and seek 75% reimbursement from the Water Management Fund from the Western Regional Water Commission and 25% reimbursement from the Nevada Department of Transportation per the Interlocal Agreements. (For Possible Action) (i) Balance invoice # 213136-0624, dated July 2, 2024, in the amount of $31,680.38, related to Stormwater Monitoring for FY23/24. (ii) NCE Invoice #167352502, dated July 15, 2024, in the amount of $2,268.75, related to Watershed Assessments for FY23/24 and FY24/25. (iii) USGS Invoice #91175386, dated July 10, 2024, in the amount of $3,445.00, related to Stormwater Monitoring for FY23/24. B.2 Review, discussion, and possible approval of the below invoices and receipts. The City will seek reimbursement from the Water Management Fund from the Western Regional Water Commission per the Interlocal Agreements. (For Possible Action) (i) Siteground receipt #R13716771, dated July 8, 2024, in the amount of $275.76, for renewing the annual webhosting of TMstormwater.com. B.3 Review end of year FY23/24 SWPCC budget. (For Discussion Only) B.4 Review, discussion, and possible approval of the SWPCC FY24/25 Roadmap. (For Possible Action) B.5 Stormwater Monitoring program update provided by Balance Hydrologics for FY23/24 and FY24/25. (For Discussion Only) B.6 Water Quality Credit Trading Program update and review of NDEP comments. (For Discussion Only) B.7 Nomination and election of chair for new fiscal year, to commence at the July 2024 SWPCC meeting. (For Possible Action) C. Standing Agenda Items (For Discussion Only) C.1 Stormwater Management Program activities including but not limited to Construction, Industrial, Monitoring, Public Outreach, Maintenance, IDDE, and Post Construction elements in support of the Truckee Meadows Storm Water Program.
