Program
Adopting a Resolution authorizing the Rochester Police Department (RPD) to apply for, accept,
and enter into a grant agreement with the Minnesota Department of Public Safety, Office of
Traffic Safety, for the Fiscal Year 2026 DWI/Traffic Safety Officer grant program.
F.2. Donation of Top Freezer Refrigerator to the Rochester Fire Department
Adopting a Resolution accepting a donation by Susan Lindskog of one Top Freezer Refrigerator
valued in the amount of $777 for use in the fire department training division.

F.3. Contract with SRF Consulting Group for Professional Services for 65th St NW and
Fairway Dr Design, 51st St NW Traffic Calming Design, Civic Center Dr Intersection
Control Evaluation Report, and 55th St NW and 50th Ave NW Intersection Control
Evaluation Report
Authorizing a contract with SRF Consulting Group (SRF), for in-kind services in an amount not to
exceed $197,598, for professional engineering services associated with 65th St NW and Fairway
Dr Design, 51st St NW Traffic Calming Design, Civic Center Dr Intersection Control Evaluation
(ICE) Report, and 55th St NW and 50th Ave NW ICE Report.
F.4. City-Owner Contract: Public Watermain & Hydrant to Serve West End Development -
Project No. J5654
Authorizing:
1. A City-Owner contract for Project No. J5654, "Public Watermain & Hydrant to Serve West
End Development," with City execution conditional upon full execution of the contract by
Owner, Contractor, and Engineer, project and grading plan approvals, and Contractor's
submission of the appropriate letter of credit and insurance documentation and;
2. A professional technical services contract with Widseth Smith Nolting & Associates, Inc.,
dba Widseth, for $8,870, for work related to Project No. J5654, "Public Watermain &
Hydrant to Serve West End Development," subject to City execution of the City-Owner
contract.
F.5. Amended City-Owner Contract: Public Improvements to Serve Mayo Clinic North Parking
Structure, Phase 1 - Project No. J5624
Authorizing:
1. A City-Owner contract amendment for Project No. J5624, "Public Improvements to Serve
Mayo Clinic North Parking Structure, Phase 1," with City execution conditional upon full
execution of the contract by Owner, Contractor, and Engineer, project and grading plan
approvals, and Contractor's submission of the appropriate bond and insurance
documentation; and
2. A professional technical services contract with WSB LLC for $76,760.50 for work related
to Project No. J5624, "Public Improvements to Serve Mayo Clinic North Parking Structure,
Phase 1," subject to City execution of the City-Owner contract.
F.6. City-Owner Contract: Public Improvements to Serve Mayo Clinic BFUiR (Package B,
Phase 1) - Project No. J5653
Authorizing:
1. A City-Owner contract for Project No. J5653, "Public Improvements to Serve Mayo Clinic
BFUiR (Package B, Phase 1)," with City execution conditional upon full execution of the
contract by Owner, Contractor, and Engineer, project and grading plan approvals, and
Contractor's submission of the appropriate bond and insurance documentation and;
2. A professional technical services contract with WSB LLC, for $136,545, for work related to
Project No. J5653, "Public Improvements to Serve Mayo Clinic BFUiR (Package B, Phase
1)," subject to City execution of the City-Owner contract.
F.7. Contract with Dialect Real Estate Advisors to Retain Services as a Real Estate Advisor
and Master Broker
Approving a Contract with Dialect Real Estate Advisors to retain services as a real estate
advisor and master broker.
F.8. Subaward Agreement with the International City/County Management Association
Authorizing approval of a Subaward Agreement with the International City/County Management
Association (ICMA) for the award of a $416,500 grant to support economic mobility in Rochester.

F.9. Settlement Agreement Related to Various Transportation Improvement District Fee
Disputes
Approving a settlement agreement with various claimants stemming from previous litigation
between Tap House Real Estate, LLC and the City of Rochester, in United States District Court
matter No. 22-cv00492 (ECT/DTS) (D. Minn.)

1. Approving Zone Change No. CD2025-004ZC, by Veldco, amending the zoning
designation on a 5.48-acre site from MXS (Mixed Use Street) to MXC (Mixed Use Center)

Adopting a Resolution authorizing the filing of the 2025 Transit Program of Projects and the
