website at Reno.Gov. Pursuant to NRS 241, supporting material is made available to the general public at the
same time it is provided to the public body.
Order of Business
The presiding officer shall determine the order of the agenda and all questions of parliamentary procedure at the
meeting. Items on the agenda may be taken out of order. The public body may combine two or more agenda items
for consideration; remove an item from the agenda; or delay discussion relating to an item on the agenda at any
time. See, NRS 241. Items scheduled to be heard at a specific time will be heard no earlier than the stated time, but
may be heard later.
Public Comment
In-Person
A person wishing to address the public body shall submit a “Request to Speak” form to the presiding officer. Public
comment, whether on items listed on the agenda or general public comment, is limited to three (3) minutes per
person. Unused time may not be reserved by the speaker, nor allocated to another speaker. No action may be
taken on a matter raised under general public comment until the matter is included on an agenda as an item on
which action may be taken. The presiding officer may prohibit comment if the content of comments is a topic that is
not relevant to, or within the authority of, the public body, or if the content is willfully disruptive of the meeting by
being irrelevant, repetitious, slanderous, offensive, inflammatory, irrational or amounting to personal attacks or
interfering with the rights of other speakers. Any person making willfully disruptive remarks while addressing the
public body or while attending the meeting may be removed from the room by the presiding officer, See, NRS 241
and the person may be barred from further audience before the public body during that session. See, Nevada
Attorney General Opinion No. 00-047 (April 27, 2001); Nevada Open Meeting Law Manual, § 8.05.
Examples of disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause, heckling,
name calling, use of profanity, personal attacks, physical intimidation, threatening use of physical force, assault,
battery, or any other acts intended to impede the meeting or infringe on the rights of the public body or meeting
participants.

B. Business Items
B.1 Development Projects- (Discussion Item Only) Following the presentation by the
project’s developer or representative, NAB members and the public will have the
opportunity to ask questions about the project and provide feedback. The NAB will not
take any action on development projects. NAB members and the public are encouraged to
complete the development project review form with their input. All development project
review forms submitted to the community liaison at the NAB meeting or via the online form
https://forms.gle/niKeFPAGZW8q2pD9A will be submitted to the Reno Planning
Commission for consideration in the development review process. City of Reno Planning
staff will be available for questions but will not provide project presentation.
B.1.1 LDC23-00039 Reno-Stead Corridor Joint Plan Master Plan Amendment-
A request has been made to sunset the Special Planning Area/Reno-Stead Corridor Joint
Plan (SPA/RSCJP) and associated land use designation to generally translate RSCJP
land uses to equivalent standard City of Reno Master Plan land use designations. The
request includes a Master Plan amendment from Special Planning Area/Reno-Stead Joint
Corridor Plan on ±2,844.31 acres to: Parks, Greenways, and Open Space (PGOS) on
±691.74 acres; Unincorporated Transition (UT) on ±360.70 acres; Large-Lot
Neighborhood (LL) on ±474.33 acres; Single-Family Neighborhood (SF) on ±448.11
acres; Suburban Mixed-Use (SMU) on ±417.67 acres; Industrial (I) on ±445.20 acres; and
Public-Quasi Public (PQP) on ±6.56 acres. The subject area includes 1,160 parcels of
land and is generally located on both sides of US 395 between the Golden Valley area
and Red Rock Road.
B.1.2 LDC23-00044 Epic Trailer Storage
A request has been made for a conditional use permit to allow for: a) an outdoor semi-
truck trailer storage facility to operate between the hours of 11:00 p.m. and 6:00 a.m.; and
b) disturbance of a major drainageway. The ±3.01 acre project site is located northeast of
North Virginia Street, ±850 feet southeast from its intersection with Stead Boulevard. The
project site is located within the Industrial Commercial (IC) zoning district and has a
Master Plan land use designation of Industrial (I).
B.1.3 LDC23-00045 Peavine Substation
A request has been made for a conditional use permit for: 1) the establishment of major
utility/ 120kV electrical substation and; 2) grading resulting in cuts deeper than 20 feet
and/or fills greater than ten feet in height. The vacant ±9.74 acre subject site is generally
located on the southwest corner of the intersection of North Virginia Street and Peavine
Peak Road. The site has a zoning designation of Single-Family Residential - 8 dwelling
units per acre (SF-8) and a Master Plan land use designation of Special Planning Area
(SPA). This is a Project of Regional Significance (PRS) for the establishment of an
electrical substation.
B.1.4 LDC23-00046 Battle Born Futbol Complex
A request has been made for a conditional use permit to: 1) allow for development of a
sports arena/stadium in the Mixed Employment (ME) zoning district, 2) grading resulting in
cuts deeper than 20 feet and/or fills greater than ten feet in height, and 3) hillside
development. The ±29.56 acre site is located on three parcels southeast of Bennie Lane
±1,590 feet south of its intersection with Parr Boulevard. The site is zoned Mixed
Employment (ME) and has a Master Plan designation of Mixed-Employment (ME).
B.1.5 LDC23-00047 Luxelocker
A request has been made for an amendment to a previously approved tentative map
LDC22-00029 to change from 165 commercial condominium lots to 184 commercial
condominium lots and associated common areas for a mini-warehouse project. The
±8.151 acre site is located on four parcels north of Panther Drive ±300 feet east of its
intersection with North Virginia Street. The site is within the Mixed-Use Suburban (MS)
zoning district and has a Master Plan designation of Suburban Mixed-Use (SMU).
