Romeo Rd Village Board Village Board Meeting Minutes May 16, 2018 Regular Meeting 1. CALL TO ORDER Roll Call Present 7- Trustee Jose Chavez, Trustee Linda Palmiter, Trustee Ken Griffin, Trustee Dave Richards, Trustee Brian A. Clancy Sr., Mayor John Noak, and Trustee Lourdes Aguirre 2. POSTING OF COLORS, PLEDGE OF ALLEGIANCE 3. PETITIONS FROM THE PUBLIC Tomasz Suliga- The Romeoville Police Officers do a wonderful job. They always handle themselves professionally. He has been pulled over before in neighboring towns and they have not handled the situation professionally. Thank you to Chief Turvey; he and his staff are doing a really good job. 4. CONSENT AGENDA A motion was made by Trustee Griffin, seconded by Trustee Aguirre, to do a consent agenda. The motion carried by the following vote: Aye: 6- Trustee Chavez, Trustee Palmiter, Trustee Griffin, Trustee Richards, Trustee Clancy, and Trustee Aguirre Non-voting: 1- Mayor Noak Approval of the Consent Agenda A motion was made by Trustee Griffin, seconded by Trustee Richards, to approve the Consent Agenda. RES18-2495 A Resolution Approving a Final Plat of Subdivision for DCT 5 Greenwood Resubdivision This Resolution was Approved. RES18-2497 A Resolution Approving an Agreement with Statewide Amusement, Inc. (Edward Athletic and Event Center—Electronic Amusement) This Resolution was Approved. RES18-2498 A Resolution Establishing a Development Security for the Public, Stormwater and Erosion Control Improvements for the Southern Access Drive onto South Pinnacle Drive at Building #1 in the Panattoni Development (former Mostyn property) on the south side of Airport Rd. (PZC#18-013). This Resolution was Approved. RES18-2499 Resolution to Waive the Bidding Requirements and Utilize the Suburban Purchasing Cooperative for the Purchase of One 2018 Chevrolet Tahoe Sport Utility Vehicle This Resolution was Approved. RES18-2500 Resolution to Waive the Bidding Requirements and Utilize the National Joint Powers Alliance (NJPA) for the Purchase of One Paving Compaction Roller This Resolution was Approved. RES18-2503 A Resolution Waiving the Bids and Authorizing the purchase of equipment from CDW-G (Fire Department Vehicles) This Resolution was Approved. 5. MAYOR'S REPORT I visited with the CEO of Citgo and took a tour of the facility. Congratulations to the Police Department’s Award Winners who were honored at their awards banquet on May 8th. Congratulations to all of the RHS students who received scholarships at last nights Scholarship Night. Village of Romeoville Page 2 Printed on 7/17/2018 Village Board Meeting Minutes May 16, 2018 Rotary will be hosting their Top 10 Dinner tomorrow honoring the students who placed in the Top 10% of their graduating class. The Fire Department will be hosting a Car Wash for Kids Fundraiser on May 19th at Station 3 from 10:00-2:00. The Cop on a Roof fundraiser is this Friday. This is a great endeavor. The SAC Womens Auxiliary will be hosting their Meat Raffle on May 20th at Lost Acres. Mistwood will be hosting a Fireworks Show on May 27th. Join us for our Memorial Day Service on May 28th at 10:00 at the Doc McCartan Veterans Memorial Garden. The Romeoville Art Society will be hosting their annual gala on May 31st at White Oak Library from 4:00-7:00. Congratulations to all of the 2018 graduates. Village offices will be closed on May 28th in observance of Memorial Day. RES18-2502 A Resolution Authorizing the signing of the Cities Open Internet Pledge Mayor Noak state that many residents have emailed him regarding this. Trustee Griffin stated that this is a timely topic. He commends the Village for doing this. A motion was made by Trustee Chavez, seconded by Trustee Griffin, that this Resolution be Approved. The motion carried by the following vote: Aye: 6- Trustee Chavez, Trustee Palmiter, Trustee Griffin, Trustee Richards, Trustee Clancy, and Trustee Aguirre Non-voting: 1- Mayor Noak 6. CLERK'S REPORT The Community Service Council met last night. They are planning for their 40th anniversary celebration. The next meeting will be held on June 19th. The Police Department's Awards Dinner was very informative as usual. I never realized how much time the officers spend helping citizens who overdosed on drugs. We appreciate all that they do. The Valley View Enrichment Foundation is finalizing their plans for the golf outing on June 7th. The next meeting is May 23rd. CITIZEN'S, COMMITTEES, COMMISSIONS AND LIAISON REPORTS Trustee Aguirre- The Fire and Police Commission hired two police officers. The Fire Department will be filling a lieutenant position. The Commission will also be testing for battalion chief and creating a list. The Commissioners went to the spring conference. The next meeting will be June 12th. Trustee Richards- The May 22nd Planning and Zoning meeting has been cancelled. Trustee Clancy- A Recreation update was given. Trustee Griffin- Congratulations to the winner of the Veteran's Commission Scholarship. Join us for the Memorial Day Service. Trustee Palmiter- A Finance update was given. The Special Events Commission met on April 10th. They reviewed past events and discussed the upcoming summer schedule. The Founder's Day Parade theme is Back to the Future. They will next meet on June 26th. Trustee Chavez- The Youth Outreach Commission presented a scholarship at the RHS Awards Ceremony. Good luck to them in their future endeavors. The next meeting with be June 4th. Vor-Tv will be very busy now that summer is here. Volunteers are needed for all of the summer events. This is a great opportunity for anyone who is interested. 8. VILLAGE MANAGER'S REPORT No report. 9. NEW BUSINESS A motion was made by Trustee Griffin, seconded by Trustee Chavez, to do a consent agenda with RES18-2501 contigent upon Lewis and attorney final review. ORD18-1483 An Ordinance Amending Chapter 37 of the Romeoville Code of Ordinances-Personal Manual This Ordinance was Approved. RES18-2496 Authorizing the Waiving of the Bid Requirement, the Execution of the Master Equity Lease Agreement with Enterprise FM Trust and the acceptance of the Open-End (Equity) Lease Quotes for Seven (7) 2018 Ford Police Interceptor Utility Vehicles and Open-End (Equity) Lease Quotes for Three (3) 2018 Ford Sedan Police Interceptor Vehicles from Enterprise Fleet Management This Resolution was Approved. 10. BOARD COMMENTS Trustee Chavez- Many thanks to all of the parents and adults who volunteer their time to help out with all of the sports organizations. Memorial Day fireworks will be held on May 27th at Mistwood. The Open Market will be June 6th at the Edward Athletic and Event Center. Relay for Life will be June 9th. Hope everyone has a great summer. Trustee Palmiter- It was an honor to attend our Police Department Awards Ceremony. It was very eye opening. Thanks to Tomasz for supporting our Police Department. Join us for Memorial Day. Schools out-be careful driving. Congratulations to the Veteran's Commission Scholarship winner Daniel Spatz. Trustee Clancy- Our Police Department does a great job. They are life savers. They do a tremendous job. Schools are out-drive safe. Congratulations to all of the graduates. Trustee Richards- He was honored to attend the Police Department Awards Ceremony. Congratulations to the winners. Congratulations to the graduates. Drive safely this summer. The Valley View Enrichment Foundation Golf Outing is June 7th. The RHS Athletic Boosters outing is June 9th. Congratulations to RHS for the US News and World Report Bronze Rating. They are 26th in Illinois. That is very impressive. Trustee Aguirre- Thanks to the first responders who responded to the chaotic events last week. Congratulations to the Police Department Award winners. Congratulations to all of the graduates. She encourages all to use our paths. 11. EXECUTIVE SESSION None 12.
