The Finance Committee Meeting is open to the public. Please note that although the
Council will generally consider the items on the agenda in the order shown below, they
may elect to re-order items in order to accommodate the needs of the Council, city staff,
presenters, or the public generally. Therefore, members of the public interested in any
agenda item are encouraged to be in attendance at the start of the meeting.

Citizens in attendance at the meeting who have signed a card to speak to the City
Council will also be heard at this time. In compliance with the Texas Open Meetings
Act, unless the subject matter of the presentation is on the agenda, the city staff and
City Council members are prevented from discussion of the subject and may respond
only with statements of factual information or existing city policy. Citizens will have
three (3) minutes to address City Council. Public comment will not be taken on items
that the Council has previously considered in a public hearing.

Taxpayer Impact Statement / Budget Statement: This taxpayer impact statement is provided
for preliminary budget-discussion purposes pursuant to Texas Government Code Section
551.043(c). The City has not yet received certified appraisal values or completed the official tax-
rate calculations required under Chapter 26 of the Texas Tax Code. Based on the preliminary
Tarrant Appraisal District/TNT planning data available at the time of posting, the median-valued
residence homestead taxable value in the City is estimated to be $241,173.00.
For that property, the City’s portion of the property tax bill for the current fiscal year, FY2026,
is approximately $1,217.43. The City’s portion of the property tax bill for the upcoming fiscal
year, FY2027, for the same property, if the proposed budget is adopted, is preliminarily
estimated to be $1,313.78. The City’s portion of the property tax bill for the upcoming fiscal
year, FY2027, for the same property, if a balanced budget funded at the no-new-revenue rate
under Chapter 26, Texas Tax Code, is adopted, is preliminarily estimated to be $1,151.71.
These figures are estimates only and are based on preliminary values and planning-level tax-rate
assumptions. Final amounts may change after certified values, tax ceiling adjustments, appraisal
review activity, exemptions, and the official tax-rate worksheets are completed.
