F.3. Capital Projects - Semi-Annual Transfer of Funds
Adopting a Resolution closing completed improvement projects, or completed phases within
specific projects, and transferring funds pursuant to the City Charter, Section 11.10; and to
transfer the stated amounts to fund active projects listed in Item No. 2 of the attached
Resolution.
F.4. Annual Gambling Permit - Byron Youth Football Association at Wildwood Sports Bar and
Grill
Adopting a Resolution authorizing the issuance of an initial annual gambling permit for the Byron
Youth Football Association, operating at Wildwood Sports Bar and Grill, located at 1517 16th St
SW, Suite C.
F.5. Rochester International Airport (RST) Minimum Standards for Commercial Aeronautical
Services
Authorizing the Airport Minimum Standards for Commercial Aeronautical Services.
F.6. Grant Acceptance and Professional Services Agreement for General Aviation (GA) Apron
Reconstruction & Expansion Design Services at the Rochester International Airport (RST)
1. Authorizing a professional services agreement with Mead & Hunt for general aviation
apron reconstruction and expansion design services at the Rochester International Airport
(RST) and
2. Adopting a Resolution accepting the grant and authorizing execution of grant agreements
with the State of Minnesota.
3. Adopting a Resolution accepting the grant and authorizing execution of grant agreements
with the Federal Aviation Administration (FAA).
F.7. Cooperative Construction Agreement with the State of Minnesota - Minnesota Department
of Transportation (District No. 6)
Authorizing a cooperative construction agreement between the State of Minnesota - Department
of Transportation and the City of Rochester/Rochester International Airport.
F.8. Release of Parcel by Olmsted County from Public Use Deed Restriction
Adopting a Resolution requesting that Olmsted County release the North 42 feet of Lot 2, Block
6, Elliot's Resubdivision of 6 and 11, Parcel Identification Number (PIN) 74.35.31.005860, from
the use restriction included in the Conveyance of Forfeited Lands Deed from the State of
Minnesota.
F.9. Council Support for Creating a City Staff Position Utilizing Grant Funds from the U.S.
Environmental Protection Agency Community Change Grant
1. Adopting a Resolution acknowledging the City's support and sponsorship of an application
to the Environmental Protection Agency's Community Change Grant to help expand the
existing community housing rehabilitation, housing weatherization, and energy upgrade
programs; and
2. Authorizing utilization of the grant to create a full-time Rehab Coordinator/Program
Manager role.
F.10. 2024 Update to the Rochester-Olmsted County Affordable Housing 4(d) Tax Classification
Incentive Program
Authorizing minor modifications to the Rochester-Olmsted County Affordable Housing 4(d) Tax
Classification Incentive Program, including rent maximums for new construction to allow greater
flexibility.

F.11. Agreement with Bolton & Menk for Professional Services Related to Updating the
Comprehensive Plan, Planning 2 Succeed (P2S) Rochester 2040
Authorizing execution of a professional services agreement with Bolton & Menk in an amount not
to exceed $61,627 to update the City of Rochester's Comprehensive Plan, Planning 2 Succeed
(P2S) Rochester 2040.
F.12. Proposed Ordinance Amendment to Rochester Code of Ordinance Section 2-13-1 of
Chapter 2-13 Relative to the Police Policy Oversight Commission
1. Approving an Ordinance amendment to Rochester Code of Ordinance Section 2-13-1 of
Chapter 2-13 relative to the establishment of members to the Police Policy Oversight
Commission.
2. Directing the City Attorney to give the official Ordinance a First Reading at said meeting
under Ordinance First Reading section.
F.13. Grant Agreement with the Minnesota Department of Public Safety Office of Justice
Programs (OJP) for Fiscal Year 2025 Crime Victim Services Grant
Adopting a Resolution authorizing renewal of a Crime Victim Services Grant in the total amount
$150,154 with the Minnesota Department of Public Safety Office of Justice Programs (OJP) for
Fiscal Year 2025.
F.14. Department of Transportation Charging and Fueling Infrastructure Grant
Adopting a Resolution authorizing an application for the U.S. Department of Transportation
Charging and Fueling Infrastructure Grant.
F.15. Purchase and Installation Agreement with Safety Vision for Fixed-Route Bus Camera and
Component Replacements
Adopting a Resolution authorizing an agreement with Safety Vision in the amount $136,471.85
for the purchase and installation of cameras and associated components for 25 of Rochester
Public Transit's (RPT) fixed-route busses.
F.16. Contract Award: Ti-Zack Concrete, LLC for Bus Stop Improvements - Project No. J2092
Adopting a Resolution authorizing the award of a contract to Ti-Zack Concrete, LLC, in the
amount of $160,606.19, for Bus Stop Improvements - Project No. J2092.
F.17. Septic System/Sanitary Sewer Utility Connection Agreement with Troy Lindloff and Emily
Colbenson - 2323 Merrihills Dr SW
Authorizing a Septic System/Sanitary Sewer Utility Connection Agreement with Troy Lindloff and
Emily Colbenson to allow for repair or replacement of the current septic system serving their
property until the property can be connected to municipal sanitary sewer at a later date.

Water Reclamation Plant Liquid and Solids Upgrade - Project No. J4411
Adopting a Resolution approving a Contract Amendment to the existing Construction Manager
At Risk contract for a Guaranteed Maximum Price of $91,289,525 for the construction of Water
Reclamation Plant Liquid and Solids Treatment Upgrade - Project No. J4411.
F.19. Engineering Services Contract with Brown and Caldwell Engineering for Rochester
Liquid and Solids Upgrade - Project No. J4411
Authorizing a professional services agreement with Brown and Caldwell in an amount not-to-
exceed $2,303,550 for construction phase services of the Rochester Water Reclamation Plant
Liquid and Solids Upgrade - Project No. J4411.

Authorizing:
1. A City-Owner contract for Project No. J5611, "Public Improvements to Serve Scenic Oaks
West Third Subdivision," with City execution conditional upon project and grading plan
approvals, and Contractor's submission of the appropriate bond and insurance
documentation and;
2. A professional technical services contract with GGG, Inc., dba G-Cubed, for $99,300 for
work related to Project No. J5611, "Public Improvements to Serve Scenic Oaks West
Third Subdivision," subject to City execution of the City-Owner contract.
F.23. City-Owner Contract: Public Watermain & Hydrant to Serve Premier Bank - Project No.
J5615
Authorizing:
1. A City-Owner contract for Project No. J5615, "Public Watermain & Hydrant to Serve
Premier Bank," with City execution conditional upon project and grading plan approvals,
and Contractor's submission of the appropriate bond and insurance documentation and;
2. A professional technical services contract with WSE Massey Engineering & Surveying,
Ltd., for $6,960 for work related to Project No. J5615, "Public Watermain & Hydrant to
Serve Premier Bank," subject to City execution of the City-Owner contract.
F.24. City-Owner Contract: Public Improvements to Serve Cassidy Farms First Subdivision,
Phase 1 - Project No. J5555
Authorizing:
1. A City-Owner contract for Project No. J5555, "Public Improvements to Serve Cassidy
Farms First Subdivision, Phase 1," with City execution conditional upon project and
grading plan approvals, and Contractor's submission of the appropriate bond and
insurance documentation and;
2. A professional technical services contract with Widseth Smith Nolting & Associates, Inc.,
for $109,767 for work related to Project No. J5555, "Public Improvements to Serve
Cassidy Farms First Subdivision, Phase 1," subject to City execution of the City-Owner
contract.
F.25. Transfer of City-Owned Lot at 421 3rd St NW Lot to Three Rivers Community Action
Authorizing execution of a purchase agreement to transfer the City-Owned lot at 421 3rd St NW
to Three Rivers Community Action for the potential development of a low-density housing
opportunity.

G.1. 2024 Transit Program of Projects Federal Transit Administration
Adopting a Resolution authorizing the filing of 2024 Transit Program of Projects and the
subsequent submission of grant applications and execution of grant contracts.
G.2. Final Plat No. CD2024-020PLAT, by Robert Fleming, to be known as Century Village
Adopting a Resolution approving Final Plat No. CD2024-020PLAT by Robert Fleming, to be
known as Century Village, with three conditions, for the subdivision of 17.80 acres into 72
residential lots, two common area lots, and two outlots.

H.1. Parking System Evaluation and Rate Study
Receiving and Filing the Parking System Evaluation and Rate Study final report.
H.2. Sustainability and Resiliency Community Work Plan
Accepting the Sustainability and Resiliency Community Work Plan as a City of Rochester
guiding document.
H.3. Additional Funding for 2025 Community Building Fund Applications
1. Adopting a Resolution reallocating additional funding of $50,000 to the Community
Building Fund (CBF), increasing the program budget to a total of $100,000, to support
2024 and 2025 CBF applications.
2. Authorizing the additional funds to be distributed to CBF applications requesting between
$5,001 - $20,000, subject to additional application requirements.

street with a speed limit of 25 miles per hour or less and giving them a first reading.

Chapter 2-13 Relative to the Police Policy Oversight Commission
Receiving and Filing a proposed Ordinance amendment to Rochester Code of Ordinance
