Pursuant to NRS 241, supporting material is made available to the general public at the same time it is provided to the public body. Order of Business The presiding officer shall determine the order of the agenda and all questions of parliamentary procedure at the meeting. Items on the agenda may be taken out of order. The public body may combine two or more agenda items for consideration; remove an item from the agenda; or delay discussion relating to an item on the agenda at any time. See, NRS 241. Items scheduled to be heard at a specific time will be heard no earlier than the stated time, but may be heard later. Public Comment In-Person A person wishing to address the public body shall submit a “Request to Speak” form to the presiding officer. Public comment, whether on items listed on the agenda or general public comment, is limited to three (3) minutes per person. Unused time may not be reserved by the speaker, nor allocated to another speaker. No action may be taken on a matter raised under general public comment until the matter is included on an agenda as an item on which action may be taken. The presiding officer may prohibit comment if the content of comments is a topic that is not relevant to, or within the authority of, the public body, or if the content is willfully disruptive of the meeting by being irrelevant, repetitious, slanderous, offensive, inflammatory, irrational or amounting to personal attacks or interfering with the rights of other speakers. Any person making willfully disruptive remarks while addressing the public body or while attending the meeting may be removed from the room by the presiding officer, See, NRS 241 and the person may be barred from further audience before the public body during that session. See, Nevada Attorney General Opinion No. 00-047 (April 27, 2001); Nevada Open Meeting Law Manual, § 8.05. Examples of disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause, heckling, name calling, use of profanity, personal attacks, physical intimidation, threatening use of physical force, assault, battery, or any other acts intended to impede the meeting or infringe on the rights of the public body or meeting participants. Business Items B.1 Reno Police Department Quarterly Report – (Discussion Item Only) Presentation by RPD B.2 Development Projects - (Discussion Item Only) Following presentations by the project’s developer or representative, NAB members and the public will have the opportunity to ask questions about the project and provide feedback. The NAB will not take any action on development projects. NAB members and the public are encouraged to complete the development project review form with their input. All development project review forms submitted to the community liaison at the NAB meeting or via the online form (https://goo.gl/cLVC08) will be submitted to the Reno Planning Commission for consideration in the development review process. City of Reno Planning staff will be available for questions but will not provide project presentation B.2.1 LDC22-00077 (Peavine Employment Center MSPR) – A request has been made for a major site plan review to allow: 1) disturbance of a major drainageway; and, 2) grading cuts 20 feet or greater in depth and fills 10 feet or greater in height. The ±210.52 acre site is generally located to the southeast of the intersection of Red Rock Road and Trail Drive. The subject site has a zoning of Specific Plan District (SPD) and a Master Plan land use designation of Mixed-Employment (ME). The zoning district and master plan land use designation are subject to conformance review approval by Truckee Meadows Regional Planning Agency scheduled on May 25, 2022. B.2.2 LDC22-00085 (Mountain View Estates: Unit 5 Zoning Map Amendment) – A request has been made for a zoning map amendment from Single-Family Residential – 11 units per acre (SF-11) to Multi-Family Residential – 14 units per acre (MF-14). The ±33.33 acre project site is located directly west of the roundabout between Ferrari McLeod Boulevard and Remington Park Drive, 300 feet north of Pimlico Street. The site has a Master Plan land use designation of Mixed Neighborhood (MX). B.2.3 LDC22-00086 (Mickey Storage Shed) – A request has been made for a major deviation to reduce the required 5 foot side yard setback by 1.6 feet (32%) resulting in a side yard setback of 3.4 feet to allow for an existing unpermitted ±742 sq. ft. storage shed to be permitted. The subject ±0.253 acre site is located in the Single-Family Residential – 5 units per acre (SF-5) zoning district on the north side of Melody Lane approximately 454 feet west of its intersection with Scenic Terrace Drive. The subject site has a Master Plan land use designation of Single-Family Neighborhood (SF). B.2.4 LDC22-00087 (Mohr North Virginia Warehouse) – A request has been made for a major site plan review to allow: 1) grading resulting in cuts deeper than 20 feet and/or fills greater than ten feet in height; and 2) grading within a major drainageway. The ±29.03 acre site is located on the south side of North Virginia Street, ±130 feet south of its intersection with Stead Boulevard. The subject site is within the Mixed-Use Suburban (MS) and Industrial Commercial (IC) zoning districts and has a Master Plan land use designation of Industrial (I). C.
