Accepting the minutes and video of the October 21, 2024, meeting as the official record of the
City Council.
F.2. Accounts Payable for November 4, 2024
Approving the listing of total disbursements for November 4, 2024, in the amount of
$14,825,241.61 including investment purchases of $9,680,286.44 and accounts payable of
$5,144,955.17.

F.3. 2024 Employee Travel Reimbursement Rates
Approving per diem rates for meals and incidental business travel expenses at $86 for high cost
cities and $74 for low cost cites as defined by IRS regulations.
F.4. 2025 Council Meeting Calendar
Adopting the 2025 calendar of regular meetings for the Common Council of the City of
Rochester, Minnesota, in accordance with Minnesota State Statute Ch 13D subd. 1.
F.5. 2024 Byrne Memorial Justice Assistance Grant
Adopting a Resolution approving the application and acceptance of a Byrne Grant for Fiscal
Year 2024 for crime prevention, trust building, and community engagement projects.
F.6. Proposed Ordinance Amendment to Rochester Code of Ordinances Chapter 8-8. Juvenile
Curfew
1. Approving a proposed Ordinance amendment to Rochester Code of Ordinances Section
8-8-10 related to the effective date of the Juvenile Curfew Ordinance, extending the
expiration date to December 31, 2026.
2. Directing the City Attorney's Office to prepare an Ordinance for a first reading.
F.7. Grant Agreements with the Minnesota Department of Natural Resources for the Willow
Creek Trail Extension Project and Professional Services Agreement for Feasibility
Analysis - Project No. J4951
1. Authorizing two grant agreements with the Minnesota Department of Natural Resources
(DNR) for the bond funds received for the Willow Creek Trail Extension Project and;
2. Authorizing a contract in the amount of $165,230 with Alliant Engineering, Inc. for a
Feasibility Analysis to identify the preferred trail alignment.
F.8. Capital Improvement Plan Amendments Related to Various Projects
Adopting a Resolution amending the 2024 and 2025 City Capital Improvement Plan (CIP) to
reflect the funding evolution of various projects and initiatives.
F.9. Bid Advertisement - Link Bus Rapid Transit (BRT) Civil Underground Utilities and
Architecture - Project No. J8707
Authorizing an advertisement for bids for the Link Bus Rapid Transit (BRT) Civil Underground
Utilities and Architecture Project from 23rd Ave SW to 6th Street SE - Project No. J8707.
F.10. Contract Award - 2025 Annual supply of Chemical for Water Reclamation Plant
Adopting a Resolution awarding a contract to PVS Technologies, in the amount of $455,000 for
a one-year supply of Anhydrous Ferric Chloride received on October 23, 2024.
F.11. Contract with Durst Outdoor Services for the Demolition of 18 Manufactured Dwellings
Adopting a Resolution authorizing a contract with Durst Outdoor Services in the amount of
$130,166 for the demolition of 18 manufactured dwellings at 1915 Marion Rd SE, known as
Bob's Mobile Home Park - Project No. J1040.
F.12. Revocable Permit and Agreement for Fencing within Various Easements
Authorizing a Revocable Permit and Agreement ("the agreement") for the placement of fencing
within various easements.
F.13. 2025 Uniform Development Code Required Boulevard Tree Planting Contract
Authorizing the 2025 Uniform Development Code Boulevard Tree Planting Contract with Jim
Whiting Nursery of the average tree price of $398.65.

Authorizing execution of a Boulevard Tree Green Facilities Agreement with BELLA TERRA
GROUP LLC for the planting of Boulevard Trees within the Century Valley Fourth Subdivision.
F.15. Scenic Oaks West Third Subdivision Boulevard Tree Green Facilities Agreement
Authorizing the execution of a Boulevard Tree Green Facilities Agreement with Mark Hanson
Builders LLC for the planting of Boulevard Trees within the Scenic Oaks West Third Subdivision.
F.16. Septic System/Sanitary Sewer Utility Connection Agreement with the Kevin and Sandra
Westling Living Trust - 5904 Country View Ct NW
Authorizing a Septic System/Sanitary Sewer Utility Connection Agreement with Kevin C.
Westling and Sandra D. Westling, trustees of the Kevin and Sandra Westling Living Trust, to
allow for repair or replacement of the current septic system serving their property until the
property can be connected to municipal sanitary sewer at a later date.

Adopting a Resolution approving Major Land Subdivision No. CD2024-026PLAT by Farmland,
LLC, to be known as Hadley Creek 5th, with nine conditions, for the subdivision of 17.5 acres of
land into 57 residential lots and one outlot.
G.2. 2025-2029 Consolidated Plan, 2025 Annual Action Plan, and the Analysis of Impediments
to Fair Housing Choice
Adopting a Resolution approving the 2025-2029 Consolidated Plan, 2025 Annual Action Plan,
and the Analysis of Impediments to Fair Housing Choice, as required by the United States
Department of Housing and Urban Development for the receipt of Community Development
Block Grant (CDBG) funds.

H.1. Transit Operational Scenarios Analysis and Request for Proposals for Transit Services
Accepting the Rochester Public Transit Operational Scenarios Analysis and authorizing the
release of a Request for Proposals for Transit Services that includes pricing for both the
inclusion of fleet maintenance services and pricing without fleet maintenance services.
