This meeting will be held at the North Valleys Library and via the Zoom video conference platform. Pursuant to NRS 241, supporting material is made available to the general public at the same time it is provided to the public body. Order of Business The presiding officer shall determine the order of the agenda and all questions of parliamentary procedure at the meeting. Items on the agenda may be taken out of order. The public body may combine two or more agenda items for consideration, remove items from the agenda, and/or delay discussion on or continue scheduled agenda items at any time. Items scheduled to be heard at a specific time will be heard no earlier than the stated time but may be heard later. Public Comment Public comment is limited to three (3) minutes per person. Unused time may not be reserved by the speaker, nor allocated to another speaker. No action may be taken on a matter raised under general public comment until the matter is included on a subsequent agenda as an action item. Comments received prior to 4:00 p.m. on the day preceding the meeting will be transcribed, provided to the public body for review, and entered into the record. Comments received after 4:00 p.m. on the day preceding the meeting will be provided to the public body for review prior to adjournment and entered into the record. On specific agenda items, the presiding officer may prohibit comment if the content of comments is a topic that is not relevant to, or within the authority of, the public body, or if the content is willfully disruptive of the meeting by being irrelevant, repetitious, slanderous, offensive, inflammatory, irrational or amounting to personal attacks or interfering with the rights of the other speakers. Any person making willfully disruptive remarks while addressing the public body or while attending the meeting may be removed from the room by the presiding officer, see NRS 241, and the person may be barred from further audience before the public body during that session. See, Nevada Attorney General Opinion No. 00-47 (April 27, 2001); Nevada Open Meeting Law Manual, §8.05. Other examples of disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause, heckling, name-calling, use of profanity, personal attacks, physical intimidation, threatening use of physical force, assault, battery, or any other acts intended to impede the meeting or infringe on the rights of the public body or meeting participants. In-Person Persons wishing to address the public body at the meeting shall submit a “Request to Speak” form to Abigail Mayorga. Development Project (For Discussion Only) - Following presentations by the project’s developer or representative, NAB members and the public will have the opportunity to ask questions about the project and provide feedback. The NAB will not take any action on development projects. NAB members and the public are encouraged to complete the development project review form with their input. All development project review forms submitted to the community liaison at the NAB meeting or via the online form (https://forms.office.com/g/ST3BfS7UEe ) will be submitted to the Reno Planning Commission for consideration in the development review process. City of Reno Planning staff will be available for questions but will not provide project presentations. B1. LDC24-00064 (United Rentals Container Storage) - A request has been made for a conditional use permit to: 1) establish an outdoor storage use for the storage of shipping containers and 2) increase the maximum storage height of outdoor storage to greater than six feet. The ±3.31 acre site is located east of North Virginia Street, ±1,143 feet south of its intersection with Parr Boulevard. The site is within the Mixed-Use Suburban (MS) zoning district and has a Master Plan land use designation of Industrial (I). B2. LDC24-00065 (Virginia Village Self Storage) – A request has been made for a conditional use permit to allow for: a) the development of a mini-warehouse facility adjacent to residentially zoned property; b) grading resulting in cuts greater than 20 feet in height and fills greater than 10 feet in height; c) hillside development; and d) disturbance of a major drainageway. The ±8.93-acre project site is located on North Virginia Street, directly east of its intersection with Talus Way. The site is located within the General Commercial (GC) zoning district and has a Master Plan land use designation of Suburban Mixed-Use (SMU). B3. LDC24-00067 (Orrcrest Outdoor Storage) – A request has been made for a conditional use permit to: 1) establish an outdoor storage use; and 2) establish a nonresidential use adjacent to residentially zoned property. The ±1 acre subject site is located south of Orrcrest Drive, ±450 feet east of its intersection with Carson Lane. The site is zoned Mixed Employment (ME) and has a Master Plan designation of Mixed-Employment (ME). B4. LDC24-00059 (Furukawa Rock Drill) - A request has been made for a conditional use permit to allow heavy machinery and equipment rental, sales, and service in the Mixed-Use Suburban (MS) zone. The ±1 acre site is located on the south side of Security Circle ±250 feet east of its intersection with North Virginia Street. The site has a Master Plan land use designation of Mixed-Employment (ME). C. Board/Commission/Committee Member Reports and Announcements – Limited to items that do not appear elsewhere on the agenda.
