Romeo Rd Village Board Village Board Meeting Minutes April 17, 2019 Regular Meeting 1. CALL TO ORDER Roll Call Present 7- Trustee Jose Chavez, Trustee Linda Palmiter, Trustee Ken Griffin, Trustee Dave Richards, Trustee Brian A. Clancy Sr., Mayor John Noak, and Trustee Lourdes Aguirre 2. POSTING OF COLORS, PLEDGE OF ALLEGIANCE 3. PETITIONS FROM THE PUBLIC Jared Taylor- He read an article that was very upsetting regarding one of our Trustees. It is very frustrating for him. It is very embarrasing. Unfortunatley, DUI's are not a disqualifier with regards to eligibility to represent a municipality. He will be speaking to his state legislators regarding this. A year ago at this time, the Mayor was arrested and convicted of a DUI. At the time the Trustees supported him. This is not a personal issue, it is a personnel issue. As taxpayers we pay a salary to the elected officials, they are on the clock all the time. This is the third time Trustee Griffin was arrested for a DUI. This happened a half mile from his household. We have many driving services available. It was a bad decision, Trustee Griffin should know better. He believes that he should resign. Tomasz Suliga- Congratulations and welcome to our new police officer. This is not an easy career to choose. He extended his gratitude to the Romeoville Police Department for their professionalism under a very stressful situation. When an individual is elected to office there are responsibilities and they are no longer held to the same standards as regular residents and they should be an example to follow. Lessons should be learned from mistakes. This makes all employees look very bad. This Trustee needs to take a long hard look at himself. 4. CONSENT AGENDA A motion was made by Trustee Griffin, seconded by Trustee Chavez, to do a consent agenda reflecting RES19-2679 title revised to A Resolution Authorizing the Waiver of the Public Bidding Process for the Purchase of a Back Up solution in an Amount not to Exceed $73,500 over Three Years. RES19-2667 A Resolution Declaring Surplus Property And Authorizing The Disposition Of Surplus Property (Vehicle) This Resolution was Approved. RES19-2668 A Resolution to Waive the Bid Process and Accept the Price Quote for Roofing at Fire Station No. 2 This Resolution was Approved. RES19-2669 A Resolution to Waive the Bid Process and Accept the Price Quote For Directional Boring of Drain Pipe along Oakton Avenue Mr Bjork stated that as part of our street program this year we are planning to resurface the u by Murphy Drive. We have had issues with runoff on Oakton Ave. There is a lot of damage at the street. We are going to do this to help with that drainage issue. This will include another area by Clifton and Berkshire also. This Resolution was Approved. RES19-2671 Resolution: Development Security Reduction CT Realty- Interchange 55 Logistics This Resolution was Approved. RES19-2672 A Resolution to Waive the Bid Process and Accept the Price Quote for the Purchase of Two John Deere Mowers This Resolution was Approved. RES19-2673 A Resolution to Waive the Bid Process and Accept a Proposal for the Supplying of Bulk Rock Salt for the Ion Exchange Facilities This Resolution was Approved. RES19-2675 A Resolution Authorizing the Village of Romeoville to accept the Service Proposal from Sikich LLP for Professional Audit Services for the audit of Fiscal Years Ending 2019, 2020 and 2021 with Village options for fiscal year ending 2022 and 2023. This Resolution was Approved. RES19-2676 Authorizing the Approval of Purchase Orders for Fiscal Year 2019-2020 of over $20,000 for Purchases of a Routine Nature, Contractual Obligations Previously Approved by the Village Board, Goods and Services Provided by Sole Suppliers, Goods and Services Provided by System Suppliers and Professional Services Provided Previously Approved by the Village Board. This Resolution was Approved. RES19-2677 A Resolution Authorizing a Services Agreement with T&C Trapping This Resolution was Approved. RES19-2678 A Resolution Authorizing an Intergovernmental Agreement between the Village and Will County Animal Control Services This Resolution was Approved. I attended the Plainfield District 202 Foundation for Excellence Dinner this past Thursday. I attended the Community Service Council Appreciation Dinner. Thanks to all who came out for the Bunny Bash and Egg Hunt. I was a part of a panel for the Commuter Rail Issues and Challenges in Northeastern Illinois hearing yesterday. National Kitchen and Bath Cabinetry will be holding a ribbon cutting on April 23rd at 10:00 a.m. I will be attending the CIP Industrial Summit on April 26th. Village offices will be closed on April 19th in observance of Good Friday. Happy Easter to all. Congratulations to his son on his great report card. CLERK'S REPORT Congratulations to Kirk and the Finance Department on their certificate of achievement for the fifth year in a row. Congratulations to Kristine Wahlgren for receiving a Professional of the Year Award. Welcome to our new Police Officer. The Community Service Council met last night. The Valley View Enrichment Foundation will meet next Thursday. Happy Easter to all. Mayor Noak added that Lewis University is doing a Tug a Plane event for Special Olympics. The Village has a couple of teams participating. 7. CITIZEN'S, COMMITTEES, COMMISSIONS AND LIAISON REPORTS Trustee Aguirre-Fire and Police Commission/Uptown Development The next Fire and Police meeting will be May 14th at 6:30 p.m. Trustee Richards-Planning and Zoning/Zoning Board of Appeals/REMA Planning and Zoning will meet on April 23rd. U-Haul will be on the agenda, the American Family Clinic at Rose Plaza and a zoning text amendment. Trustee Clancy-Beautification/Parks and Recreation A Recreation update was given. Trustee Griffin-Veteran's Commission/EDC The Veteran's Commission met yesterday and went over the scholarship applications. The winners will be announced at the awards ceremonies. They will be holding a fundraiser at Tasty Waffle on May 4th -6th to benefit the scholarship program. Trustee Palmiter-Finance/Special Events/Humane Society A Finance update was given. Special Events met last night. They reviewed the winter and spring events. The 2019 Parade theme is Dr. Suess in Romeoville. The next meeting will be July 16th. We raised over $1500.00. It was a great event. 8. VILLAGE MANAGER'S REPORT Happy Easter to all. 9. NEW BUSINESS ORD19-1557 Adopting the Annual Operating Budget for the Fiscal Year 2019-2020 for the Village of Romeoville, Will County, Illinois. A motion was made by Trustee Clancy, seconded by Trustee Palmiter, that this Ordinance be Approved. The motion carried by the following vote: Aye: 6- Trustee Chavez, Trustee Palmiter, Trustee Griffin, Trustee Richards, Trustee Clancy, and Trustee Aguirre Non-voting: 1- Mayor Noak 10. BOARD COMMENTS Trustee Chavez- Thanks to everyone for all of their hard work on the budget. We continue to invest in our community. The Community Garage Sale is May 11th. Memorial Day Fireworks will be May 26th at Mistwood Golf Course. Our Park Parties are going to be starting soon. Residents really love these events. The Youth Police Academy will be June 3rd through June 7th. This is a great program. The Youth Mentoring Summer Basketball Program runs from June 12th through July 17th on Wednesdays for ages 9-11. These are great programs for our youth. Happy Easter. Trustee Palmiter- Welcome to our new officer. Another successful budget which is a testament to our Finance Director Kirk.
