Type of Review: Rezoning and Planned Unit Development - Final Development Plan
Summary:
Seefried Industrial Properties has submitted plans for a new building in the Airport
Industrial Center on the south side of Airport Road.
The property is approximately 17 acres in size. Seefried is proposing to combine the
existing lots to assemble a larger parcel. A plat of resubdivision will be sent forward for
approval at a later date. The entire area is being rezoned from M-1, Medium
Manufacturing to P-B, Planned Business. The P-B designation is more in line with
modern office / warehouse / light industrial development. It also matched the zoning of
the surrounding uses.
They are also proposing to remove and vacate Midway Drive. There are no existing
businesses on Midway Drive. The property would be accessed by the existing O’Hare
Drive and the Pinnacle Drive extension currently being constructed by the Aryzta
developer to the east. As part of this project, the developer will be completing the
sidewalk on O’Hare Drive and the Bike path along Airport Road. They will also be burying
the overhead utility line along Airport Road.
The building is proposed to be 282,886 square feet. There are 50 truck docks facing the
north. No docks face Airport Road. There are 120 trailer parking stalls proposed. This is
approximately 45 spaces more than code would allow. Staff is supportive of this
exception as the lot is oddly shaped. They are proposing 254 car parking spaces which
is above the code requirement.
The building will be precast concrete construction. Office features are included on each
end that have bump outs and windows to break up the façade.
Method of Investigation:
The Development review Committee has reviewed the proposal.
The Planning Commission reviewed the Concept Plan on August 11, 2015.
The Village Board reviewed the Concept Plan on August 19, 2015
Recommendation:
The Development Review Committee recommends approval contingent on compliance
with staff comments.

Chairman Venn asked if the retaining wall was constructed with interlocking brick and
how tall it would be.
Mr. Riefe stated that it would range from 1ft. to 8 ft. depending on the location.
Chairman Venn asked if the egress from the property was on County or Village Streets.
Planner Darga stated that it was all on Village Streets.

Commissioner Pyle asked how far the center entrance would be from O’Hare Drive.
Mr. Riefe didn’t know the exact distance but stated that it was approximately 300 ft. by
looking at the plan sheet.
A motion was made by Burgess, seconded by McConachie, that this Public

Type of Review: Variance to the Stormwater Ordinance (Chapter 160)
Summary:
As part of the Weber Road widening and reconstruction project from 135th Street to
Normantown Road a variance to our stormwater code is required.
Where Weber Road crosses the Slough, there is going to be fill placed in the wetlands to
build up the area for the road. The county Stormwater Ordinance requires compensatory
storage at a 1:1 ratio. This means that for every yard of fill placed, a yard of material
must be removed from somewhere else. This
ensures that the overall floodplain is not diminished. As part of this project, the county is
purchasing the car wash just north of Remington Apartments. The car wash will be
demolished and a stormwater basin constructed in its place. This basin will provide the
compensatory storage.
The Village Stormwater Ordinance is more restrictive than the county’s. It requires
compensatory storage at a rate of 1.5:1. The proposed improvements are more than the
county’s requirement but less than the Village’s. They are able to obtain approximately
1.4:1. They are requesting a variance to the Village code for the remainder.
The Planning Commission is the designated oversight committee for the Stormwater
Ordinance. In the Findings of Fact section we have listed the evaluation criteria from the
ordinance. The applicant’s response to each of these criteria is included in your packet
along with selected sheets of the roadway plans for your information.
Findings of Fact:
The following criteria for reviewing variances comes from section 160.189
The Oversight Committee shall not recommend nor shall the Village Board grant a
variance for a project from the provisions of this chapter unless the variance is consistent
with the purpose of this chapter (§ 160.001) and meets the following standards based
upon substantial evidence submitted at the hearing:
(A) The variance will not increase measurably the probability of flood damage to insurable
structures.
(B) The variance requested is the minimum required considering each of the following
statements of underlying intent of this chapter and there are no means other than the
requested variance by which the alleged hardships can be avoided or remedied to a
degree sufficient to permit the reasonable continuation of the development:
(1) Detention of stormwater shall also contribute to the improvement of the quality of
stormwater runoff.
(2) The volume of detention storage provided in open air vegetated facilities is
maximized consistent with other land use site constraints including zoning
requirements essential for the proposed development.
(3) Conveyance of stormwater from the project shall not increase peak discharges
from existing offsite conveyance facilities beyond design capacity for any storm
event from the 2-year to the 100-year flood frequency.
(4) High quality natural areas shall be preserved on the site, including without
limiting the generality of the foregoing, stands of native trees, existing
wetlands, natural floodplain storage or other valuable environmental and
biological resources.

(C) The variance is not requested solely for the purpose of increasing the density of the
development nor impervious areas on the site.
(D) The variance is not requested solely as a result of economic hardship.
(E) If applicable, the variance is required due to unique, natural topographical features of
the site.
(F) The applicant's circumstances are not self-imposed.
Recommendation:
The Development Review Committee is recommending approval.
Nicholas Orf, Thomas Engineering, 55 West 22nd Street, Lombard, IL 60148, Sworn.
Chairman Venn asked if the county has jurisdiction over the mitigation of rain water and
stormwater.
Mr. Orf stated that the Village has taken jurisdiction from the county. Will County does
allow communities to take over jurisdiction if they meet certain requirements.
Planner Darga stated that the county did pass a Stormwater Ordinance that allows towns
to pass their own local amendments and take over as administrator. Since the county is
purchasing a parcel that is in the Village of Romeoville village limits, the stormwater
management jurisdiction falls on the village.
Chairman Venn asked if the project is fully compliant with the Federal and State
Stormwater Ordinances.
Planner Darga stated the engineering companies working on the project are it the
process of submitting all the required documents to all the required agencies.
Commissioner Gougis asked if the Normantown Road Wetland is in the Village
jurisdiction.
Planner Darga stated that the property has multiple owners - on the east side of Weber
Road it is owned by the Village, on the west side of Weber it is partially owned by the
Carillon Association and partially by the Association of the Business on Normantown
Road. In terms of jurisdiction it is considered waters of the U.S. so the Army Corp of
Engineers is involved, it is FEMA Mapped Floodplain and various other agencies are
involved in the jurisdiction.
Commissioner Gougis asked if there is any other alternative that would get the project
closer to the village ordinance or any additional site where water could be retained.
Planner Darga stated that there are other stormwater features throughout the project that
involve additional ponds. The compensatory storage does have to be in the same flood
plain and he is not aware of any available property.
Commissioner Gougis is concerned about the additional water in the area and the effect
on the invasive species in the wetland areas and asked if those issues would be looked
at.
Nicholas Orf spoke about the seeding plan and stated that the county will take over the
maintenance of the pond in the future and that there are plans in place to maintain and
monitor the invasive species.
Nicholas Orf stated that the grade of this new pond will be higher than the wetland so it is
able to drain properly back to the flood plain - this area should drain and not hold water.
It was designed with best management practices to help address the water quality
issues.
Senior Planner Darga stated that from a flooding standpoint there should not be any

problems. As for the slough maintenance the village does not actively maintain it at this
time.
Commissioner Hoffman asked how far off of Weber Road the pond would be once the
road is expanded.
Nicholas Orf stated that the top of the pond would be approximately 40 feet from the curb
and the bottom would be approximately 60 feet from the curb. The pond is not designed
to have any long term standing water.
Commissioner Pyle asked if the slough area is on the east and west side of Weber Road
and if the 1 to 4 ratio has taken both into consideration.
Nicholas Orf stated that it does.

Summary:
The Wilco Career Center is adding a small storage building to the rear of their property.
The following chart describes the zoning and land uses surrounding the property.
The proposed building is approximately 3,000 square feet located in the northeast corner
of the property. A small amount of new pavement will be installed. A new water and
sewer connection will also be made to the building. A new stormwater basin is included
to meet the requirements of the stormwater ordinance.
This property is located in the AD-2 district. This district does not have the requirements
for Planned Unit Developments or design guideline. A simple resolution approving the
site, landscape, and engineering plans is all that is required.
Findings of Fact:
1. The proposal generally complies with the provisions of the Comprehensive Plan
(Chapter 157).
2. The proposal generally complies with the provisions of the Development Regulations
(Chapter 158).
3. The proposal generally complies with the provisions of the Zoning Code (Chapter
159).
Recommendation:
The Development Review Committee is recommending approval contingent on compliance
with staff comments.

area.

Ms. Whitley stated that there is a small existing pond in the area that will be
expanded. A run off study has been done and submitted to the village.

Veterans Parkway - Bolingbrook, LLC (ARCO / Murray) has applied for a final plat of
easement. This project is located in the Village of Bolingbrook but receives Romeoville
water and sewer. The building is currently under construction at the corner of Veterans
Parkway and Crossroads Parkway. The plat will provide the necessary easements for
the Village water and sewer lines in this area.
Findings of Fact:
1. The proposal generally complies with the provisions of the Comprehensive Plan
(Chapter 157).
2. The proposal generally complies with the provisions of the Development
Regulations (Chapter 158).

Summary:
Venture One Acquisitions, LLC is purchasing the vacant land north of the Kehe building
at 900 N Schmidt Road.
The following chart describes the zoning and land uses surrounding the property:
Kehe Foods is selling their property. The existing building will be sold to a group called
Grammercy who will lease it back to Kehe. The vacant land to the north of the building is
being sold to Venture One who plans to build a warehouse building approximately
250,000 square feet in size. Plans for this building will come before the Commission this
summer. The current plat is to subdivide the lot and split off the vacant land. This will
create a new lot that is approximately 16.8 acres in size.
Findings of Fact:
1. The proposal generally complies with the provisions of the Comprehensive Plan
(Chapter 157).
2. The proposal generally complies with the provisions of the Development
Regulations (Chapter 158).
3. The proposal generally complies with the provisions of the Zoning Code (Chapter
159).
Community Development Director Steven Rockwell asked why the name of Hawkeye
Subdivision was used. Mr. Rockwell is concerned that it will make it difficult to identify
the property in the future without a name that is connected to the property.
Jeff Raduechel, Venture One Real Estate, 9500 Bryn Mawyr, Rosemont, IL, Sworn
Mr. Raduechel stated that the Hawkeye name was chosen arbitrarily.
A motion was made by Burgess, seconded by Pyle, that this Resolution be
