Accepting the minutes and video of the January 6, 2025, meeting as the official record of the
City Council.
F.2. Reappointments to Boards and Commissions
Approving the Mayoral reappointment of:
1. Bradley Trahan to the Police Civil Service Commission effective March 6, 2025, for their
first three-year term ending March 5, 2028.

F.3. Accounts Payable for January 22, 2025
Approving the listing of total disbursements for January 22, 2025, in the amount of
$29,493,682.05 including investment purchases of $19,939,929.70 and accounts payable of
$9,553,752.35.
F.4. Charitable Gambling Premises Permit for Hiawatha Sno-Seekers at The Workshop Food
Hall & Bar
Adopting a Resolution authorizing the issuance of an initial charitable gambling premises permit
for Hiawatha Sno-Seekers, operating at The Workshop Food Hall & Bar located at 1232 3 Ave
SE.
F.5. 2025 Revised Mileage Rate
Approving a mileage rate increase from $0.67 per mile to $0.70 per mile to match the changing
Internal Revenue Service (IRS) guidelines effective January 1, 2025.
F.6. Bid Advertisement - Government Center Lot - Project No. J2585
Authorizing the advertisement for bids and scheduling a bid opening on February 18, 2025, at
11:00 a.m. for improvements to the Government Center surface parking lot.
F.7. Purchase of Front-End Loader Plow Attachment
Authorizing the purchase of a Metal Pless Plow Attachment from Storm Equipment in the
amount of $40,805.60 for use with existing front-end loaders used by the Public Works Street
Maintenance Department to remove snow in cul-de-sacs and on dead-end streets.
F.8. Great Lakes Environmental Justice Thriving Communities Grantmaking Program
Application
Adopting a Resolution:
1. Acknowledging the City's support and sponsorship of an application to the 'Great Lakes
Environmental Justice Thriving Communities Grantmaking Program' for the following
projects:
1. Expansion of the Rochester Air Network (RAN) through installation of air quality
sensors along Bus Rapid Transit (BRT) corridors.
2. Implementation of a Healthy Homes and Energy Navigator program focused on
enhancing indoor air quality and energy efficiency in economically distressed
neighborhoods.
3. Establishment of a temporary position called 'Air Quality Technician' to oversee
project implementation and community engagement; and
2. Authorizing the hire of a temporary Air Quality Technician if the grant is fully awarded.
F.9. Settlement agreement related to Tap House Real Estate, LLC, vs. City of Rochester
Approving a settlement agreement between Tap House Real Estate, LLC and the City of
Rochester, in United States District Court matter No. 22-cv-00492 (ECT/DTS) (D. Minn.)

G.1. Comprehensive Plan Amendment No. CD2024-004CPA by SHS Construction
Adopting a Resolution approving Comprehensive Plan Amendment No. CD2024-004CPA, by
SHS Construction, to change the land use designation of an approximately 4-acre parcel from
Low-Density Residential to Small Employment Development located south of Marion Rd SE and
west of Pearl Ct SE at 2221 Marion Rd SE.
(Requires 5 affirmative votes to pass)

H. Reports and Recommendations
H.1. Downtown Property Preservation Program Funding Request for 330 Broadway Ave S
Adopting a Resolution authorizing Downtown Property Preservation Program funding (GSIA) in
the amount of $125,288.04 for a project that will include a 2nd floor renovation into an apartment
unit to the property located at 330 Broadway Ave S.
Clerk's Note: This item was adopted at the January 6, 2025, Council meeting, and was subsequently
vetoed by Mayor Norton. The veto automatically places the item back on the next agenda for
reconsideration. To override a veto, the item must pass with a supermajority of the body voting Aye (5
regardless of quorum). The item may only be considered as it was passed. No amendments may be
made.
H.2. Study Session Meeting Location Update
1. Updating the City Council on the current status of audio-visual (a/v) capabilities outside of
Council Chambers.
2. Providing an opportunity for discussion regarding the holding of study sessions in a less
formal environment and how that intersects with the Council Rules of Procedure and Code
of Conduct and Minnesota Open Meeting Law regarding streaming and broadcasting of
public meetings.
3. Recommending study sessions be held in Conference Room 104 and recorded via single-
fixed camera, then uploaded the following day to the archive and cable until a/v upgrades
in Room 104 are completed and broader functionality is restored.
4. Discussion of whether an alternative space is desired if an active livestream is considered
critical for a location to host study sessions more informally.

Receiving and Filing the First Reading of Zone Change No. CD2024-003ZC, by Diamond Land

(Mixed Use Street-Oriented) to MX-C (Mixed Use Center).
