CALL TO ORDER 2. APPROVAL OF AGENDA A motion was made by Petra Burgess, seconded by Paul Scieszka, that the Agenda be approved. The motion carried unanimously. 4. APPROVAL OF MINUTES A motion was made by Rich Holloway, seconded by Dan Repetowski, that the July 11, 2017 Minutes be Approved. The motion carried unanimously. Date: September 12, 2017 Description/Title: Checker’s at 651 N. Independence Blvd. Type of Review: Concept Plan Summary: BFR Property Holdings, LLC has submitted concept plans for the development of Checker’s restaurant located at the northeast corner of Independence Blvd. (Route 53) Village of Romeoville Page 1 Planning and Zoning Commission Meeting Minutes - Final September 12, 2017 and Phelps Avenue. The site is 0.369 acres and was formerly developed as Lazer Car Wash. The car wash was recently demolished and the site is now vacant. A Planned Unit Development (PUD) is required and the concept plan stage of the PUD process allows for feedback prior to the submittal of final development plans. The proposed restaurant consists of 1,017 square feet and includes a single drive-through lane. The restaurant has carryout service only with no indoor seating available. There is a limited outdoor patio area. The vast majority of food pickup is through the drive-through window. The building design represents Checker’s retro brand that includes a metallic winged roof and checkerboard tile exterior. The building is prefabricated and will be delivered to the site once the site improvements are completed. The site plan shows one full access driveway off Phelps Avenue and an existing limited access driveway along Route 53 that is proposed to remain with no change. A bypass lane is provided along the drive-through lane and a total of seven parking spaces are provided. Other items that need to be addressed in greater detail in the final development plan submittal include engineering, landscaping, signage and parking lot lighting. A review letter was provided to the developer that includes a list of site requirements that will help them in the preparation of the final development plans. Action Requested by Village Board: Provide input to the applicant. Chairman Venn asked if the Fire Department has signed off on the plan. Josh Potter stated that they have reviewed the Concept Plan and signed off on it. Chairman Venn asked if the restaurant is corporate owned or a franchise. Josh Potter stated that it is a franchise. Commissioner Burgess it was correct that there are only 7 parking spaces. Josh Potter stated that this is correct,there is no indoor seating, and it is expected that 90% if the customers will utilize the drive thru. Commissioner Scieszka asked how deliveries would be handled and what size truck would be used and how they would maneuver. Hemal Purohit, Purohit Architects, 2020 E. Algonquin Rd., Suite 302 Shaumburg, IL - Sworn Mr. Purohit stated that the deliveries would be scheduled twice a week or more if needed. The deliveries would come in a refrigerated box truck that would approach from the south side and back in the site. Commissioner Scieszka wondered if the garbage pick up would work the same.
