Order of Business
The presiding officer shall determine the order of the agenda and all questions of parliamentary procedure at the
meeting. Items on the agenda may be taken out of order. The public body may combine two or more agenda items
for consideration; remove an item from the agenda; or delay discussion relating to an item on the agenda at any
time. See, NRS 241. Items scheduled to be heard at a specific time will be heard no earlier than the stated time, but
may be heard later.
Virtual Public Comment
No action may be taken on a matter raised under general public comment until the matter is included on a
subsequent agenda as an action item.
Pursuant to NRS 241, those wishing to submit public comment may do so through the online public comment form
found at Reno.Gov/NABPublicComment, by sending an email to nabs@reno.gov, by leaving a voicemail at 775-
433-4491 or at the meeting during virtual public comment. Public comment is limited to three (3) minutes per
person. Comments received prior to 4:00 p.m. on the day preceding the meeting will be transcribed, provided to the
Board/Commission/Committee for review, and entered into the record. Comments received after 4:00 pm on the
day preceding the meeting will be provided to the Board for review prior to adjournment, and entered into the

B.6 Development Projects (Information Item Only) – Following presentations by the
project’s developer or representative, NAB members and the public will have the
opportunity to ask questions about the project and provide feedback. The NAB will not
take any action on development projects. NAB members and the public are encouraged to
complete the development project review form with their input. All development project
review forms submitted to the community liaison at the NAB meeting or via the online form
will be submitted to the Reno Planning Commission for consideration in the development
review process. City of Reno Planning staff will be available for questions but will not
provide project presentation
B.6.1 Sierra Senior Care PUD Amendment (LDC22-00050) – A request has been
made for an amendment to the Sierra Senior Care Planned Unit Development
(PUD) zoning district design standards handbook to allow for 96 multi-family
dwelling units on the vacant northern ±3.26 acre portion of the PUD. Also, in order
to accommodate the proposed use, various additions to design standards are
proposed including: building architecture, setbacks, lighting, landscaping, parking,
etc. The ±5.09 acre PUD is generally located north of the terminus of Beck Street
and south of Mountain View Drive. The site has a Master Plan land use
designation of Multi-Family Neighborhood (MF).
B.6.2 Stone & Key (LDC22-00051) – A request has been made for a conditional use
permit to allow “Amusement or Recreation, Outside” and “Live Entertainment” land
uses to facilitate outdoor festivals, concerts, recreation and events. The site is
located in the both the General Commercial (GC) zoning district on the east half
and the Industrial (I) zoning district on the west half. The ±3.26 acre site is located
on the northwest corner of Keystone Avenue and West Commercial Row. The
subject site has a Master Plan land use designation of Suburban Mixed-Use
(SMU).
B.6.3 85 Keystone Avenue Specific Plan District (LDC22-00053) – A request has
been made for a rezoning from Professional Office (PO) to Specific Plan District
(SPD). The ±0.47 acre site is located on the southwest corner of the intersection
between Keystone Avenue and West 1st Street. The site has a Master Plan
landuse designation of Suburban Mixed-Use (SMU).
B.6.4 Grab & Go (LDC22-00054) - A request has been made for a conditional use
permit to allow for package alcohol sales accessory to the primary use of a
convenience store in the Mixed-Use Urban (MU) zone. The ±1.09 acre site is
located on the northwest corner of West 4th Street and Cemetery Road. The
subject site has a Master Plan land use designation of Urban Mixed Use (UMU).
