agreement with the City of Rochester Inspectors Association, for the years 2025-27.
F.7. Council Support for 2025-2026 Minnesota GreenCorps Member Application
Adopting a Resolution acknowledging the City's support and sponsorship of an application to the
Minnesota Pollution Control Agency for a 2025-2026 GreenCorps member to support the City’s
sustainability outreach, education, and engagement efforts at no direct salary cost to the City.
F.8. Sister City Relationship with Tbong Khmum City of Tbong Khmum Province, Cambodia
Seeking support to pursue a Sister City relationship with Tbong Khmum City of Tbong Khmum
Province, Cambodia and to develop a non-binding MOU defining our goals and future
relationship.
F.9. Mayo Community Engagement Grant application - Rochester Police Department's Drone
as First Responder (DFR) project.
Adopting a Resolution supporting the submission of a Mayo Community Engagement grant for
the purchase of two drones for the Rochester Police Department's Drone as First Responder
project.
F.10. Bid Advertisement – 37th St NW Sidewalk Improvements from 18th Ave NW to W River

Authorizing the advertisement for bids for the 37th St NW Sidewalk Improvements Project -

Authorizing approval for the use of the Third Street Ramp skywalk for the location of an Elevate

Authorizing the purchase of a Trimble R12i Global Positioning System (GPS), TSC 5 data

Adopting a Resolution approving a contract with Pember Companies, Inc., in the amount of
$424,033.76, for improvements to the Government Center surface parking lot.

Underground Utilities - Project No. J8707
Adopting a Resolution awarding a contract to Elcor Construction, Inc in the amount of
$7,687,422.08 for the Link Bus Rapid Transit (BRT West Transit Village Underground Utilities -
Project No. J8707).
F.15. Contract with WHKS for Final Design of the Reconstruction of 2nd Ave SW from 2nd St
SW to Center St W - Project No. J7858
1. Authorizing a contract with WHKS, in the amount of $81,870 from March 4, 2025, to
December 30, 2025, for the Final Design of the Reconstruction of 2nd Ave SW from 2nd
St SW to Center St W - Project No. J7858 and;
2. Authorizing City staff to advertise for bids and schedule a bid opening once the project's
design is completed.
F.16. City-Owner Contract: Public Improvements to Serve Mayo Clinic BFUiR (Package A) -
Project No. J5632
Authorizing:
1. A City-Owner contract for Project No. J5632, "Public Improvements to Serve Mayo Clinic
BFUiR (Package A)," with City execution conditional upon full execution of the contract by
Owner, Contractor, and Engineer, project and grading plan approvals, and Contractor's
submission of the appropriate bond and insurance documentation and;
2. A professional technical services contract with WSB LLC, for $197,564, for work related to
Project No. J5632, "Public Improvements to Serve Mayo Clinic BFUiR (Package A),"
subject to City execution of the City-Owner contract.
F.17. Revocable Permit and Agreement with Zumbro Valley Congregation of Jehovah's
Witnesses, Inc., for a Fence in a Utility Easement
Authorizing a Revocable Permit and Agreement ("the agreement") with Zumbro Valley
Congregation of Jehovah's Witnesses, Inc., for the placement of a fence within a utility
easement.
F.18. Revocable Permit and Agreement with Mayo Clinic - Electrical Duct Banks in Right-of-
Way
Authorizing a revocable permit and agreement ("the agreement") with Mayo Clinic for placement
of electrical duct banks within the right-of-way of 5th Ave SW, 6th Ave SW, and 3rd St SW.
F.19. Pedestrian Facilities Agreement & Temporary Construction Easement - Christ's Church of
the Jesus Hour
Authorizing a pedestrian facilities agreement and temporary construction easement with Christ's
Church of the Jesus Hour to ensure the installation of pedestrian facilities along the entire
frontage of its property abutting 24th St NW right-of-way.
F.20. Utility Connection Agreement with Carole A. Warnes - 1429 20th St SW
Authorizing the following:
1. A Utility Connection Agreement with Carole A. Warnes to allow connection of the Owner's
property to the municipal sanitary sewer system and;
2. A Certification with the Olmsted County Auditor for the collection of unpaid associated
charges and interest as outlined in the agreement.
F.21. Commissioning Services for Parks and Forestry Relocation - Project No. J3069
Authorizing a contract for professional services with Questions and Solutions Engineering in the
amount of $95,800 for commissioning services throughout the design and construction phases
of the Parks and Forestry Relocation Project No J3069.

F.22. Revised Annexation by Ordinance Application No. CD2024-005ANX by the City of
Rochester
1. Approving a revised Annexation by Ordinance Application No. CD2024-005ANX, by the
City of Rochester, to correct an Ordinance associated with the annexation of a 49.90-acre
site, located south of Wheelock Dr NE and north of Silver Creek Rd NE, previously
approved by Council and adopted on October 21, 2024; and
2. Directing the City Attorney to prepare a revised Ordinance for first reading.
F.23. Competitive Negotiated Sale of $10,985,000 General Obligation Abatement Bonds, Series
2025A for the Relocation of Parks & Forestry Operations to the Public Works & Transit
Operations Center (PWTOC) Campus
Adopting a Resolution providing for the competitive negotiated sale of $10,985,000 general
obligation abatement bonds, series 2025A for the relocation of Parks & Forestry Operations to
the Public Works & Transit Operations Center (PWTOC) Campus to be awarded at the April 7th
City Council meeting.
F.24. Reject Bids and Rebid Advertisement - Link Bus Rapid Transit (BRT) Civil Underground
Utilities and Architecture - Project No. J8707
1. Rejecting bids received on February 4, 2025, for the Link Bus Rapid Transit (BRT) Civil
Underground Utilities and Architecture Project from 23rd Ave SW to 6th Street SE -
Project No. J8707 due to bidding irregularities and good faith errors for omitting of items
noticed after bid opening.
2. Authorizing the advertisement for bids for the Link Bus Rapid Transit (BRT) Civil
Underground Utilities and Architecture Project from 23rd Ave SW to 6th Street SE -
Project No. J8707 as separates contracts if deemed necessary by City Staff upon re-
design and value engineering efforts are identified.

1. Approving Zoning Map Amendment No. CD2025-001ZC, by SHS Construction, to change
the zoning district designation of an approximately four-acre parcel from R-2 (Single-
Family Small Lot) to MX-C (Mixed-Use Center) located south of Marion Rd SE and west of
Pearl Ct SE at 2221 Marion Rd SE and;
2. Directing the City Attorney to prepare an Ordinance for first reading.
G.2. Vacation Petition No. CD2025-001VAC by Stack Downtown Investments, LLC
Adopting a Resolution approving Vacation Petition No. CD2025-001VAC, by Stack Downtown
Investments LLC., with one condition, for the vacation of a 15-foot wide alley right-of-way within
Block 33 of the Northern Addition Subdivision.
H. Reports and Recommendations
H.1. Contract Award - Center Street Ramp Restoration with RAM Construction Services of
Minnesota, LLC - Project No. J2592
Adopting a Resolution awarding a contract to RAM Construction Services of Minnesota, LLC in
the amount of $3,798,275, plus a 20% contingency, for Center Street Ramp Restoration -
Project No. J2592 and rejecting the bids from Paragon Restoration II, Inc., Restoration Systems
Inc., and Western Specialty Contractors as unresponsive, for failure to submit the required
Concrete Surface Repair Technician (CSRT) Certification.

Approving geometric layout and authorizing advancement of plans from preliminary design to
final design on 18th Ave SW from 40th St SW to Mayowood Rd SW - Project No. J7346.
